A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI ENDORSING PASSAGE BY THE TEXAS STATE LEGISLATURE OF SENATE BILL 89 RELATING TO PREVENTION OF DRUG DEPENDENCE AND TO TREATMENT AND REHABILITATPN OF DRUG DEPENDENT PERSONS; INSTRUCTING THE CITY SECRETARY OF THE CITY OF CORPUS CHRISTI TO FURNISH A TRUE COPY OF THIS RESOLUTION TO THE CORPUS CHRISTI - NUECES COUNTY LEGISLATIVE DELEGATION; AND DECLARING AN EMERGENCY. WHEREAS, Senator Chet Brooks of Pasadena, Harris County, Tess has introduced S.B. 89 relating to prevention of drug dependence n treatment and rehabilitation of drug dependent persons, and WHEREAS, S.B. 89 and its committee substitutes further provide for basic implementation of the drug treatment and rehabilitation concept by authorizing the Executive Director to prescribe rules and regulations relating to standards of effect eatmeat services, accreditation of treatment personnel and further providing for an overall evaluation of program effectiveness, and WHEREAS,treatment would be available to drug dependent persons on both a voluntary basis and for persons involved in the emission of a criminal act. \\�� NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF-THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. The City Council of the City of Corpus Christi hereby endorses the concept of prevention of drug dependence and the treat- ment and rehabilitation of drug dependent persons as expressed in S.B. 89 and its various committee substitutes, and urges the Texas State Legislature to immediately adopt this or similar legislation. SECTION 2. The City Secretary is hereby instructed to furnish each member of the Corpus Christi Nueces County delegation a true copy of this resolution. SECTION 3. That the necessity to prevent drug dependence and to treat and rehabilitate drug dependent persons creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read 13'7G® at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, having requested the suspension of the Charter rule and that this resolution take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED this the 23Ad day of March, 1977.
