HomeMy WebLinkAbout14030 ORD - 11/09/19770 JM:vmr:11-8-77 ;1st AN ORDINANCE AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION FOR A.GRANT TO THE COASTAL BEND COUNCIL OF GOVERNMENTS FOR THE TITLE V MULTIPURPOSE SENIOR CENTERS PROVIDING FOR FUNDING IN THE AMOUNT OF $11,000 FOR THE PURPOSE OF ALTERATION OF LINDALE AND GREENWOOD SENIOR CENTERS, ALL AS IS MORE FULLY SET OUT IN THE APPLICATION, A SUBSTANTIAL COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF; AUTHORIZING THE CITY MANAGER TO EXECUTE ALL RELATED CONTRACTS AND OTHER DOCUMENTS NECESSARY IN THE IIMPLEMENTATION OF THIS PROGRAM; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF C01WUS • SECTION 1. That the City Manager be and he is hereby authorized to submit an application to the Coastal Bend Council of Governments for the Title V Multipurpose Senior Centers, providing for funding in the amount of $11,000 for the purpose of alteration of Lindale and Greenwood Senior Centers, all as is more fully set out in the application, a copy of which, in substan- tially the same form, is attached hereto, marked Exhibit "A ", and made a part hereof for all pertinent purposes. SECTION 2. That the City Manager is authorized to execute all related contracts and documents necessary in the implementation of the aforesaid program. SECTION 3. The necessity to authorize submission of the afore- mentioned application for a grant for the alteration of the Lindale and Green- wood Centers at the earliest possible date creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its intro- duction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, having requested the suspension of the Charter rule and this ordinance take effect and be in full force and a ffect from and after its passage, IT IS ACCORDINGLY SO ORDAINED this the day of ". 1977. A total of $630,714 was allocated to cover construc- tion. architectural fees and other related expenses. The identical buildings each contain 7,500 square feet of floor space for a cafetorium, kitchen, lounge, class room, a large craft room with adjoining kiln, a small craft room, offices, storage and courtyard. The centers are open from 8 a.m. to 5 p.m. and during the evening hours upon request. Several hundred individuals frequent the centers to participate in the meal and recreational programs, to seek various social services offered and to attend meetings and classes. The cafetoriums and the large craft rooms are used most often. These rooms are the only rooms in the centers which can accommodate large groups of people. The design of the cafetoriums and the large craft rooms is aesthetically pleasing with floor to ceiling windows and cathedral ceilings; however, the high ceilings and the large expanses of glass and concrete create a severe reverberation of sound_ The exposure of hard surfaces creates echo problems and inhibits the use of the rooms by groups of people. Voices are distorted and projected sound becomes unintelligible. Lindale and Greenwood Centers have identical acoustical problems. A sound absorption treatment is proposed in order to efficiently use the centers for meetings and group gatherings. Acoustical treatment of the west and south walls of the cafetorium and the north and west walls of the large craft room at Lindale Center and corresponding walls at Greenwood Center will correct the rever- beration from the hard - surfaced areas in these rooms. Wall panels which are three - fourths of an inch in thickness will be used to cover portions of the walls. The panels are thirty inches wide and nine feet high, made of perforated mineral fiber board five - eighths of an inch thick, and covered with modacrylic fabric. The panels absorb sixty percent of the sound striking the surface. The installation of the sound absorbing panels on the west and south walls of the cafetorium and north and west walls of the large craft room at Lindale Center and corresponding walls at Greenwood Center will allow the centers to be used with maximum efficiency. Several senior groups have expressed concern over the inefficiency of these rooms. The Senior Community Services Advisory Council has shown considerable concern over the acoustical problem. The Council has studied the problem through the Ad Hoc Acoustical Committee and has requested that the prob- lem be corrected. The City of Corpus Christi, Senior Community Services will comply with the Davis -Bacon Act and other federal labor standards in the installation of the acoustical materials. The City adheres to the provisions of the Civil Rights Act of 1964. -2- 0 .- I . 1... 0 ?!�ay Christi Texas o 1977 TO THE MEMBERS OF THE CITY COUNCIL Corpus Christi, Texas For the reasons set forth in the emergency clause of the foregoing ordinance, a public emergency and imperative necessity exist for the suspension of the Charter rule or requirement that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at three meetings of the City Council; I, therefore, request that you suspend said Charter rule or requirement and pass this ordinance finally on the date it is introduced, or at the present meeting of the City Council.
