''t: .•a •, ". _ •• ; L '•dam Ir • -'•p AUTHORIZING THE CITY•MANAGER TOSACCEPT'A GRANT FOR '- ~.�,'• SECTION 5 FUNDS FROM THE DEPARTMENT OF TRANSPORTATION, UNITED STATES OF AMERICA, UNDER THE URBAN MASS TRANS' , PORTATION ACT OF,1964, AS AMENDED, AND`AUTHORIZING THE EXECUTION OF ALL OTHER•NECESSARY DOCUMENTS REQUIRED TO OBTAIN THE GRANT AND DECLARING AN EMERGENCY. WHEREAS, the Secretary of Transportation is authorized'to make grants'for mass transportation projects; and i• WHEREAS, the contract for financial assistance will impose certain obligations upon the applicant, including the provision by it of the local share of project costs; and'd,'' 1 tit: r, WHEREAS,'a public hearing was held on March 9, 1977 on the submission of a grant.ap'pl•idtion to the Department of fransportation for Section 5 funds under the Urban Mass Transportation Act of 1964, as . amended, for operating assistance for the Transit System for the 1976 -77 'i fiscal year; and WHEREAS, upon closing of the hearing, Resolution No._ 13697 was passed authorizing the submission.of said grant application; and ,. WHEREAS, Resolution No. 13697 did not authorize acceptance of said grant when approved and made by the Department of Transportation and c the execution of any other necessary documents required to obtain the grant Y ' because the 30 -day moratorium before City Council elections was'in effect, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City'Manager, is authorized to accept a grant for operational assistance for the Transit System for the City fiscal year 1976 -77 from the Department of Transportation under Section 5 of the Urban Mass Transportation Act of 1964, as amended, and to execute any other necessary documents required to obtain the grant. SECTION 2. The necessity to authorize acceptance of ,the hereinabove described grant and to execute all necessary documents in order to obtain the grant creates a public emergency and an imperative public F necessity 'requiring the suspension of the - Charter rule that no ordinance v :,a s• s •' a• -, " , ' ' • ' ' - •' , •MICROFILMED JUL• ; , � • � °',•izr 1.86'7. • � .. �' r�• ate: .� .j,.. or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, having requested the suspension of the Charter rule and that this resolution take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED this the 3 day of August, 1977.
