AN'ORDINANCE
;AUTHORIZING SUBMISSION OF A GRANT APPLICATION TO THE
TEXAS DEPARTMENT OF HEALTH RESOURCES FOR $154,800
TO PROVIDE A PROGRAM OF NUTRITION COUNSELING AND
FOOD VOUCHERS FOR CLIENTS OF THE HEALTH CLINICS OF
THE CITY - COUNTY HEALTH DEPARTMENT, AS MORE FULLY
SET FORTH IN THE GRANT APPLICATION, A SUBSTANTIAL
COPY OF WHICH IS ATTACHED HERETO? MARKED EXHIBIT "A ",
AND MADE A PART HEREOF; AUTHORIZING THE CITY MANAGER
TO EXECUTE ALL DOCUMENTS NECESSARY TO IMPLEMENT THE
PROGRAM AFORESAID; ANDFDECLARING AN EMERGENCY.

TEXAS:
SECTION 1. That authorization is hereby given for submission of
a grant application to the Texas Department of Health Resources for $154,800
to provide a program of nutrition counseling and food vouchers for clients
of the health clinics`of the City - County Health Department, all as more
fully set forth in the grant application, a substantial copy of which is
attached hereto, marked Exhibit "A ", and made a part hereof.
SECTION 2. That the City Manager be and he is hereby authorized
to execute all documents necessary to implement the aforesaid program.
SECTION 3. The necessity to make application for additional
funding in order to provide a program of nutrition counseling and food
vouchers as aforesaid, and to authorize execution of all necessary docu-
ments to effect the program creates a public emergency and an imperative
public necessityequiring the suspension of the Charter rule that no
ordinance or resolution shall be passed finally on the date of its intro -
ductiaibut that such ordinance or resolution shall be read at three
several meetings of the City Council, and the Mayor having declared such
emergency and necessity to exist, and having requested the suspension of
. the Charter rule and that this ordinance be passed finally on the date of
its introduction and take effect and be in full force and effect, from and
after its passage, IT IS ACCORDINGLY SO ORDAINED, this the /3 day of
July, 1977..

COMMENTS
On March 4, 1976, the Texas Department of Health Resources re-
ceived a wire from USDA stating that each state must submit an
Affirmative Action Plan to USDA for their approval. This Af-
firmative Action Plan consists of a listing of all geographic
areas (counties) in priority order of their need for the WIC
Program, a paragraph detailing the state's standard for setting
need priorities and a list of the criteria factors used to de-
termine the priority order of the counties.

Description of the.geographic boundaries which the applicant pro-
poses as its project area. It is preferable to cover at least one
county. (Attach a map defining boundaries if possible).
The project area includes all of Nueces County. It consists of the '
major city, Corpus Christi, several small towns and a number of minor
communities. The total population according to the 1970 census is
237,544 with/all but 33,000 living in Corpus Christi. There are 52,115
-women—of child bearing age. It is estimated that 21,000 of these women
are me ically indigent. A small portion of the west county area is
currently being served by the C &Y WIC program.

Describe any other significant information on economic conditions
affecting the proposed project area.
A large unemployment rate and high number of minorities. that are not
well educated contribute to the economic difficulties and nutritional
problems in Nueces County. In addition to this there is a large imm-
igrant population with language and cultural differences that further
increase the nutritional problems. A large number of pregnant women
do not seek prenatal care until the third trimester, thereby, contributing
to the high risk pregnancy rate. There is a high rate of obesity in the
Mexican American women, infants and children due to cultural eating
patterns. It is anticipated that this program will provide the education
and incentive necessary to alleviate these problems as well as provide
supplemental food until such time as participants may become self
sustaining.

ADMINISTRATIVE COSTS
"Administrative Costs" are defined by the USDA regulations as those
costs, excluding cost of food, which are necessary to support WIC
Program operations and specifically include costs for operation,
monitoring, nutrition education, general administration, start -up,
clinic and administration of the state office.
The State of Texas has adopted a formula for granting administrative
costs to the local agencies participating in the WIC Program based
on their active caseload. This is a maximum and is not an outright
grant. All expenditures under the Program must be documented and in
compliance with Federal Management Circular 74 -4, a copy of which is
included in this package:

cifically defined by the USDA WIC Program Regulations:
1. Implement a delivery system approved by USDA and the State of
Texas.
2. Provide the supplemental food to all three categories of eligible
recipients - pregnant and lactating women, infants and children
unless the applicant does not normally provide health services to
one or more categories of recipients.
3. Serve only those recipients who reside in the geographical area
as defined in this application.
4. Provide safeguards in applicant's operations to ensure that no
recipient receives food from more than one WIC Program in Texas.
The applicant also agrees to adhere to all other USDA regulations and
State directives with respect to the operation of the WIC Program in
Texas..
The information contained in this application for a WIC Program is
true and accurate to the best of my knowledge.
