A RESOLUTION
AMENDING THE MASTER PLAN FOR STORM DRAINAGE PREPARED
IN 1961 AND AS- ADOPTED BY RESOLUTION NO. 7072 1/2,
AS AMENDED BY RESOLUTION NO: 11345, PASSED AND APPROVED
BY THE CITY COUNCIL ON MARCH 7, 1973, SO AS TO AMEND,
THE DRAINAGE MASTER PLAN SOUTH OF SARATOGA BOULEVARD ,
AND ALONG EVERHART ROAD TO INCLUDE AN EXTENSION OF A
STORM SEWER OUTFALL IN EVERHART ROAD,SOUTH OF COUNTY
ROAD NO. 19 TO DRAIN AN AREA OF APPROXIMATELY 120 ACRES
EAST OF EVERHART AND SOUTH OF SNO14GOOSE DRIVE; PROVIDING
FOR SEVERANCE;•AND DECLARING AN EMERGENCY.
'WHEREAS,.a public hearing on'the amendment to`the Master Drainage
Plan, as herein set forth,`was held on August 31, 1977, in the Council'Chambers
at City Hall, in„the City of Corpus Christi; and
WHEREAS, said amendment is submitted by the City Manager to the City
Council in accordance with the provisions of Article V, Section 4 of the City
Charter:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
w SECTION 1. That the Master Plan for Storm Drainage, prepared in
1961 and adopted by Resolution No. 7072 1/2, and as amended by Resolution
No. 11345, passed and approved by the City Council ,on March 3, 1973, be and the
same is hereby amended so as to provide for and include an extension of a
storm sewer outfall'4WEverhart Road south of County Road No. 19 to drain
an area of approximately 120 acres east of Everhart and south of Snowgoose
Drive.
SECTION 2. The Master Plan as adopted by Resolution No. 7072 1/2�,
as amended by Resolution No. 11345, shall remain in full force and effect
except as amended herein.
SECTION 3. If for any reason any section, paragraph; subdivision,
clause, phrase, word, or provision of this resolution shall be held invalid
or unconstitutional by final judgment of a court of competent jurisdiction, it
shall not affect any other section, paragraph, subdivision, clause, phrase,
word, or provision- of this resolution, for it is the definite intent of this
City Council that every section,'paragraph, subdivision, clause, phrase, word,
or provision hereof be given full force and effect for its purpose.

SECTION 4. The necessity to immediately amend the Master Plan for
Storm Drainage prepared in 1961, amended in 1973, and as previously adopted
by the City Council,creates a public emergency and an imperative public neces-
sity requiring the suspension of the Charter rule that no ordinance or resolution
shall be passed finally on the date of its introduction but that such ordinance
or resolution shall be read at three several meetings of the City Council,
and the Mayor having declared such emergency and necessity to exist, and
having requested the suspension of the Charter rule and that this resolution
be passed finally on the date of its introduction and take effect and be in
full force and effect from and after its passage, IT IS ACCORDINGLY SO
RESOLVED, this the'% day of September, 1977.

For the reasons set forth in the emergency clause of the foregoing ordinance,
a public emergency and imperative necessity exist for the suspension of the
Charter rule or requirement that no ordinance or resolution shall be passed
finally on the date it is introduced, and that such ordinance or resolution
shall be read at three meetings of the City Council; I, therefore, request
that you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of the City
Council.
