"Ike" Singer, a lifelong resident and member of a well -known Corpus Christi family, was on March 30, 1978, called to his eternal rest; and WHEREAS, I. M. Singer will be remembered in Corpus Christi as a dedicated citizen of this community, active in the Corpus Christi Kiwanis Club, the Knife and Fork Club, and a member of the First Presbyterian Church; and WHEREAS, Ike Singer had been actively practicing law in the City since 1925; served as Special Judge of the 94th District Court of Nueces County in 1945; actively participated in local, state and national' Bar Associations; served as President of the Nueces County Bar Association in 1937 and 1938; and as City Attorney, served from April 1, 1944 to January 2, 1945 and again from April 19, 1949 to June -1, 1970; and WHEREAS, as an attorney, I. M. Singer was regarded as an expert in the field of municipal law, was honored on numerous occasions by partici- pating as a panel member or featured speaker at legal seminars and institutes, and actively participated on local, state and national levels as chairman or committee member, and in 1970, in recognition of his contributions to the legal profession, was granted lifetime membership in the Texas City Attorneys' Association, the second person to be accorded the rare honor; and WHEREAS, while City Attorney for the City of Corpus Christi, Ike Singer worked diligently in the acquisition of land for construction of major projects, including the Corpus Christi International Airport, and as a member of the Technical Committee, actively participated in negotiations for the widening of the Corpus Christi Ship Channel, construction of the High Level Bridge, the Tule Lake Lift Bridge and related Port improvements and relocation of the railroad yards to their present location; and WHEREAS, as City Attorney, Ike Singer was involved in many significant lawsuits, including successful defense of annexation of areas to the City of Corpus Christi, successful defense of the City in the purchase of the local gas facilities of the Houston Natural Gas Corporation, defense MICROFILP"rD JUL 0 7 1980 1426-7 of the City in a telephone rate matter in 1960, and numerous matters involving water supply for the City of Corpus Christi and surrounding areas; and WHEREAS, Ike Singer's dedication and high regard for the legal profession and his.sense of fairness was reflected in his work with the many young lawyers who interned under him in the Legal Department of the City of Corpus Christi; and WHEREAS, upon his retirement as City Attorney, Ike Singer was retained as legal consultant by the City of Corpus Christi and was associ- ated with various law firms, and it was during this time that he wrote Texas Municipal Law and Practice, a reference book widely used in the State by city councils and attorneys, and particularly city attorneys; and WHEREAS, his outstanding memory, his vast knowledge and untiring service to the community have benefitted innumerable people, and his passing is a great loss to the citizens of the City of Corpus Christi as well as to his family and his many friends, leaving an irreplaceable void in the community: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That this brief record of the many accomplishments of I. M. "Ike" Singer be recalled and that the citizens of this community join in mourning the loss of this valuable citizen. SECTION 2. That a copy of this Resolution be forwarded to the family of I. M. "Ike" Singer. PASSED AND APPROVED this the 5th day of pril, 1978. BRUCE A/YCOOCK, CITY ATTORNEY By Assistant Cit orney t , Corpus Christi, Texas 5L°' ay of AP2i1 1978 TO THE MEMBERS OF THE CITY COUNCIL Corpus Christi, Texas For the reasons set forth in the emergency clause of the foregoing ordinance, a public emergency and imperative necessity exist for the suspension of the Charter rule or requirement that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at three meetings of the City Council; I, therefore, request that you suspend said Charter rule or requirement and pass this ordinance finally on the date it is introduced, or at the present meeting of the City Council.
