HomeMy WebLinkAbout13928 ORD - 09/07/1977JRH:vmr:9- 6- 77;lst AN ORDINANCE AUTHORIZING THE CITY MANAGER TO SUBMIT A TITLE III YOUTH EMPLOYMENT AND DEMONSTRATION PLANNING GRANT TO THE DEPART- MENT OF LABOR IN THE AMOUNT OF $38,886, EFFECTIVE SEPTEMBER 9, 1977 THROUGH DECEMBER 31, 1977, AS MORE FULLY SET FORTH IN THE PLANNING'GRANT, A SUBSTANTIAL COPY OF WHICH IS • ATTACHED,.HERETO MARKED EXHIBIT "A" AND MADE A PART HEREOF; AUTHORIZING THE CITY MANAGER TO SUBMIT ALL OTHER TITLE III GRANT MODIFICATIONS, EXECUTE ALL NECESSARY AND RELATED CONTRACTS, CONTRACT MODIFICATIONS AND DOCUMENTS REQUIRED IN THE IMPLEMENTATION, CONTINUATION, AND ADMINISTRATION OF THE AFORESAID PLANNING GRANT; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Manager be and he is hereby authorized to submit a Title III Youth Employment and Demonstration Planning Grant to the Department of Labor in the amount of $38,886, effective September 91 1977 through December 31, 1977, as -more fully set forth in the Planning Grant, a substantial copy of which is attached hereto and made a part hereof, marked Exhibit "A". SECTION'2. That the City Manager be and he is hereby authorized to submit all other Title III Grant modifications, execute all necessary and related contracts, contract modifications and documents required in the implementation, continuation and administration of the aforesaid Planning Grant. SECTION 3. The necessity to authorize execution of the said docu- ments and agreements in order to expedite the said Planning Grant creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such emergency and necessity exist, and having requested the . suspension of the Charter rule and that this ordinance be passed finally on MICROFILMED JUL 0 71980 13928 r the date of its introduction and take effect and be in full force and effect from and f r is passage, IT IS ACCORDINGLY SO ORDAINED, this the 74e— day o o , 1977. The construction'of a comprehensive inventory of all _ career development, employment, training and related services to youths age 14 to 21; 2. The establishment of a youth council which represents the groups and organizations required by the legisl'a7 .- ion; ! - 3. The development of appropriate -linkages with local..-. education agencies, community -based organizations,: union organizations, local Federal programs, criminal justice systems, apprenticeship programs, the ES and other organizations serving youth; 4.� The identification'of model programs for career. development, employment and training; 5_ Other such administrative planning activities suppor- tive to the intent of the youth -legislation. in performing these activities, every effort should be made to coordinate with similar activities under the Youth Com- munity conservation and Improvement Projects, subpart 2, and with CETA title I activities. 'The amount' Of funds requested by the grantee does not exceed five percent of the total program funding estimate for the grantee issued under the Youth Employment and Demonstration Projects Act, Subpart 3. The grantee agrees to submit an annual plan which includes these activities by a date to be established by the Secretary. The grantee agrees to expend these requested funds in accordance with the provisions of section 98.12 of title 29 of the Code of Federal Regulations_ _ The grantee warrants that it will require subgrantees and /or contractors receiving funds to adhere to requirements estab- lished for the use of the funds granted under this act. i Approval of the annual plans for the youth programs will be based on specifications outlined in regulations scheduled for publication this fall in the Federal Register. Corpus Christi, Texas day of -4" 1 g'% i TO THE MEMBERS OF THE CITY COUNCIL Corpus Christi, Texas For the reasons set forth in the emergency clause of the foregoing ordinance, a public emergency and imperative necessity exist for the suspension of the Charter rule or requirement that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at three meetings of the City Council; I, therefore, request that you suspend said Charter rule or requirement and pass this ordinance finally on the date it is introduced, or at the present meeting of the City Council.
