AN ORDINANCE
AMENDING ORDINANCE NO. 8127, AS AMENDED, BY ADOPTING A
NEW CODING SYSTEM TO REFLECT A CHANGE FROM ALPHANUMERIC
CODE TO A NUMERIC CODE, AS REFLECTED IN THE REVISED
PRINTING OF THE COMPENSATION AND CLASSIFICATION PLAN

FAMILY "; AM.ENDING SUBSECTION 952.3 CONCERNING PAYMENT FOR
ACCUMULATED SICK LEAVE UPON.TERMINATION OF CITY EMPLOYMENT;
AMENDING SUBSECTION 957.1 CONCERNING ACCRUAL OF VACATION
DAYS FOR FIREMEN AND POLICEMEN; PROVIDING A SEVERANCE CLAUSE;
PROVIDING AN EFFECTIVE DATE.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That Ordinance No. 8127, as amended (generally referred
to as the "Compensation Plan "), be and the same is hereby amended by adopting.
a new coding system to reflect a change from alphanumeric code to a numeric
code, as reflected in the revised printing of the Compensation and Classifica-
tion Plan,.dated April 27, 1977, made a part hereof by reference.
SECTION 2. That Subsection 501 of the said Ordinance No. 8127,
as amended, be and the same is hereby amended by amending the last sentence
of said subsection, said revised sentence to hereafter read as follows:

"A separate salary schedule is shown for positions included in the
Firefighting and Police Series of the Public Safety Group, the Coastal Bend
Work Experience Program, and Temporary and Part -time positions."
SECTION 3. That Subsection 501 be further amended by attaching
new salary schedules entitled "Temporary and Part -time Salary Schedule,
General Salary Schedule, and Salary Schedules A and B."
SECTION 4. That Subsection 510 be and the same is hereby amended by
changing certain position titles as follows:

SECTION 5. That Section 700, SPECIAL COMPENSATION PROVISIONS, be
amended by amending Subsections 702.1 and 702.2, establishing new subsections
702.3 and 702.4, and renumbering the existing Subsection 702.3 as 702.5,
said subsections to hereafter read as follows:
"702.1 Employees shall be eligible for educational incentive pay
at the monthly rate of $0.60 per month for each academic semester hour satis-
factorily completed, provided that such hours are applicable toward a degree
in Fire Science when employed in the Fire Division. Approved hours must
include the core curriculum in Fire Science. In no event will more than
$42.60 per month be paid without successful completion of the requirements
and the receipt of the Associate of Applied Science Degree or Fire Science

as applicable.. If_the employee is attending a four- year.college, he may
meet this requirement by filing a copy of his certified degree plan with
the Director of Personnel ncting his epxressed intent to obtain a Bachelor's
Degree in Fire Science. All approved hours above the Associate Degree
in Fire Science will be eligible for educational pay at this rate up to
an additional $29.40 per month,or a combined total of $72. Successful
completion of the requirements and receipt of a Bachelor's Degree in
Fire Science will qualify the employee for a maximum of $75 per month..
"702.2 Approved hours above the Bachelor's Degree applicable towards
a Master's Degree in Fire Science will be eligible for educational incentive
pay at the same rate up to an additional $12 per month. Successful comple-
tion of the Master's Degree in Fire Science will qualify the employee for
an additional $6 per month, for a maximum combined total of an additional
$18 on a Master's Degree.
"702.3 Employees shall be eligible for educational incentive pay
at the monthly rate of $0.70 per month for each academic semester hour satis-
factorily completed provided that such hours are applicable toward a degree
in Police Science when employed in the Police Division. Approved hours
must include the core curriculum in Law Enforcement. Iq no event will more
than $49.70 per month be paid without successful completion of the require- y
ments and the receipt of the Associate in Applied Science Degree in Police
Science; if the employee is attending a four -year college, he may meet
this requirement by filing a copy of his certified degree plan with the
Director of Personnel, noting his expressed intent to obtain a Bachelor's
Degree in Police Science. All approved hours above the Associate Degree
in Police Science will-be eligible for educational pay at this rate up to an
additional $34.30 per month, or a combined total of $84.00 per month. Success-
ful completion of the requirements and receipt of a Bachelor's Degree in
Police Science will qualify the employee for a maximum of $87.50 per month.
"702.4 Approved hours above the Bachelor's Degree applicable towards
a Master's Degree in Police Science will be eligible for educational incentive
pay at the same rate up to an additional $14.00 per month. Successful comple-
tion of the Master's Degree in Police Science will qualify the employee for

