WHEREAS, Harry L. Franklin has rendered valuable service to the
citizens of Corpus Christi in his capacity as General Manager of the Corpus
Christi Area Oil Spill Control Association; and
WHEREAS, Mr. Franklin's efforts have been a major contribution
to enhancement and protection of the environment of the Port of Corpus
Christi, beautiful Corpus Christi Bay, and surrounding waters; and
WHEREAS, Mr. Franklin has been chosen to receive the Region VI
Environmental Quality Award - 1977 by the U. S. Environmental Protection
Agency; and
WHEREAS, it is the desire of the City Council to express its
appreciation and to extend congratulations to Mr. Franklin:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. That Harry L. Franklin be commended for the excellence
of his performance so deserving of recognition by the federal government,
and that the deepest appreciation of the City Council be made known to
Mr. Franklin for his generous service to the Sparkling City by the Sea.
SECTION 2. That the City Secretary be instructed to forward a
copy of this resolution to Mr. Franklin.
SECTION 3. That the appreciation of the City Council, as the
elected representatives of the citizens of Corpus Christi, be extended
to Mr. Harry L. Franklin in recognition of his valuable services to the
City of Corpus Christi and surrounding areas, creates a public emergency
and an imperative public necessity requiring the suspension of the Charter
rule that no ordinance or resolution shall be passed finally,on the date
of its introduction but that such ordinance or resolution shall be read
at three several meetings of the City Council, and the Mayor having declared
such emergency and necessity to exist, and having requested the suspension
of the Charter rule and that this resolution be passed finally on the date

passage, IT IS ACCORDINGLY SO RESOLVED, this the g! day of April, 1977.

FOR THE REASONS GET FORTH IN THE EMERGENCY CLAUSE OF THE FOREGOING
ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR THE SUSPEN-
SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE IT 19 INTRODUCED, AND THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCILS 1, THEREFORE,
REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS ORDI-
NANCE FINALLY ON THE DATE IT IS INTRODUCED, OR AT THE PRESENT MEETING OF THE
CITY COUNCIL.
