AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT
WITH THE STEERING COMMITTEE OF CANTO AL PUEBLO BY THE
TERMS OF WHICH THE CITY OF CORPUS CHRISTI WILL PAY
$5,000 AS SUPPORT TO A WEEK LONG CANTO EL PUEBLO
CULTURAL FESTIVAL TO BE HELD JUNE 2 - 9, 1978, AND
ACCORDING TO THE AGREEMENT, A SUBSTANTIAL COPY OF
WHICH IS ATTACHED HERETO, MARKED EXHIBIT "A ", AND
MADE A PART HEREOF; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. That the City Manager be and he is hereby authorized
to execute an agreement with the Steering Committee of Canto Al Pueblo by the
terms of which the City of Corpus Christi will pay $5,000 as support to a week
long Canto Al Pueblo Cultural Festival to be held June 2 - 9, 1978, and
according to the agreement, a substantial copy of which is attached hereto,
marked Exhibit "A ", and made a part hereof.
SECTION 2. The necessity to authorize execution of the agreement
as aforesaid creates a public emergency and an imperative public necessity
requiring the suspension of the Charter rule that no ordinance or resolution
shall be passed finally on the date of its introduction and that such
ordinance or resolution shall be read at three several meetings of the City
Council, and the Mayor, having declared such emergency and necessity to exist,
having requested the suspension of the Charter rule and that this ordinance
take effect and be in full force and effect from and aft r its passage, IT
IS ACCORDINGLY SO ORDAINED this the !'Z— day of 1978,

AGREEMENT
THE STATE OF TEXAS I.
COUNTY OF NUECES
WHEREAS, the City of Corpus Christi is interested in providing
support of the Cultural Festival to be held June 2 - 9, 1978, to initiate
an awareness of the artistic form of expression, Chicano Art, to a broader
cross section of the citizens of Corpus Christi by Canto Al Pueblo; and
WHEREAS, the Steering Committee of Canto Al Pueblo has agreed
to provide such programs free to the public; and
WHEREAS, the following contract and agreement is entered into by
the City of Corpus Christi and the Steering Committee of Canto Al Pueblo,
the Steering Committee of Canto Al Pueblo agrees to provide the following:
A. To attract nationally renowned Chicano artists to Corpus
Christi to bring to the citizens of Corpus Christi the opportunity to par-
ticipate in new orientations in art and view works of Chicano art.
B. To provide workshops where children will learn the basic Prin-
ciples of painting, and participate in the creation of murals.
C. To provide workshops geared for younger audiences for creative
.writing, song writing, poetry, prose, etc. A copy of the tentative schedule
of events for the Canto Al Pueblo Festival is attached hereto marked Exhibit "A ".
In consideration of the Steering Committee of Canto Al Pueblo
providing the above programs, the City of Corpus Christi agrees to pay -to the
Steering Committee of Canto Al Pueblo the sum of $5,000 for expenses of the
Cultural Festival activities. Expenses will be limited to exhibit fees for
sculpture exhibits, fees of shipping and insuring artistic work, cost of
advertising, in -town food and transportation costs, and loaging"for'artists. The
City of Corpus Christi will pay the $5,000 to the Steering Committee of Canto
Al Pueblo in accordance with the payment schedule attached hereto marked
Exhibit "B ". The Steering Committee of Canto Al Pueblo further agrees that
a statement of revenues and expenditures for the week long Cultural Festival
will be submitted to the City at the conclusion of the Festival along with a
report of activities carried out during the Festival and the approximate number
of participants in those activities.

Each member of the Steering Committee of Canto Al Pueblo shall be
individually liable for reimbursing the City a total of $5,000 if the programs
or services contemplated in Paragraphs A, B, and C above are not provided.

WORKSHOPS
Among the workshops to be conducted during Canto al Pueblo are: Guitar,
Oral Drama, Poetry, Mural Painting,,Silk Screening, Songwriting, Tempra
Painting, Drawing, Paper mache, Yarn projects, Creativity and Colage.
They will be held at different recreation centers during Monday, Tuesday,
Wednesday, and Thursday.
This amount is intended for publicity.
$2,270 PAYABLE JUNE 1, 1978
This amount will be applied towards food and
transportation costs of participating Canto Al
Pueblo artists.

SCHEDULE OF PAYMENTS FOR CONTRACTED SERVICES

PAYABLE APRIL 12, 1978
This amount will be utilized to pay the first
installment bf printing 2,000 copies of a 32 page
schedule book costing $4,000. The balance to be
paid upon receipt of schedule in May_ This schedule '
will be distributed for publicity before and during
the festival and *rill be free to the public.

For the reasons set forth in the emergency clause of the foregoing ordinance,
a public emergency and imperative necessity exist for the suspension of the
Charter rule or requirement that no ordinance or resolution shall be passed
finally on the date it is introduced, and that such ordinance or resolution
shall be read at three meetings of the City Council; I, therefore, request
that you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of the City '
Council.
