TEXAS:
AN ORDINANCE
AUTHORIZING SUBMISSION OF AN APPLICATION TO THE
TEXAS STATE LIBRARY TO CONTINUE LA RETAMA PUBLIC
LIBRARY SYSTEM MEMBERSHIP AND DESIGNATION AS A
MAJOR RESOURCE CENTER UNDER THE TEXAS STATE LIBRARY
SYSTEMS ACT FOR THE STATE FISCAL YEAR 1979 (SEPTEM-
BER 1, 1978 THROUGH AUGUST 31, 1979), A SUBSTANTIAL
COPY OF SAID APPLICATION BEING ATTACHED HERETO,
MARKED EXHIBIT "A ", AUTHORIZING EXECUTION OF ALL
DOCUMENTS NECESSARY TO CONTINUE SYSTEM MEMBERSHIP;
AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. That authorization is hereby given for submission
of an application to the Texas State Library to continue La Retama Public
Library System membership and designation as a Major Resource Center under
the Texas State Library Systems Act for the State Fiscal Year 1979, September 1,
1978 through August 31, 1979, and authorizing execution of all documents
necessary to continue system membership. A substantial copy of said appli-
cation is attached hereto, and marked Exhibit "A ".
SECTION 2. The necessity to authorize submission of the
aforesaid application and the execution of all documents necessary in order
to continue La Retama Public Library system membership and designation
as a Major Resource Center under the Texas State Library Systems Act, as
aforesaid, creates a public emergency and an imperative public necessity
requiring the suspension of the Charter rule that no ordinance or resolution
shall be passed finally on the date of its introduction but that such
ordinance or resolution shall be read at three several meetings of the City
Council, and the Mayor having declared such emergency and necessity to
exist, having requested the suspension of the Charter rule and that this
ordinance take effect and be in full force and effect from and after its
passage, IT IS ACCORDINGLY SO ORDAINED this the 8 day of February, 1978.

�• • -,SPECIAL FACILITIES FOR THE HANDICAPPED
In early 1977, the Department of HeaZth, Education, and Welfare issued a
regulation to implement Section 504 of the Rehabilitation Act of 1973, 29 USC 706.
This regulation, "Nondiscrimination on the "Basis of Handicap in Programs and
Activities Receiving or Benefiting from Federal Financial Assistance," was published
in the Federal Register (Volume 42, No. 86, pages 22676 - 22702, May 4, 1977). The
recent extension of the federal Library Services and Construction Act (P.L. 95 -123)
included authorization under Title IT for federal grants to public libraries for
renovations of library buildings, in order to meet the standards prescribed in the
Rehabilitation Act Regulations.
Although no federal funds are presently appropriated for such projects, the
Texas State Library is attempting, through this survey, to determine the need in
Texas for such federal assistance. This information will be relayed to the American
Library Association and the U.S. Office of Education.

SPECIAL FACILITIES FOR THE HANDICAPPED •
In earZy 1977, the Department of HeaZth, Education, and WeZfare issued a
regulation to implement Section 504 of the Rehabilitation Act of 1973, 29 USC 706.
This regulation, "Nondiscrimination on the Basis of Handicap in Programs and
Activities Receiving or Benefiting from FederaZ FinanciaZ Assistance," was pubZished
in the Federal Register (Volume 42, No. 86, pages 22676 - 22702, May 4, 1977). The
recent extension of the federal Library Services and Construction Act (P.L. 95 -123)
included authorization under TitZe II for federaZ grants to pubZic Libraries for
renovations of library buiZdings, in order to meet the standards prescribed in the
Rehabilitation Act Regulations.
AZthough no federaZ funds are presentZy appropriated for such projects, the
Texas State Library is attempting, through this survey, to determine the need in
Texas for such federal assistance. This information wiZ2 be relayed to the American
Library Association and the U.S. Office of Education.
