HomeMy WebLinkAbout14341 RES - 05/31/1978 (2)JKH:ya:5- 31- 78:lst A RESOLUTION ENDORSING THE CONCEPT OF A SALT WATER AQUARIUM IN THE CITY OF CORPUS CHRISTI, TO BE OPEN TO THE PUBLIC AND TO BE OPERATED ON A NONPROFIT BASIS, AND OFFERING ASSISTANCE IN LOCATING A SUITABLE SITE FOR THE SAID AQUARIUM; AND DECLARING AN EMERGENCY. WHEREAS, there has been substantial public interest over a number of years concerning the need and value of having a salt water aquarium in the City of Corpus Christi, open and available for the enjoyment of its citizens and visitors; and WHEREAS, the Corpus Christi Aquarium Association has been re- organized to implement such purpose and has the active support of persons representing a cross section of the community, including the endorsement and support of the Leadership Corpus Christi Alumni Association and the Junior League of Corpus Christi; and WHEREAS, the Corpus Christi Aquarium Association has determined after research and study that the utilization of publicly owned land is essential from a financial point of view in order for the aquarium to become a reality and has requested a commitment from the City of Corpus Christi concerning the availability of an adequate site for such aquarium; and WHEREAS, the City Council of the City of Corpus Christi has determined that a quality aquarium, open to the general public and operated on a non - profit *basis, would be an asset for the City and that the utiliza- tion of publicly owned land as the site thereof would be compatible with the best interests of its citizens; and WHEREAS, the Corpus Christi Beach Park located in the Corpus Christi Beach area of the City of Corpus Christi would be available as such a site:• NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Corpr us Christi, Texas: r - SECTION 1,. Thatithe City Council hereby endorses the concept of an aquarium, open to'the; public and operated on a non - profit basis, as a desirable addition to'the City of Corpus Christi. 44Rop, 4ir; Y JU[ 08,98 �- U • X4341 1 SECTION 2. That at least eight acres in the Corpus Christi Beach Park located in the City of Corpus Christi (such property being shown on a plat, a copy of which is attached) is hereby made available for the con- struction thereon of an aquarium and related exhibits, to be constructed without the use of public funds of the City-of Corpus Christi, subject to the negotiation of a maintenance and operation agreement acceptable to the City of Corpus Christi. SECTION 3. That in the event the above described site is deter- mined not to be completely suitable for such project, the City Manager of the City of Corpus Christi is instructed to attempt to identify an alter- native more suitable site, subject to the approval of the City Council. SECTION 4. The fact that construction and operation of a salt water aquarium would be an asset to the City and the fact that the City Council, as the representatives of the citizens of Corpus Christi, endorses the es- tablishment and maintenance of such aquarium at the earliest practicable date creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist and having requested the suspension of the Charter rule and that this resolution be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED, this the 211 day of May, 1978.
