HomeMy WebLinkAbout14144 ORD - 01/25/19781- 20 -78; 1st -- - ,. • AN ORDINANCE AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT FOR THE CITY OF CORPUS CHRISTI, AS THE DESIGNATED METROPOLITAN PLANNING ORGANIZATION, WITH THE COASTAL BEND COUNCIL OF GOVERNMENTS TO PROVIDE FOR,rCOORDINATION OF PLANNING EFFORTS AND THE JOINT REVIEW OF APPLICATIONS FOR FEDERAL ASSISTANCE AFFECTING TRANSPORTATION SYSTEMS IN THE CORPUS CHRISTI URBANIZED AREA; AS MORE FULLY SET FORTH IN SAID AGREEMENT ATTACHED HERETO AND MADE A PART HEREOF, AND MARKED EXHIBIT "A ", AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Manager is hereby authorized to enter into an agreement for the City of Corpus Christi, as the designated Metropolitan Planning Organization, with the Coastal Bend Council of Governments providing for the coordination of planning efforts and the joint review of applications for federal assistance affecting transportation systems in the Corpus Christi urbanized area, as more fully set forth in said agreement attached hereto and made a part hereof, and marked Exhibit "A ". SECTION 2. The necessity to execute this agreement as hereinabove outlined creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, having requested the suspension of the Charter rule and that this ordinance take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED this the day of January, 1978. BRUCE AYCOCK, CITY ATTORNEY Section 6 of the City Chartei By Assistant Ci y ttorney JL4114 AGREEMENT THE STATE OF TEXAS COUNTY OF NUECES THIS AGREEMENT made this day of , 1978, by and between the City of Corpus Christi, as the Metropolitan Planning Organization, hereinafter referred to as the MPO, and the Coastal Bend Council of Govern- ments, hereinafter referred to as the CBCOG. WHEREAS, the CBCOG has regional planning and A -95 review responsi- bilities in a twelve- county area, including the Corpus Christi urbanized area; and WHEREAS, the MPO is responsible for transportation planning and review of applications for federal assistance affecting transportation systems within the Corpus Christi urbanized area; and WHEREAS, there exists joint planning responsibilities between the MPO and CBCOG within the Corpus Christi urbanized area; and WHEREAS, the United States Department of Transportation requires an interagency agreement between the MPO and the CBCOG to provide for a coordinated planning effort and joint A -95 review responsibilities of applica- tion effecting the urbanized area when the MPO and COG are different: NOW, THEREFORE, BE IT RESOLVED Section 1. That the CBCOG and MPO mutually agree to a policy to coordinate planning acti vi ties,' share planning resources, and wherever possible, utilize a common data base for developing forecasts. . Section 2. That the MPO, upon proper notification by the CBCOG, jointly review with the CBCOG all applications for federal assistance that have an impact on transportation systems within the Corpus Christi urbanized area. Section 3. That this Agreement, effective , 1978, will remain in effect so long as the City of Corpus Christi retains the MPO designation, or until such time either party to the Agreement determines it necessary the Agreement be amended or terminated.
