AN ORDINANCE
CREATING AN ANIMAL CONTROL ADVISORY BOARD OF THE CITY
OF CORPUS CHRISTI, TEXAS; AMENDING CHAPTER 2, ARTICLE
VI, OF THE CORPUS CHRISTI CODE, 1976 REVISION, AS AMENDED,
BY ADDING SECTIONS 2 -166 AND 2 -167 DETAILING THE ORGANI-
ZATION, PURPOSE AND DUTIES OF SAID BOARD.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
.TEXAS:
SECTION 1. That Chapter 2, Article VI, of the Corpus Christi City .
Code, 1.976 Revision, be amended by adding Sections 2 -166 and 2 -167 to read
as follows:
Sec. 2 -166 Animal Control Advisory Board "
An Animal Control Advisory Board is hereby created consisting of
seven (7) members. Initially, two members shall be appointed for one -year
terms, two for two -years and three for three years; thereafter, such terms
will be three years. At least one member shall be a veterinarian. Two
members shall be the President and Shelter Committee Chairman of the local
PAWS -=Gulf Coast Humane Society. The remaining four members shall repre-
sent the community -at- large. All members shall serve until their successors
are appointed and qualified. Each member shall be a resident of the City.
{1) Ex- Officio Members. The City Manager, or his representative;
the Director of the City - County Health and Welfare Department or his repre-
sentative and the Animal Control Supervisor shall serve as ex- officio members
of the Board without vote.
(2) Officers. Following the annual appointment of new members,
the Board shall meet at its earliest convenience and shall, by majority
vote, elect a Chairman who shall preside at all meetings of the Board and
a Vice - Chairman who shall preside in the absence of the Chairman. .The
Director of the City - County Health and Welfare Department or his designated
representative shall. serve as the secretary of the Board `and shall send
all notices for meetings, keep and preserve the minutes, have custody of
all documents filed with the Board, advise and consult with City officials
as to the Board's work and recommendations ,assist the Board and its committees

in planning and coordinating its programs and perform such other duties as
may be of .assistance to the Board. A copy of the minutes shall be sent to
all members_
(3) Committees. The Chairman of the Board, with the approval of
the Board, may establish such committees as may be necessary or appropriate
to assist the Board in its .studies and in the performance of its duties.
Members of such committees shall be appointed only from among members of
the Board.
(4) Members. The Board shall meet at least once each month
and shall meet on the call of the Chairman or a majority of its members.
The Board shall adopt its own rules of procedure of notice of meetings and
the conduct thereof.
(5) Quorum : Four (4) members shall constitute a quorum.
Sec. 2 -167 Pur ose and Duties of the Board.
The Board shall advise the City Council and City Manager about
all aspects of animal control including fees, staffing, ordinances, pro-
cedures and policies and facilities. The jurisdiction and actions of
the Board shall be advisory only. Specifically, the Board shall .perform the
following tasks:
1. Acquaint itself with the animal control needs and problems
of the community, the City's animal ordinances and regulations, the details
of operations of the Animal Control Division and community animal facili-
ties such as pound and shelters.
2. Develop recommendations to meet community needs in this area
and to improve the City's animal control program.
3. Cultivate public knowledge, understanding and acceptance of
the need for and services offered by the Animal Control Division and the
ordinances and regulations it enforces.
4. Provide a public forum for discussion of animal control
needs and services and for hearing public complaints, inquiries or praise
about such services.

MOTION
Ruth Gill moved and Edward L. Sample seconded the
motion that the ordinance creating an Animal Control Advisory Board, read
on the first two of three readings on February 15, 1978 and February 22, 1978
respectively, be and the same is hereby amended prior to its third and
final reading as follows:
A. _Amend Section 1 by amending Section 2 -166, by deleting. the
third sentence and in lieu thereof, adding the following provisions.
"At least one member shall be a veterinarian. Two members shall
be the President and Shelter Committee Chairman of the local PAWS - -Gulf
Coast Humane Society."
Motion passed unanimously March 8, 1978
