AN ORDINANCE
AMENDING THE CODE OF ORDINANCES, CITY OF CORPUS CHRISTI, _
1976 REVISION, CHAPTER 13 - BUILDINGS, ARTICLE III - 1. 111.11
ELECTRICAL, DIVISION 1 - LICENSING, BY AMENDING SECTION
13 -64 TO.PROVIDE FOR EXAMINATIONS TO BE GIVEN EVERY MONDAY;
BY FURTHER AMENDING SECTION 13 -64 TO EMPOWER THE BUILDING
OFFICIAL TO AUTHORIZE THE ISSUANCE OF A "LICENSE; BY AMEND-
. ING SECTION 13 -65 TO PROVIDE FOR APPOINTMENT OF AN EXAMINATION
COMMITTEE AND TO PROVIDE FOR ISSUANCE OF A LICENSE UPON UN-
ANIMOUS APPROVAL OF SAID COMMITTEE SUBJECT TO VALIDATION BY
THE ELECTRICAL ADVISORY BOARD AT ITS NEXT REGULAR MEETING,
BY AMENDING SECTION 13 -73 TO PROVIDE AN ALTERNATE REQUIREMENT
OF THREE YEARS EXPERIENCE FOR APPLICANTS FOR JOURNEYMAN ELEC-
TRICIAN LICENSES WHO HAVE SUCCESSFULLY COMPLETED A COURSE AT-
A COLLEGE OR VOCATIONAL SCHOOL OR IN AN APPRENTICESHIP PROGRAM;
BY AMENDING SECT_ION.13 -76 TO PROVIDE FOR LICENSES TO BEAR THE
SIGNATURE OF THE BUILDING OFFICIAL; PROVIDING FOR SEVERANCE;
PROVIDING FOR PUBLICATION.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. That Article III, Electrical, Division 1, Licensing, of the
Code of Ordinances, City of Corpus Christi, 1976 Revision, as amended, and particu-
larly as amended by Ordinance No. 13617 adopted February 16, 1977, Ordinance No.
13775 adopted June 8, 1977, and Ordinance No. 13806 adopted June 29, 1977, is
hereby amended as follows:
a. Section 13 -64 is hereby amended by amending paragraph (a) to hereafter
read as follows:
"a. It shall be the duty of said Board to pass upon the qualifications
of all applicants for licenses. Any person who shall make application

for an Electrician License may obtain proper forms from the Building
Inspection Division. Upon receipt by the Building Official or,his
authorized representative of an application accompanied by proper fee,
•an examination shall be scheduled for the first Monday following the
receipt of the application. If Monday falls on a holiday, the examina-
tion will be given on Tuesday."
b. Section 13 -64 is further amended by amending paragraph (c) thereof
to hereafter read as follows: ,
"(c) After completion of the examination, if the examination was not
under (b) above, the papers will be graded and the result announced to
the applicant immediately. Upon confirmation of the fact that the appli-
cant made 70% or more on the examination ,and that he has given satisfactory
references, and paid the required fees, the Building Official shall

authorize the issuance of a license. In the event inquiries of the
applicant's references and investigation of past experience record
does not result in satisfying the Board as to the qualifications of
the applicant, a satisfactory'explanation and further references may
be required of the applicant. Upon failure to obtain the approval of
the Board by the furnishing of satisfactory references and satisfactory
explanation of any items in past experience record, or upon failure to
make a grade of 70% or more on the examination as graded by the Board,
the Board shall deny or revoke the license and notify the applicant
accordingly."
c. Section 13 -64 is still further amended by adding a new paragraph
(e -1) between paragraphs (e) and (f), said paragraph'(e -1) to hereafter read as
follows:
"(e -1) Any applicant failing an examination for any other classification
of license shall be required to wait twenty -eight days before taking the
examination again."
d. Section 13 -65 is hereby amended to hereafter read as follows:
"Section 13 -65. Examinations - Conducting.
'('a) At each time of examination the Board shall appoint an examination
committee composed of the Building Official, the Chief Electrical In-
spector and one member of the Board, which shall use one of the prepared
sets of examinations which shall be of uniform language; fair, and im-
partial in nature; covering each classification of license involved;
and testing the knowledge and skill of each applicant to do electrical
work involving the installation, alteration, repair and maintenance of
electrical conductors and equipment.
(b) Examinations shall be conducted in the manner and sequence prescribed
by the Board relative to each classification as specified in Sections 13 -68
through 13 -82.
(c) The Examination Committee shall examine each applicant pertaining
to the competency of the applicant.
(d) Examinations shall be graded at the earliest convenience of the
Examination Committee. Upon unanimous approval of the applicants' re-
ferences by the Examination Committee and upon the applicant scoring
70% or more on the examination the appropriate license shall be issued,
subject to validation by the Board at its next regular meeting.
(e) All applicants examined by the Examination Committee shall
be graded on the basis set out by the minutes of the Board.
•(f) The Examination Committee shall be diligent and tolerant in
aiding and assisting all applicants by enlightening them concerning
the rules prescribed by the Board for examination. Mimeographed
sheets of the requirements as established by the Board for examination
in each classification of electrical license shall be issued to
each applicant upon his request for examination."
(e) section 13 -73 is hereby amended by amending Paragraph (e)
thereof to hereafter read as follows:
"(e) Journeyman Electrician. An applicant for a journeyman electrician
license shall be not less than eighteen years of age, and shall meet
either one of the following requirements:
1. The applicant shall have not less than four years experience as
an electrician's helper or apprentice electrician; or
2. The applicant shall have not less than three years experience
as an electrician's helper or apprentice, and shall have
successfully completed a course related to the electrician
trade of at least 49 contact hours duration at a college,or
vocational school or in an apprenticeship program.
Said applicant shall be required to file an affidavit in the Building
Official's office certifying that the foregoing requirements have been
fully complied with, and further stating that said applicant shall
perform electrical work in the City of Corpus Christi in accordance
with the Corpus Christi Electrical Code; that said applicant shall
perform such work only under the supervision of the holder of a
Master'Electrician license, Master Electrician-Sign license, or
Master Electrician- Elevator license, and that said applicant shall
not independently engage in the business of contracting such electri-
cal work."
f. Section 13 -76 is hereby amended by amending subparagraph (1)
thereof to hereafter read as follows:
"(1) The license as issued shall bear the signature of the Building
Official and the signature of the Chief Electrical Inspector, and be
issued only after the applicant or licensee has paid to the City the
required annual license fee for his classification as set forth in
Section 13- 75(c), Table I, herein."
SECTION 2. If for any reason any section, paragraph, subdivision,
clause, phrase, word, or provision of this ordinance shall be held invalid or
unconstitutional by final judgment of a court of competent jurisdiction it ;
shall not affect any other section, paragraph, subdivision, clause, phrase,
word, or provision of this ordinance, for it is the definite intent of the
City Council that every section, paragraph, subdivision, clause, phrase, word,
or provision hereof be given full force and effect for its purpose.
SECTION 3. Publication shall be made one time in the official
publication of the City of Corpus Christi, by publishing the caption of this
ordinance, stating in substance the purpose of the ordinance.
