M • • -,SPECIAL FACILITIES FOR THE HANDICAPPED In early 1977, the Department of HeaZth, Education, and Welfare issued a regulation to implement Section 504 of the Rehabilitation Act of 1973, 29 USC 706. This regulation, "Nondiscrimination on the "Basis of Handicap in Programs and Activities Receiving or Benefiting from Federal Financial Assistance," was published in the Federal Register (Volume 42, No. 86, pages 22676 - 22702, May 4, 1977). The recent extension of the federal Library Services and Construction Act (P.L. 95 -123) included authorization under Title IT for federal grants to public libraries for renovations of library buildings, in order to meet the standards prescribed in the Rehabilitation Act Regulations. Although no federal funds are presently appropriated for such projects, the Texas State Library is attempting, through this survey, to determine the need in Texas for such federal assistance. This information will be relayed to the American Library Association and the U.S. Office of Education. I.
