HomeMy WebLinkAbout13920 RES - 08/31/1977vp:8/31/77:lsi s A RESOLUTION WHEREAS, growth and development of the City are continuously z(ikpanding in proximity to the long - established United States Navy auxiliary training fields known as Waldron Field and Cabaniss Field, Main Station, N.A.S., Corpus Christi, and the City's International Airport; and WHEREAS•, the U. S. Naval aviation training program requires the use of NAS Corpus Christi, Waldron and Cabaniss Fields and International Airport, which in turn necessitates flight patterns creating varying levels of noise,intensity; and WHEREAS, such noise has caused complaints from residents living in proximity to such flight patterns; and WHEREAS, special Council commissioned studies, Tracor Reports #076 -220 (December, 1974) and #076 -205 (March, 1974) have defined the land areas most adversely affected by the various noise levels generated by such flight patterns; and WHEREAS, the existence, development and maintenance of the afore- mentioned Navy installations for a period of some thirty -five years and of International Airport for almost twenty years represent an investment by the government and the local community of many millions of dollars, and provides income to local and national government employees, who comprise a substantial segment of the Corpus Christi work force; and WHEREAS, orderly development of the City's economic base and resi- dential areas requires the allocation of land for places of employment and areas of living; and WHEREAS, sound and proper planning dictates that the areas between places of employment and living be transitioned in an orderly manner so that there is the least interference of either one by the other and the related uses can be so arranged as to provide maximum use and enjoyment of supporting activities and facilities which are so arranged as to provide for an efficient and effective community; and WHEREAS, as a result of a series of conferences between repre- sentatives of the U. S. Navy and City officials, it has been determined and agreed that it is to the advantage and best interest of all parties concerned, MICROFILMED JUL 071980 13920 private, public and governmental alike, that a joint effort be put forth to adopt a solution and formulate a plan whereby landowners, developers, investors and the U. S. Navy may co -exist in harmony. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: That it is the desire of the City of Corpus Christi to effect an economically feasible plan whereby development and land uses surrounding airfield installations will be permitted only in such a manner as to be compatible with the airfield installations and so as not to result in cessation of essential military and economic activities; and BE IT FURTHER RESOLVED BY THE CITY COUNCIL that the following recom- mendations be adopted and incorporated into a plan to achieve the goals as herein described: 1. That all development in the hazard zone extending a distance of 2500 feet from the end of runways be prohibited. 2. That no additional residential development be per- mitted in those zones bearing a Noise Exposure Forecast of 40 or greater, as shown by the Tracor Report. 3. That no increase in land use density be permitted in those zones bearing a Noise Exposure Forecast value greater than 30 as shown by the Tracor Report. 4. That the City not extend public utility services to those areas presented for voluntary annexation for which residential uses are intended and which are indicated to have a Noise Exposure Forecast value greater than 30 as shown by the Tracor Report. 5. That the City proceed immediately with zoning modification of land areas surrounding Cabaniss and Waldron Fields, N.A.S., Corpus Christi, and International Airport, so as to adequately transition from airport to residential uses.
