AN ORDINANCE
AMENDING CHAPTER 55, UTILITIES, ARTICLE XI, COMMERCIAL
AND INDUSTRIAL WASTE DISPOSAL STANDARDS, OF THE CODE
OF ORDINANCES, CITY OF CORPUS CHRISTI, 1976 REVISION,
BY AMENDING SECTION 55 -140, DEFINITIONS, TO SUBSTITUTE
DEFINITION OF "NORMAL SEWAGE" AS HEREINAFTER SET FORTH;
AMENDING SECTION 55 -141, SUBSECTIONS (b)-AND (f) (3),
SO AS TO REVISE PERMITTED CONCENTRATIONS OF HEAVY METALS;
AMENDING SECTION 55 -143, SUBSECTION (b) (4), SO AS TO
PROVIDE FOR EXECUTION OF SURCHARGE AGREEMENTS, ALL AS
MORE FULLY SET FORTH HEREINAFTER; PROVIDING FOR REPEAL
OF ALL ORDINANCES IN CONFLICT; PROVIDING AN EFFECTIVE
DATE; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR
PUBLICATION.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That Chapter 55, UTILITIES, Article XI, COMMERCIAL
AND INDUSTRIAL WASTE DISPOSAL STANDARDS, of the Code of Ordinances, City of
Corpus Christi, 1976 Revision, be and the same is hereby amended by amending
Section 55 -140, Definitions, to substitute the following definition of
"Normal Sewage ":
"'Normal Sewage'. By the term 'Normal Sewage' is meant sewage
which, when analyzed, shows by weight a daily average of not more than 2,085
pounds per million gallons (250 parts per million) of suspended solids and
not more than 2,085 pounds per million gallons (250 parts per million) of
B.D.D., and which is otherwise acceptable into a publicAsewer under the terms
,8f this Code."
. SECTION 2. That Section 55 -141, Certain Wastes Prohibited in Public
Sewers, be amended by amending subsection (b) so as to correct reference
to 3(f) (1) instead of 3(d) (1) as to grease, oil, and sand interceptors
-to be provided for proper handling of liquid waste concentrations or quantities,
and by adding the following sentence to the end of said subsection (b):
"No new connections from inflow sources will be permitted and all
new sewers and connections will be properly designed and constructed."
That subsection (e) (7) be corrected to hereafter read as follows:
"(7) Petroleum oil or greases."

That subsection (f) (3) be amended to hereafter read as follows:
"(3) Salts of a heavy metal in solution or suspension in concen-
trations exceeding the following:
SECTION 3. That Section 55 -143, Pretreatment and,Surcharge; be
amended by amending subsection (b) (4) so as to amend the computations of
each surcharge to be based on the following:
S= V x 8.34 x .0230 x (B.O.D. - 250)
and
S= V x 8.34 x .0298 k (S.S. - 250)
S = Surcharge in dollars for the billing period.
V = Water consumption in millions of gallons during
the billing period.
8.34 = Weight of water in pounds per gallon.
.0230 = Unit charge in dollars per pound for B.O.D.
.0298 = Unit charged in dollars per pound for suspended
solids.
B.O.D. = B.O.D. Strength index in parts per million by
weight.
S.S. = Suspended solids strength index in parts per
million by weight.
250 = Normal B.O.D. and suspended solids strength in
parts per million by weight.

SECTION 3. That Section 55 -143, Pretreatment and,Surcharge; be
amended by amending subsection (b) (4) so as to amend the computations of
each surcharge to be based on the following:
S= V x 8.34 x .0230 x (B.O.D. - 250)
and
S= V x 8.34 x .0298 k (S.S. - 250)
S = Surcharge in dollars for the billing period.
V = Water consumption in millions of gallons during
the billing period.
8.34 = Weight of water in pounds per gallon.
.0230 = Unit charge in dollars per pound for B.O.D.
.0298 = Unit charged in dollars per pound for suspended
solids.
B.O.D. = B.O.D. Strength index in parts per million by
weight.
S.S. = Suspended solids strength index in parts per
million by weight.
250 = Normal B.O.D. and suspended solids strength in
parts per million by weight.

That the following paragraph be added to the end of the said
subsection (b) (4):
"The Director of Public Utilities, as well as the City Manager,
is hereby authorized to execute any and all agreements required
by this ordinance, and in particular 'surcharge' agreements
required of industrial waste customers, as hereinabove provided."
SECTION 4. That all ordinances or parts of ordinances in conflict
herewith shall. be and are hereby repealed to the extent of such conflict.
SECTION 5. This ordinance shall take effect and be in full force
and effect from and after September 1, 1977.
SECTION 6. If for any reason any section, paragraph, subdivision,
clause, phrase, word, or provision of this ordinance shall be held invalid
or unconstitutional by final judgment of a court of competent jurisdiction,
it shall not affect any other section, paragraph, subdivision, clause; phrase,
word or provision of this ordinance, for it is the definite intent of this
City Council that every section, paragraph, subdivision, clause, phrase,
word, or provision hereof be given full force and effect for its purpose.
SECTION 7. Publication shall be made one time in the official
publication of the City of Corpus Christi, which publication shall contain
the caption-stating in substance the purpose of-the ordinance.
