HomeMy WebLinkAbout13929 ORD - 09/07/1977AN ORDINANCE 1 AMENDING ORDINANCE NO. 8127, GENERALLY REFERRED TO AS THE COMPENSATION ORDINANCE, AS AMENDED, BY AMENDING SUB- -SECTION 501, SALARY SCHEDULES, BY SUBSTITUTING THE REVISED PUBLIC SAFETY GROUP SALARY SCHEDULE (FIRE), ESTABLISHED BY COLLECTIVE BARGAINING NEGOTIATIONS BETWEEN THE CITY OF CORPUS CHRISTI AND THE INTERNA- TIONAL ASSOCIATION OF FIREFIGHTERS, LOCAL UNION 936, A COPY OF SAID REVISED SALARY SCHEDULE BEING ATTACHED HERETO AS EXHIBIT "A "; AMENDING SECTION 700, SPECIAL COMPENSATION PROVISIONS, BY AMENDING SUBSECTIONS 702.1 AND 702.2 SO AS TO PROVIDE FOR EDUCATIONAL INCENTIVE PAY FOR MEMBERS OF THE FIRE DIVISION, AS MORE FULLY SET FORTH HEREINAFTER; PROVIDING A SEVERANCE CLAUSE; PROVIDING AN EFFECTIVE DATE; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That Ordinance No. 8127, as amended (generally referred to as the "Compensation Plan "), be and the same is hereby amended by amending Subsection 501, Salary Schedules, by substituting the Revised Public Safety Group Salary Schedule (Fire), established by collective bargaining negotiations between the City of Corpus Christi and the International Association of Fire- ., a °fighters, Local Union 936, a copy of said Revised Salary Schedule being attached hereto and'made a part hereof, marked Exhibit "A ". SECTION 2. That Section 700, SPECIAL COMPENSATION PROVISIONS, be amended by amending Subsections 702.1 and 702.2 to read as - follows: "702.1 Employees shall be eligible for educational incentive pay at the monthly rate of $0.70 per month for each academic semester hour satisfactorily completed, provided that such hours are applicable toward a degree in Fire Science when employed in the Fire Division. Approved hours must include the core curriculum in Fire Science. In no event will more than $49.70 per month be paid without successful completion of the requirements and the receipt of the Associate of Applied Science Degree or Fire Science as applicable. If the•employee is attending a four -year college, he may meet this requirement by filing a copy of his certified degree plan with the Director of Personnel, noting his expressed intent to obtain a Bachelor's Degree in Fire Science. All approved hours above the associate degree in Fire Science will be eligible for educational pay at this rate up to an additional $34.30 per month or a combined total of $84.00 per month. Success- " ful completion of the requirements and receipt of a Bachelor's Degree in Fire Science,will qualify the employee for a maximum of $87.50 per month. - 1929 MICROFILMED ` . JUL X71980 "702.2 Approved hours above the Bachelor's Degree applicable towards a Master's Degree in Fire Science will be eligible for educational incentive pay at the same rate up to an additional $14 per month. Successful completion of the Master's Degree in Fire Science will qualify the employee for an additional $7 per month for a maximum combined total of an additional $21 on a Master's Degree." SECTION 3. If for any reason any section, paragraph, subdivision, clause, phrase, word, or provision of this ordinance shall be held invalid or unconstitutional by final judgment of a court of competent jurisdiction it shall not affect any other section, paragraph, subdivision, clause, phrase, word, or provision of this ordinance, for it is the definite intent of this City Council that every section, paragraph, subdivision, clause, word, phrase, or provision hereof be given full force and effect for its purpose. SECTION 4. The effective dates of the above changes shall be August 1, 1977 SECTION 5. The necessity to amend the Compensation Plan as afore- said at the earliest practicable date creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, and having requested the suspension of the Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the__Z�-_day of September, 1977. Effective August 1, 1977, all officers within the classifications of Trainee, Firefighter, Firefighter II, and Fire Inspectors I and II shall be eligible to receive the salary step which corresponds above with their current longevity in rank. All subsequent steps will require the completion of continuous service in rank as specified within the salary schedule. 2. Effective August 1, 1977, officers within the classification of Fire Lieutenant shall be transitioned from the 1976 -77 salary schedule to the following salary steps: $1,030 to $1,117 $1,062 to $1,145 Page 2 Effective February 1, 1978, officers within the classification of Fire Lieutenant shall be eligible to receive the following transition steps: $1,117 to $1,145 $1,145 to $1,173 Fire Lieutenants receiving $1,145 per month after February 1, 1977, shall be eligible to advance to $1,173 upon completion of 12 months service at $1,145 per month. Such service shall be in addition to longevity within the rank of Fire lieutenant earned prior to February 1, 1978. 3. Effective August 1, 1977, officers within the classification of Fire Captain shall be transitioned from the 1976 -77 salary schedule to the following salary, steps: . $1,099 to $1,173 $1,136 to $1,232 $1,179 to $1,294 Effective February 1, 19789 officers within the classification of Fire Captain shall be eligible to receive the following transition steps: $1,173 to $1,232 $1,232 to $1,294 $1,294 to $1,359 Fire Captains receiving $1,232 per month after February 1, 1978, shall be eligible to advance to $1,294 upon completion of six months of service at $1,232 pet month. Such service shall be in addition to longevity within the rank of Fire Captain earned prior to February 1, 1978. Fire Captains receiving $1,294 per month after February 1, 1978, shall be eligible to advance to $1,359 upon completion of 12 months service at $1,294 per month. Such service shall be in addition to longevity within the rank of Fire Captain earned prior to February 1, 1978. 4. Effective August 1, 1977, officers within the classification of District Chief shall be transitioned from the 1976 -77 salary schedule to the following salary steps: $1,317 to $1,427 Effective February 1, 1978, officers within the classification of District Chief shall be eligible to receive the following transition steps: $1,427 to $12498 District Chiefs receiving $1,498 per month after February 1, 1978, shall be eligible to advance to $1,573 upon completion of 12 months of service at $1,498 per month. Such service shall be in addition to longevity within the rank of District Chief earned prior to February 1, 1978. 5. Officers promoted to the classifications of Fire Captain or District Chief prior to February 1, 1978, shall remain at the beginning transition steps for those classifications until February 1, 1978. Thereafter, such officers shall be eligible for advancement to the next steps of $1,232 for Captain and $1,427 Page 3 for District Chief. Further advancement to $1,294 for Captains and $1,498 for District Chiefs shall require 6 months service at the starting step of $1,232 or $1,427 respectively. 6. officers promoted to lthe classifications of Fire Captain or District Chief after February 1, 1978, shall be eligible for immediate advancement to $1,232 for Captain and $1,427 for District Chief. All subsequent steps will require the completion of continuous service in rank as specified within the salary schedule. 4 ' Corpus Christi, Texas day of� 1977 TO THE MEMBERS OF THE CITY COUNCIL Corpus Christi, Texas For the reasons set forth in the emergency clause of the foregoing ordinance, a public emergency and imperative necessity exist for the suspension of the Charter rule or requirement that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at three meetings of the City Council; I, therefore, request that you suspend said Charter rule or requirement and pass this ordinance finally on the date it is introduced, or at the present meeting of the City Council.
