A RESOLUTION
•
WHEREAS, the City Council is aware of the changing character
of the Downtown or central area of the City; and
WHEREAS, the City Council is concerned with the well -being of
the total community, and recognizes the necessity to eliminate blighting
influences in older areas of the City; and
WHEREAS, the City Council desires to support and encourage
expansion of existing uses and development of new uses in the central
core of the City; and
WHEREAS, the central area is the center of banking, government
and port activities of the City and region; and,
WHEREAS, the central area is served by all utilities, 14 public
bus routes, and two commercial bus facilities, and is very accessible to
vehicular traffic from Shoreline Drive, Leopard Street, the Crosstown
Expressway, Interstate 37 and U. S. Highway 181, making the area ideally
located for the delivery of regional services; and,
WHEREAS, the central area is supported by its proximity to
the City's beautiful shoreline on Corpus Christi Bay, numerous public
accomodations, and the Arts and Sciences Park containing two museums,
two auditoriums and a Convention Center now under development; and,
WHEREAS, the Executive Branch of the Federal government has
expressed its strong and urgent desire to assist in and promote the re-
vitalization of distressed areas in metropolitan areas of our nation:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF COPRUS CHRISTI, TEXAS:
SECTION 1: That because of the blighting nature of the Downtown
area, the pledge of the City Council to assist in redevelopment activities,
the presence of various amenities in the Downtown area, and the expressed
intent of the Executive branch of the Federal government to assist in
and promote the redevelopment of such areas, the General Services Admin-
istration is hereby petitioned to direct its efforts in locating future
Federal buildings (whether Federally owned or leased) and Federal services
in the Downtown or central area of Corpus Christi. ICROFILM E D

IN FURTHERANCE of its pledge to assist in any effort to improve
the Downtown area, the City Council hereby offers the General Services
Administration all possible assistance to develop or provide housing for
Federal offices in the Downtown or central area of Corpus Christi.
SECTION 2. That the City Secretary is hereby instructed to
forward true copies of this Resolution to: General Services Administration;
Mrs. Patricia Harris, Secretary, Department of Housing and Urban Development;
Mrs. Juanita Kreps, Secretary, Department of Commerce and the City's
Congressional delegation.
SECTION 3. The necessity for the City of Corpus Christi to express,
through the City Council, support of the citizens in encouraging develop-
ment and expansion of uses of the Downtown or Central Area of the City
and,where necessary, redevelopment of portions of the said area, creates
a public emergency and an imperative public necessity requiring the suspen-
sion of the Charter rule that no ordinance or resolution shall be passed
finally on the date of its introduction but that such ordinance or resolu-
tion shall be read at three several meetings of the City Council, and the
Mayor having declared such emergency and necessity to exist, having requested
the suspension of the Charter rule and that this resolution take effect
and be in full force and effect from and after its passage, IT IS ACCORDINGLY
SO RESOLVED, this the 1 day of March, 1978.

For the reasons set forth in the emergency clause of the foregoing ordinance, .
a public emergency and imperative necessity exist for the suspension of the
Charter rule or requirement that no ordinance or resolution shall be passed
finally on the date it is introduced, and that such ordinance or resolution
shall be read at three meetings of the City Council; I, therefore, request
that you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of the City
Council.
The Charter Rule was suspended by the following vote:

Secretary Harris has asked me to reply to your letter of
March 3, 1978 concerning the resolution approved by the City
Council of the City of Corpus Christi, Texas, encouraging
location of Federal buildings and services in the downtown or
central area of Corpus Christi. HUD supports this policy.
Executive Order 11512 provides the guidance for the
planning, acquisition and management of Federal space. It is
the policy to locate Federal facilities in the downtown area
unless dictated by program requirements of a specific agency
to locate in other than the center business district.
We appreciate your interest in this matter.

leasing of space for all Federal buildings. However, at
any time the Department has a need for space in your city,
we will urge and encourage GSA to locate our people in the
downtown or central area of Corpus Christi.