an additional $7.00 per month, for a maximum combined total of an additional
$21.00 on a Master's Degree.
"702.5 Non -core or elective courses shall qualify for educational
incentive pay when each twelve elective academic hours are matched by at
least three core academic hours. No probationary employee in either the
Fire or Police Divisions will be eligible for educational incentive pay until
after he has successfully passed his probationary period. Specific hours
obtained through participation in the Police Academy or equivalent Fire
Recruit Academic Training Program will be considered eligible for educational
incentive pay only after successful completion of at least one other academic
course in the related field on his own time."
SECTION 6. That Section 700, SPECIAL COMPENSATION PROVISIONS,
be further amended by adding a new subsection, to be numbered 703, to here-
after read as follows:
"703.1 A productivity program will be introduced for Fiscal Year 1977 -78
in Maintenance Services department, Mechanical Repair activity. The
program is authorized through July 31, 1978.
"703.2 This program will include productivity payments calculated on
working time available in periods consisting of four work weeks. lime
available will be adjusted for holidays, but not vacation, sick leave or
any other type of leave. A standard time available calculation will be
based on the working time period, working hours, and the established shop
rate. The standard for production shall be Chilton's Flat Rate Manual,
or established rates based on prior experience and recommendations.
"703.3 During the period of this program, mechanic labor will be compared
to an established standard. For productions of 10% over standard a 5% of
base monthly pay bonus will be paid, and for productions of 25% over
standard a 10% bonus will be paid.
SECTION 7. That there is hereby established a new subsection to
be numbered 704, Clothing and Equipment, to hereafter read as follows:
"704 Clothing and Equipment.
"704.1 The City shall pay one hundred percent (100 %) of the cost
to provide every uniformed Police Officer with all required initial clothing
items and equipment, including shoes. The City shall thereafter replace or
repair all said required clothing items and equipment which are lost or
damaged on the basis of seventy -five percent (75 %), excluding shoes. The
City shall replace all required clothing items and equipment which are lost
or damaged in the line of duty, excluding shoes, without cost to the employee.
The term 'line of duty' shall not include secondary employment.

"704.2 A clothing allowance of $300 shall be paid to all Police
officers who are required by order of the Chief of Police to wear civilian
clothing during their regular work assignment. For each year thereafter,
the City shall pay up to seventy -five percent (75%) of $300 for replacement
cost, which will consist of $225 per year for those persons so authorized."
SECTION 8. That there is hereby established a new subsection
to be numbered 705, to hereafter read as follows:
"705 Field Training Officer Pay. Field Training Officer Pay
at the rate of $23 per pay period may be granted by the Police Chief in
addition to regular pay to all officers for such duties as may be required in
training and evaluation of recruit officers."
SECTION 9. That Section 802, Overtime Compensation, be amended
by amending the first sentence thereof to hereafter read as follows: ,
"All full -time employees in positions of Grade 22 and below,
Equipment Operators IVs, Engineering Design personnel, Senior Radio Technicians,
and all positions in the Police and Fire Series except Police and Fire Chiefs,
Assistant Police Chiefs, and Police Commanders when not assigned duties
normally attendant to their management responsibility, shall be paid for
authorized overtime work at the rate of one and one -half times the regular
rate, provided that such rate for positions in the Fire Series with scheduled
work weeks other than 40 hours shall be computed on the basis of 173.33 hours
per month."
SECTION 10. That Subsection 850.1 be amended by adding to the
travel schedule the following:
MILES DRIVEN ALLOWANCE
000 to 99 miles per month (minimum) $20.00.
SECTION! 11. That Subsection 900.3 be amended by amending the second
sentence thereof to hereafter read as follows:
"Monthly salaried employees in positions of Grade 22 or below with
the exception of employees working a rotating or variation of rotating shift
work shall be compensated in addition to their regular rate of pay on a
holiday, one and one -half times the regular rate of pay for time worked, or,

