FINDING THAT AN EVENT CELEBRATING THE OPENING OF SIDBURY
HOUSE ON MAY 11, 12, AND 13, 1978 IS IN THE PUBLIC
INTEREST AND WELFARE; CLOSING THE 1600 BLOCK OF NORTH
CHAPARRAL TO VEHICULAR TRAFFIC FROM 8:00 A.M. THURSDAY,
MAY 11, 1978 TO 6:00 P.M. SATURDAY, MAY 13, 1978, FOR
SAID EVENT SPONSORED BY THE JUNIOR LEAGUE OF CORPUS
CHRISTI, TEXAS; PROVIDING FOR BARRICADES AND EMERGENCY
VEHICLE ENTRANCE, PROVIDING FOR LIABILITY INSURANCE,
RESTORATION OF DAMAGED CITY PROPERTY, APPROVAL OF THE
DIRECTOR OF ENGINEERING a PHYSICAL DEVELOPMENT FOR CER-
TAIN CHANGES; REQUIRING PERMITS FOR ALCOHOLIC BEVERAGES
AND FOOD; COMPLIANCE WITH CITY CODES AND REQUIRING THE
SPONSOR TO RESTORE THE AREA TO USE FOR VEHICULAR TRAFFIC;
AUTHORIZING THE CITY MANAGER TO EXECUTE THE ATTACHED
APPLICATION /PERMIT; PROVIDING FOR SEVERANCE; PROVIDING
FOR PUBLICATION; AND DECLARING AN EMERGENCY.
WHEREAS, the Junior League of Corpus Christi,-Texas has formulated
plans for an opening event for the Sidbury House to be held on Thursday,
May 11, through Saturday, May 13, 1978; and
WHEREAS, the purpose of said opening event is to celebrate the
opening of the Sidbury House; and
WHEREAS, the Junior League of Corpus Christi, Texas has requested
that from 8:00 A.M. Thursday, May 11, 1978, to 6:00 P.M. Saturday, May 13,
1978, the 1600 block of North Chaparral Street be closed to vehicular traffic;
and
WHEREAS, the community is invited to participate in the opening
event for the Sidbury House; and
WHEREAS, the City Council finds that the proposed opening event
will be in the , public interest and welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. That vehicular traffic be barred from the 1600 block
of North Chaparral Street (both directions of travel) from 8:00 A.M.
Thursday, May 11, 1978 to 6:00 P.M. Saturday, May 13, 1978, so that the Junior
League of Corpus Christi, Texas can sponsor an opening event for the Sidbury
House, and that said area be barricaded to through traffic. It is directed

that said area be barricaded so as to allow emergency vehicles such as fire,
police, and ambulance, to enter said area in case of an emergency. It is

further provided that vehicles of the City or utility companies furnishing
public utilities such as electricity, gas, water, and telephone service to
said area, be permitted to enter said area in case of an emergency.
SECTION 2. That in maintaining the street closed by this
ordinance, the following regulations shall be observed:
A. Liability insurance shall be furnished free of cost to the
City protecting against liability to the public. Such insurance shall have
policy limits of at least $100,000 personal injury up to $300,000 per acci-
dent and $50,000 property damage, and shall name the City of Corpus Christi,
Texas, and the Junior League of Corpus Christi, Texas, as insureds. A
certificate of insurance in the above amounts shall be furnished the City
Secretary and approved by the City Attorney, with the application and permit
provided for hereinafter. Also, the Junior League of Corpus Christi shall
save and hold the City harmless from any liability or damages arising out
of said street closure and open house event.
B. Any damage to City property will be restored by the sponsor
of the aforesaid opening event promptly after the close of the opening event.
Such restoration liability shall not exceed $500.
C. Any work which involves holes or other changes in the pavement,
curbs, or sidewalks, must be approved by the Director of Engineering &
Physical Development.
D. Any required permits must be obtained from the Alcoholic
Beverage Commission for the sale of alcoholic beverages, and the City- County
Health Department for the sale of food,
E. The erection of tents and any other construction work within
the area affected by this ordinance shall be conducted in accordance with the
appropriate codes of the City and after furnishing adequate assurance that
all damages will be remedied by the sponsor.
F. After the opening event ends, the sponsor will see that the
street is cleaned and restored to such condition as to allow vehicular
traffic to return to the street at the expiration of the closure of the street.
SECTION 3. The City Manager is authorized to execute the attached
application /permit for and on behalf of the City, which shall be filed for

