HomeMy WebLinkAbout14291 ORD - 04/26/1978JKH:hb:4 /26/78 AN ORDINANCE AMENDING ARTICLE X, DIVISION 4, CODE OF ORDINANCES, CITY OF CORPUS CHRISTI, 1976 REVISION, ENTITLED "SISTER CITY COMMITTEE" SO AS TO MODIFY THE STRUCTURE AND COMPOSITION OF THE COMMITTEE AS MORE FULLY SET FORTH HEREAFTER; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. Article X, Division 4, Code of Ordinances, City of Corpus Christi, 1976 Revision, entitled "Sister City Committee ", is hereby amended to read as follows: Sec. 2 -270. Creation and General Duties. There is hereby created an advisory committee to the City Council to be known as the Corpus Christi Sister City Committee. It shall be the duty of the committee to study ways and means of improving relations with Corpus Christi sister cities and to advise and consult with and assist the Mayor, the City Council, the City Manager and all other City agencies, boards and officials in accomplishing the purposes of the Sister City program. In carrying out its program and duties, the committee shall: 1. Enlist the cooperation of all racial, religious, educational, community, civic, labor, fraternal and benevolent associations and all other groups, associations and societies and all constructive community forces and talents that would be helpful in discharging its duties; 2. Cooperate with Federal, State and City agencies, citizens, citizens organizations, the local Boards of Education and parochial and private schools in formulating and developing courses of education and programs to stimulate the interest of the entire population in accomplishing the objectives of the committee; 3. Adopt rules for the transaction of business; 4. Receive all requests and instructions from the Mayor and the City Council relative to the Committee's function established herein and respond if it may be thus requested or instructed; 5. Cooperate with all State, regional and Federal agencies in the implementation and conduct of sister city activities. Sec, 2 -271, Steering Committee. The Sister City Committee shall consist of a Steering Committee and various subcommittees, The Steering Committee shall consist of twenty -five (25) members who shall be broadly representative of the racial, religious and ethnic groups in the community. The members shall be appointed by the City Council and shall serve three -year terms or until their successors are appointed and qualified. The Steering Committee shall be responsible for the overall administration and implementation of the City's Sister City program. For the initial appointments, eight (8) members of the Steering Committee shall be appointed for a one -year term, eight (8) members shall be appointed for two -year terms, and nine (9) members shall be appointed for three -year terms. After the initial appointments, each member shall be appointed for a three -year term. Sec. 2 -272. Subcommittee for each Sister City. There shall be a subcommittee for each sister city authorized by resolution of the City Council. The members of each such subcommittee shall be appointed by the Steering Committee except as provided for in Section 2 -274 and shall consist of an equal number of members from the Steering Committee plus any number of members from the community-at-large as deemed necessary and sufficient by the Steering Committee. Each such subcommittee shall be responsible, under the direction of the Steering Committee, for primary study, liaison and recommendations for each sister city. Sec, 2 -273. Other Subcommittees. The Steering Committee may appoint any other subcommittee as in its judgment will aid it in carrying out its duties. The Steering Committee shall determine the membership of each said subcommittee, its duties and chairman. The membership of each said subcommittee shall consist of members of the Steering Committee and, at the option of the Steering Committee, members from the Community -at- large. -2- 1.�¢.; 6 -•tip n_r S.' • -_ .. The officers of the Committee shall consist of a General Chair- man, Vice Chairman for each of the Sister City subcommittees established in accordance with Section 2 -272 and a Secretary and /or Treasurer. Each officer shall be .appointed from among the membership of the Steering Committee. The General Chairman and Vice Chairman shall be appointed by the City Council. The Secretary and /or Treasurer shall be appointed by the Steering Committee. Sec, 2 -275. Minutes, Etc. The Steering Committee shall keep minutes of its meetings and records of its activities and furnish copies of said minutes,.to the Mayor and City Council within 7 days of each Committee meeting. It shall also furnish its records to the Council at any time upon request. Sec. 2 -276. Funds. The Steering Committee is authorized to solicit and receive funds in the name of City of Corpus Christi with the funds to be used solely for the furtherance of the purposes of the Steering Committee. All funds received shall be deposited with the Finance Department of the City to be accounted for in a Trust Fund Account entitled "Sister City Account ". Disbursements out of the "Sister City Account" will be made upon written recommendation of the Steering Committee and approval of the Director of Community Enrichment with all such disbursements being in compliance with the City Charter and ordinances pertaining to the disbursement of City funds. SECTION 2. That the necessity to immediately amend the•Sister City Committee Ordinance as hereinabove set forth creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such emergency and necessity exist, and having requested the suspension of the Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the o14 ;tg_ ay of 1978.
