A RESOLUTION
•
WHEREAS; the City Council of the City of Corpus Christi believes
that works of art such as sculptures, paintings, murals, tapestries, fountains
and mosaics would enhance public buildings and public places in the City and
would complement the natural beauty of the community; and
WHEREAS, other forms of art such as performing arts like the theater.
ballet and symphony enrich the cultural aspects of a community and are an
enjoyable form of entertainment for many; and
WHEREAS, encouraging the growth of all forms of art will increase
the appeal of Corpus Christi not only to its own citizens but also to tourists
and others who may want to visit or live in the city; and
WHEREAS, the last session of the Texas legislature passed legis-
lation which authorized communities to increase the maximum hotel -motel
occupancy tax from 3% to 4; and
WHEREAS, the legislature also passed legislation increasing the
purposes for which proceeds from the hotel -motel occupancy tax could be
spent to include "the encouragement, promotion,.improvement and application
of the arts including music (instrumental and vocal), dance, drama, folk art.
creative writing, architecture, design and allied fields, painting, sculpture,
photography, graphic and arts crafts, motion pictures, television, radio,
tape and sound recording, and the arts related to the presentation, performance.
execution and exhibition of these major art forms [and] historical pre-
servation and restoration ".
NOW. THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI. TEXAS:
SECTION 1. It is hereby determined to be the policy of the City
Council of the City of Corpus Christi that at least one -half of 1% of the
revenue from the hotel -motel occupancy tax should be expended for the
encouragement, promotion and improvement of the arts and for works of art
upon specific appropriation for specific art projects and purposes by the
City Council.

SECTION 2. The City Council hereby charges the Municipal Arts
Commission with the responsibility of reviewing requests for funding of
the arts and works of art and making recommendations to the City Council
thereon.

SECTION 3. The necessity to encourage and promote art projects and
works of art in the City of Corpus Christi, as aforesaid, creates a public
emergency and an imperative public necessity requiring the suspension of the
Charter rule that no ordinance or resolution shall be passed finally on the
date of its introduction but that such ordinance or resolution shall be read
at three several meetings of the City Council, and the Mayor having declared
such emergency and necessity to exist, having requested the suspension of
the Charter rule and that this resolution take effect and be in full force
and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED this
the 1st day of March, 1978.

For the reasons set forth in the emergency clause of the foregoing ordinance,
a public emergency and imperative necessity exist for the suspension of the
Charter rule or requirement that no ordinance or resolution shall be passed
finally on the date it is introduced, and that such ordinance or resolution
shall be read at three meetings of the City Council; I, therefore, request
that you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of the City
Council.