record in the office of the City Secretary.
SECTION 4. The provisions of this ordinance relating to closing
of the aforementioned street are effective for the period beginning at
8:00 A.M. Thursday, May 11, 1978, through 6:00 P.M. Saturday, May 13, 1978.
The other provisions of this ordinance are effective from and after the date
of publication one time of the caption of this ordinance in the official
publication of the City. However, no part of this ordinance shall be effective
until the City Manager and the authorized representative of the sponsoring
organization execute the aforementioned application /permit.
SECTION 5. Publication shall be made one time in the official
publication of the City of Corpus Christi by publishing the caption of this
ordinance, stating in substance the purpose of the ordinance.
- SECTION 6. If for any reason any section, paragraph, subdivision,
clause, phrase, word or provision of this ordinance shall be held invalid or
unconstitutional by final judgment of a court of competent jurisdiction,
it shall not affect any other section, paragraph, subdivision, clause, phrase,
word or provision of this ordinance, for it is the definite intent of this
City Council that every section,;paragraph, subdivision, clause, phrase,
word, or provision hereof be given full force and effect for its purpose.
SECTION 7. The necessity to amend the City Code as hereinabove
provided, and for the purposes outlined, creates a public emergency and an
imperative public necessity requiring the suspension of the Charter rule
that no ordinance or resolution shall be passed finally on the date of its
introduction but that such ordinance or resolution shall be read at three
several meetings of the City Council, and the Mayor having declared such
emergency and necessity to exist, having requested the suspension of the
Charter rule and that this ordinance take effect and be in full force and
effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the

APPLICATION
The Junior League of Corpus Christi, Texas, in order to sponsor
the Sidbury House opening on May 11, 12, and 13, 1978, hereby make appli-
cation, acting by and through Mrs. Charles DeCou, Event Chairperson, rep-
resenting the Junior League of Corpus Christi, Texas, to the City of Corpus
Christi, acting by and through its duly authorized representative, R. Marvin
Townsend, City Manager, for the closing to vehicular traffic of the 1600
block of North Chaparral Street, from 8:00 A.M. May 11, 1978, through 6:00
P.M. May 13, 1978. In consideration for the closing of said street, the
sponsoring organization hereby agrees:
1. To allow emergency vehicles to use such area as may be
required.
2. To furnish liability insurance in the amounts of at least
$100,000/$300,000 /$50,000.
3. To restore any damaged City property promptly after the
close of the event. Such restoration liability shall not
exceed $500.
4. To obtain the approval of the Director of Engineering &
Physical Development for any work which requires holes or
other changes in the pavement, curb, or sidewalk.
5. To obtain any required beer and food permits.
6. To erect tents and provide other temporary improvements in
accordance with the appropriate City Codes and furnish
adequate restroom facilities.
7. To provide certain detour signs as required by the Director
of Traffic and Transit.
8. To clean the area and restore it to use for vehicular traffic
after the close of the event. Sponsor agrees to pay the City
half the cost of the cleanup by City crews, i.e. hosing
down, push - brooming sidewalks and streets, and running
street sweeper, not to exceed $50, with the understanding
that there will be no such cleanup charge if the sponsor
has removed all loose debris from the permit area.

In consideration of the foregoing representation and commitments,
the City of Corpus Christi agrees:
1. To close to vehicular traffic the 1600 block of North
Chaparral Street from 8:00 A.M. Thursday, May 11, 1978
through 6:00 P.M. Saturday, May 13, 1978.
2. To allow the use of the street and sidewalk for the activities
of the Sidbury House opening event.
3. To provide certain detour signs and barricades.
4. To allow the sale of alcoholic beverages and food.

For the reasons set forth in the emergency clause of the foregoing ordinance,
a public emergency and imperative necessity exist for the suspension of the
Charter rule or requirement that no ordinance or resolution shall be passed
finally on the date it is introduced, and that such ordinance or resolution
shall be read at three meetings of the City Council; I, therefore, request
that you suspend said Charter rule or requirement and pass this ordinance,
finally on the date it is introduced, or at the present meeting of the City
Council.
