HomeMy WebLinkAbout13913 ORD - 08/31/1977jkh:8- 30 -77; 1st a .y AN ORDINANCE d 4_ AUTHORIZING THE AMENDMENT OF CHAPTER 3, PARAGRAPH 4 OF THE HOUSING REHABILITATION LOAN HANDBOOK, SAID AMENDMENT TO INCREASE THE MAXIMUM AMOUNT OF INTEREST - FREE, DEFERRED PAYMENT LOANS FROM THE CURRENT $3,500 TO $5,000, A SUBSTANTIAL COPY OF THE PROPOSED AMEND- MENT BEING ATTACHED HERETO AND MADE A PART HEREOF, MARKED EXHIBIT "A "; AND DECLARING AN EMERGENCY. it BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: `4 SECTION 1. That authorization is hereby given to amending Chapter 3, paragraph 4 of the Housing Rehabilitation Loan-Handbook, said amendment to increase the maximum amount of interest -free, deferred payment loans from the current $3,500 to $5,000, all as more fully set forth in the proposed amendment, a substantial copy of which is attached hereto and made a part hereof, marked Exhibit "A ". SECTION 2. Except as herein provided, all other terms and condi- tions as set forth in the aforesaid Handbook shall remain unchanged and shall be in full force and effect. SECTION 3. The necessity to authorize amendment of the aforesaid Handbook in order to increase the amount of interest -free, deferred payment loans in order to improve housing conditions for those needy applicants desiring to upgrade their housing conditions creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall'be read at three several meetings of the City Council, and the Mayor having declared that such emergency and necessity exist, and having requested that said Charter rule be suspended and that this ordinance be passed finally on the date of its introduction a'nd take effect and be in full force and effect from annd� after its passage, IT IS ACCORDINGLY SO ORDAINED, this the31,:,t__day of ldi�n�, 1977. Description of Amendment: Chapter 3, Paragraph 4 amended as follows: I / Persons eligible'for Supplemental Security Income under 'the Social Security,Act will be eligible to receive interest - free loans notaexceeding $5,000, with all payments deferred, as long as they'own and live on the property. Insurance and tax escrow requirements will be waived. Except as provided herein, all other terms and conditions as set forth in the Housing Rehabilitation Loan Handbook will remain unchanged and in full force and effect. 4.
