AN ORDINANCE
AUTHORIZING THE CITY 14ANAGER TO EXECUTE A CONTRACT
WITH ARMOR CONSTRUCTORS, INC. FOR THE CONSTRUCTION
OF THE SOUTH STAPLES STREET SANITARY SEWER LINE,
SUBJECT TO THE EXECUTION OF THE CONTRACTS AUTHORIZED
BY ORDINANCE NO. 14243 AND PAYMENT OF THE DEPOSITS
REQUIRED THEREIN; APPROPRIATING $92,000 OUT OF THE
NO. 250 SANITARY SEWER BOND FUND, OF WHICH $86,432.25
IS FOR THE CONSTRUCTION CONTRACT AND $5,567.75 IS FOR
LEGAL ADVERTISING, INCIDENTAL AND RELATED EXPENSES
APPLICABLE TO PROJECT NO. 250 -77 -15.1, SOUTH STAPLES
STREET .SANITARY SEWER LINE; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager be and he is hereby authorized
to execute a contract with Armor Constructors, Inc. for the construction
of the South Staples Street Sanitary Sewer Line, all as more fully described
in the plans and specifications and contract documents on file in the office
of the City Secretary, all of which are made a part hereof by reference
and according to the bid of Armor Constructors, Inc., opened on April 19,
1978, said bid being the lowest and most advantageous to the City of Corpus
Christi; subject to the execution of the contracts authorized.by Ordinance
No. 14243 and payment of the deposits required therein.
SECTION 2. That there is hereby appropriated $92,000 out of
the No. 250 Sanitary Sewer Bond Fund, of which $86,432.25 is for the con-
struction contract and $5,567.75 is for legal advertising, incidental and
related expenses, applicable to Project No. 250 -77 -15.1, South Staples
Street Sanitary Sewer Line.
SECTION 3. That the necessity to execute the aforesaid contract
and to appropriate the sums hereinabove set out so that the construction of
the South Staples Street sanitary sewer line work may be commenced at the
earliest practicable date creates a public emergency and an imperative
public necessity requiring the suspension of the Charter rule that no ordinance
or resolution shall be passed finally on the date of its introduction but
that such ordinance or resolution shall be read at three several meetings
of the City Council, and the Mayor having declared such emergency and
necessity to exist, and having requested the suspension of the Charter

rule and that this ordinance be passed finally on the date of its intro-
duction and take effect and be in full force and effect from and after
its passage, IT IS ACCORDINGLY SO ORDAINED, this the c26,W, day of

For the reasons set forth in the emergency clause of the foregoing ordinance,
a public emergency and imperative necessity exist for the suspension of the
Charter rule or requirement that no ordinance or resolution shall be passed
finally on the date it is introduced, and that such ordinance or resolution
shall be read at three meetings of the City Council; I, therefore, request
that you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of the City
Council.
