AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT
WITH TRINITY ENGINEERING TESTING CORPORATION TO PRO-
VIDE LABORATORY TESTING AND SOIL INVESTIGATION ON THE
OSO WASTEWATER TREATMENT PLANT PROJECT, A SUBSTANTIAL
COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HERE-
OF, MARKED EXHIBIT "A "; APPROPRIATING $7,078 FROM THE
NO. 250 SANITARY SEWER BOND FUND FOR SAID SERVICES
APPLICABLE TO PROJECT NO. 250 -77 -4, OSO PLANT IMPROVE-
MENTS; AND DECLARING AN EMERGENCY. `
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager be and he is hereby authorized
to execute an agreement with Trinity Engineering Testing Corporation to
provide laboratory testing and soil investigation on the Oso Wastewater
Plant, a substantial copy of which is attached hereto and made a part hereof,
Marked Exhibit "A ", said services applicable to Project No. 250 -77 -4, Oso
Plant Improvements.
SECTION 2. That there is hereby appropriated the sum of $7,078
from the No. 250 Sanitary Sewer Bond Fund to provide laboratory testing and
soil investigation on the Oso Wastewater Treatment Plant project, applicable
to Project No. 250 -77 -4, Oso Plant Improvements.
SECTION 3. The necessity to execute the aforesaid agreement and
tb appropriate the sums hereinabove set out at the earliest possible date so
that testing may be commenced without delay, creates a public emergency
and an imperative public necessity requiring the suspension of the Charter
rule that no ordinance or resolution shall be passed finally on the date of
its introduction but that such ordinance or resolution shall be read at three
several meetings of the City Council, and the Mayor having declared such
emergency and necessity to exist, and having requested the suspension of
the Charter rule and that this ordinance be passed finally on the date of
its introduction and take effect and be in full force and effect from and e
after its passage, IT IS ACCORDINGLY SO ORDAINED, this the .5- day of April,
1978.

Dear Mr. Urban:
This letter and attachments reflects the scope of services and estimated cost
for providing a subsurface investigation for the above referenced projects.
I have reviewed all the information provided concerning the various improve-
ments including the plant effluent lines, lift stations, and the major plant
structures. I essentially agree with your recommended boring locations and
depths with only minor changes in the boring depths in the plant area as con-
firmed with Mike Carrell of your office. For convenience, the specific bor-
ings and proposed depths are summarized below:

Groundwater observations will be made in all the borings prior to the use
of drilling fluid to aid in the drilling operation. To provide additional
long -term groundwater observations, we propose to install perforated P.V.C.
pipe in three of the core borings, one at lift station 05 and two at the
major plant structures. This information could prove to be valuable to
your designs.
The subsurface materials will be visually classified and described. Atter-
berg Limits tests and minus 200 mesh sieve tests will also be conducted on
a limited basis to aid in these classifications. Strength evaluations will
be made through'either unconfined compression tests of cohesive soils or
standard penetration tests in granular soils. For proposal purposes, one
strength test for each five feet of core drilling has been included. The
only other laboratory tests which could be required are consolidation tests
for evaluation of compressibility characteristics of cohesive soils.
The results of the field and laboratory investigations will be used by our
geotechnical engineer to provide soil characteristics and properties required
for the final design of the various plant structures. We will coordinate
these studies with your personnel to provide specific recommendations that
you may require in your design.
All the information obtained, including our foundation recommendations, will
be presented in a formal report. The estimated cost of this scope of ser-
vices is $7,078.00 as itemized on the attached Professional Services Estimate
sheets. These estimates were made for contract no. 3 and no. 5 separately for
your benefit.

that you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of the City
Council.
