The City Council strongly urges the United States Senate and the United States House of Representatives to modify Senate Bill 252 and H.R. 6161, respectively, so as to allow the issuance of construction and MICROFILMED 13755 JUL 0 71980 operating permits for the expansion of existing industries and the location of new industries in nonattainment areas without requiring a direct offsetting reduction in emissions by an existing industry to make the new or expansion permit possible. SECTION 2. The City Council further urges that the issuance of construction and operating permits for expansion of existing and location of new industries in nonattainment areas be allowed as long as there is in effect a program which will assure that total allowable emissions in nonattainment areas are reduced annually on an incremental basis so as to assure reasonable progress toward attainment of the standards applicable in the nonattainment area.
