HomeMy WebLinkAbout13876 ORD - 08/10/1977AN ORDINANCE APPROVING CITY OF CORPUS CHRISTI BUDGET FOR THE ENSUING FISCAL YEAR BEGINNING AUGUST 1, 1977, AND ENDING JULY 31, 1978, ACCORDING TO THE CITY CHARTER FOR PURPOSE OF FILING ADOPTED BUDGET WITH STATE COMPTROLLER AND COUNTY CLERK UNDER TEF.AS BUDGET LAW, BEING SUBJECT OF APPROPRIATION HEREUNDER OF MONIES FOR SAID BUDGET; PROVIDING SAVINGS, WHEREAS, the City Manager of the City of Corpus Christi, purusant to the provisions of the City Charter, did submit to the City Council a Budget Estimate of the revenues of said City, and the expenses of conducting the affairs therefor for the ensuing Fiscal Year beginning August 1, 1977, and ending July 31, 1978, and which said estimate had been compiled from detailed information from the several departments, divisions and offices of the City, in accordance with the said City Charter provision; and WHEREAS, ttie members of the City Council have received and studied said City Manager's Budget Estimate and have called and held the pro- per hearing in accordance with Article 689 -a of Vernon's Annotated Statutes of Texas, on said Budget; and WHEREAS, in accordance with the provisions of the Charter of the City of Corpus Christi, Texas, it is necessary that the City Council accept and adopt the Budget at the conclusion of such public hearing, and before the first Regular Meeting in August, 1977, of the City Council; and WHEREAS, upon adoption of the Budget, and pursuant to Section 15,'Article IV, of the City Charter of the City of Corpus Christi, Texas, the City Council, must, at once, by ordinance appropriate such sums of money for each fund, department, division, and office as provided in the Budget for the ensuing Fiscal Year from August 1, 1977 to July 31, 1978: NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the Budget of the City of Corpus Christi, covering the proposed expenditures of the City of Corpus Christi, amounting to $73,769,704 and the estimate of the revenues of the said City amounting to $69,892,427 from City sources other than Revenue Sharing and $3,877,277 MICROFILMED 13876 FJUL O r( ly�� from Revenue Sharing and legal interest on Revenue Sharing for a total of $73,769,704 for the Fiscal Year beginning August 1, 1977, and ending July 31, 1978, as submitted to the City Council by the City Manager, be as adopted approved for filing with the State of Texas as the Budget of the City of Corpus Christi, for the Fiscal Year beginning August 1, 1977, and ending July 31, 1978. SECTION 2. That upon the passage of this ordinance approving the Budget of the City of Corpus Christi, for the Fiscal Year beginning August 1, 1977, and ending July 31, 1978, certain sums of money from all sources of City revenues, as described in said Budget, be, and they are here- by, appropriated to cover the sums for expenditures and investments as provided for each of the several funds, departments, divisions and offices of the said City, as all said sums do appear in the said Budget adopted and by this ordinance formally approved by the said City Council of the City of Corpus Christi, and said Budget being of record in the public archives of said City, and, by this reference, incorporated herein in haec verbs as though fully set forth herein verbatim. SECTION 3. That, upon final passage of this ordinance, true, certified copies of the same be by the City Manager forthwith transmitted with true, certified copies of the said 1977 -78 City of Corpus Christi Budget, one of each to the State Comptroller of the State of Texas and one of each to the County Clerk of Nueces County, the County Clerk of San Patricio County, and the County Clerk of Kleberg County. SECTION 4. If for any reason any section, paragraph, sub- division, clause, phrase, word, or provision of this ordinance shall be held invalid or unconstitutional by final judgment of a court of competent jurisdic- tion it shall not affect any other section, paragraph, subdivision, clause, phrase, word, or provision of this ordinance, for it is the definite intent of this City Council that every section, paragraph, subdivision, clause, phrase, word, or provision hereof be given full force and effect for its own purpose. 4 1 That the foregoing ordinance was read for Qe first time anj passed to its second reading on this the day of 19 ?7 by the following vote: Jason Luby Eduardo de Ases David Diaz Ruth Gill Bob Gulley Gabe Lozano, Sr. Edward L. Ladies and Gentlemen: The proposed salary increase for Mr. Townsend will provide an annual salary of $40,000 per year. This will be an increase of 100% since 1970 or an increase of 14% per year. Other city employees during the same time and doing just as good a job have only received 7% per year or a total of 49 %. Pay raises for city employees should be uniformly granted. That is, the same percent for all, the same cost of living, or same across the board. But in any case, they should be equal. To grant such a large raise for the City Manager lowers the morale of the citizens and employees alike. The city employees will receive only a 6.7% proposed increase and the citizens have paid increased taxes through re- evaluation of property not to mention utility rates. I need not remind you that many people within the city do not receive a cost of living increase. If this city continues'at the rate it is spending it might find itself in the same economic position that many other cities have found them- selves-- unable to pay their way. - I therefore veto that portion of the budget that provides for salary increase for the position of "City Manager ", a position now held by R. Marvin Townsend, same being code # 3021, (General Government Budget) City Manager pay grade 43, 1977 -1978 Budget, $40,000.