at the discretion of the division head, such employee may be granted equal
time off at such time as the division head may designate for required work
on a holiday and be paid, in addition to such time off, one -half times the
regular rate of pay."
SECTION 12. That Subsection 951.1 be amended so as to hereafter
read as follows:
"951.1 Every officer or employee in the city service except part -
time, temporary, and all positions below Grade 7, and Police and Firefighting
Personnel shall accrue and be allowed vacation leave with pay at the rate of
12 working days for each year of continuous service to be accrued on the basis
of 26 biweekly pay periods a year."
SECTION 13. That Subsection 951.6 be amended by amending the third
sentence thereof to hereafter read as follows:
"Payment of accrued vacation, on termination due to TMRS retirement
of any full -time employee with the City of Corpus Christi terminatia@ at
age 62 or over regardless of number of years of service; disability retirement,
in accordance with TMRS or Social Security regulations, or death, shall be
provided all employees or their beneficiaries."
SECTION 14. That Subsection 952.1 be amended to hereafter read
as follows:
"952.1 Every employee in the city service, except part -time,
temporary, and Police and Firefighting personnel, shall accrue and be allowed
sick leave with pay at the rate of 12 working days for each year of con -
3 tinuous service to be accrued on the basis of 26 biweekly pay periods."
SECTION 15. That Subsection 952.2 be amended by amending the
last sentence to hereafter read as follows:
"The immediate family for these purposes shall be regarded to
include the parents, spouse, children, brothers, sisters, and immediate
in -laws in any case, and also shall include grandparents and grandchildren
when living in the household of the employee."

SECTION 16. That Subsection 952.3 be amended by amending the
first sentence to hereafter read as follows:
"Payment of accrued sick leave not to exceed 90 working days,
on termination due to TMRS retirement of any full -time employee with the
City of Corpus Christi, termination at age 62 or over regardless of number
of years of service, disability retirement in accordance with TMRS or Social
Security regulations, or death, shall be provided all employees or their
beneficiaries."
SECTION 17. That Subsection 957.1 be amended to hereafter read
as follows:
"957.1 Firemen and Policemen shall be entitled to 15 working days
vacation a year which shall accrue on the basis of 26 biweekly pay periods
a year. After 15 continuous years of service, Firemen and Policemen shall
begin to accrue 17 working days a year which shall accrue on the basis•of 26'
biweekly pay periods a year."
SECTION 18. If for any reason any section, paragraph, subdivision,
clause, phrase, word, or provision of this ordinance shall be held invalid
or unconstitutional by final judgment of a court of competent jurisdiction
it shall not affect any other section, paragraph, subdivision, clause,
phrase, word, or provision of this ordinance, for it is the definite intent
of this City Council that every section, paragraph, subdivision, clause,
word, phrase, or provision hereof be given full force and effect for its
purpose.
SECTION 19. Except as otherwise may be provided herein, the
effective dates of the above changes shall be August 1, 1977.

All Patrol Officers who will be eligible to receive $1,064 per month during the
contract year and are promoted to the rank of Sergeant shall be required to remain
at $1,064 within either the rank of Patrol Officer or Sergeant for a total period
of 6 months before advancing to the next highest step.
All transition rates for the rank of Lieutenant and Captain shall be in force and
in effect until 2 -1 -78. Promotional appointments made to these classifications
after 2 -1 -79 shall be at $1,232 per month for Lieutenant and $1,427 per month for
Captain.
