FINDING THAT THE OLD TOWN JAMBOREE ON JULY 4, 1978 IS IN THE
INTEREST OF THE PUBLIC WELFARE; CLOSING THE 1500 THROUGH 1700
BLOCKS OF N. CHAPARRAL, THE 300 AND 400 BLOCKS OF HUGHES ST.,
AND THE 300 BLOCK AND THE EAST 150 FEET OF THE 400 BLOCK OF
RESACA STREET TO VEHICULAR TRAFFIC FROM 8:00 A.M., MONDAY,
JULY.3, 1978, TO 10:00 A.M., WEDNESDAY, JULY 5, 1978, FOR
SAID JAMBOREE SPONSORED BY THE CORPUS CHRISTI AREA CAMP FIRE
GIRLS, INC.: PROVIDING FOR BARRICADES AND EMERGENCY VEHICLE
ENTRANCE; PROVIDING FOR LIABILITY INSURANCE, RESTORATION OF
DAMAGED CITY PROPERTY, APPROVAL OF THE ENGINEERING & PHYSICAL
DEVELOPMENT DIRECTOR AND THE COMMUNITY ENRICHMENT DIRECTOR FOR
CERTAIN CHANGES, REQUIRED PERMITS FOR FOOD, COMPLIANCE WITH
CITY CODES AND PROHIBITING CERTAIN PAVEMENT MARKINGS AND REQUIRING
THE SPONSORS TO RESTORE THE AREA FOR USE FOR VEHICULAR TRAFFIC;
AUTHORIZING THE CITY MANAGER TO EXECUTE THE ATTACHED APPLICATION/
PERMIT; PROVIDING AN EFFECTIVE DATE FOR PUBLICATION; PROVIDING
FOR SEVERANCE, AND DECLARING AN EMERGENCY.
WHEREAS, the Corpus Christi Area Camp Fire Girls, Inc. of Corpus
Christi, Texas have formulated plans for the Old Town Jamboree to be held on
Tuesday, July 4, 1978; and
WHEREAS, the purpose of said Jamboree is to feature festival -type
booths and entertaining programs sponsored by the Corpus Christi Area Camp Fire
Girls, Inc.; and
WHEREAS, the proceeds from the Jamboree will be used for restoration
of the Simon Gugenheim House; and
WHEREAS, the Corpus Christi Area Camp Fire Girls, Inc. of Corpus Christi,
Texas have requested that from 8:00 A.M. Monday, July 3, 1978, to 10:00 A.M.
'Wednesday, July 5, 1978, the 1500 through 1700 blocks of N. Chaparral Street, the
300 and 400 blocks of Hughes Street and the 300 block and the east 150 feet of the
400 block of Resaca Street be closed to vehicular traffic; and
WHEREAS, numerous civic and community groups will participate in the
Jamboree and have endorsed it; and
WHEREAS, the City Council finds that the proposed Jamboree will be in
the interest of the public welfare;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That vehicular traffic be barred from the 1500 through
1700 blocks of N. Chaparral Street, the 300 and 400 blocks of Hughes•'�Street,
and the 300 block and the east 150 feet of the 400 block of Resaca Street
(both directions of travel) from 8:00 a.m., Monday, July 3, 1978 to 10:00 a.m.,
Wednesday, July 5, 1978, so that the Corpus Christi Area Camp Fire Girls, Inc.,
of Corpus Christi, Texas can sponsor a Jamboree, and that said areas be barri-
caded to through traffic. It is directed that said areas be barricaded so as to
allow emergency vehicles such as Fire, Police and Ambulance vehiUspk�[�rs

said areas in case of an emergency. It is further provided that vehicles
of the City or Utility Companies furnishing public utilities, such as
electricity, gas, water and telephone service to said areas be permitted
to enter said areas in case of emergency.
SECTION 2. That in maintaining the streets closed by this ordinance,
the following regulations shall be observed;
A. Liability insurance shall be furnished free of'cost to the City,
protecting against liability to the public. Such insurance shall have policy
per person,
limits of at least $100,000 personal injury /up to $300,000 per accident, and
$50,000 property damage, and shall name the City of Corpus Christi, Texas and
the Corpus Christi Area Camp Fire Girls, Inc, of Corpus Christi, Texas as
insureds. A Certificate of Insurance in the above amounts shall be furnished
the City Secretary and approved by the City Attorney with the application and
permit provided for hereinafter.
B. Any damage to City property will be restored by the sponsors of
the aforesaid Jamboree after the close of the Jamboree. Such restoration
liability shall not exceed $500.
C. Any work which involves holes or other changes in the pavement,
curbs, sidewalks, seawall or barge dock must be approved by the Engineering
and Physical Development Director and no such approval may be given if the work
will require repair by the City.
D. The construction work for the displays within the areas affected
by this ordinance shall be conducted in accordance with City specifications
and in accordance with the electrical, plumbing and building construction codes
of the City and after furnishing adequate assurance that all damages will be
remedied by the permittee.
E. No paint or markings shall be permitted which in any way obliterates
or defaces any pavement markings heretofore existing for the guidance of any
motor vehicles.
F. After the Jamboree ends, the sponsor will see that the street is
cleaned and restored to a condition to allow vehicular traffic to return to the
streets at the expiration of the closure of the streets.
SECTION 3. The City Manager is authorized to execute the attached
Application /Permit for and on behalf of the City, which shall be filed for
record in the office of the City Secretary.

SECTION 4. The provisions of this ordinance relating to closing
of the aforementioned street are effective for the period beginning at 8:00 A.M.,
Monday, July 3, 1978 through 10:00 A.M., Wednesday, July 5, 1978. The other
Provisions of this ordinance are effective from and after the date of
Publication of the caption of this ordinance in the official publication of
the City one time. However, no part of this ordinance shall be effective until
the City Manager and authorized representatives of the sponsoring organization
execute the aforementioned Application /Permit, and the Certificate of Insurance
is approved and filed.
SECTION 5. Publication shall be made one time in the official publi-
cation of the City of Corpus Christi by publishing the caption of this ordinance,
stating in substance the purpose of the ordinance.
SECTION 6. If for any reason any section, paragraph, subdivision,
clause, phrase, word or provision of this ordinance shall be held invalid or
unconstitutional by final judgment of a court of competent jurisdiction, it
shall not affect any other section, paragraph, subdivision, clause, phrase,
word or provision of this ordinance, for it is the definite intent of this
City Council that every section, paragraph, subdivision, clause, phrase, word or
provision hereof be given full force and effect for its purpose.
SECTION 7. The necessity to close the streets hereinabove set out
in order that the Corpus Christi Area Camp Fire Girls, Inc., may sponsor a
Jamboree creates a public emergency and an imperative public necessity requir-
ing the suspension of the Charter rule that no ordinance or resolution shall
be passed finally on the date of its introduction but that such ordinance
or resolution shall be read at three several meetings of the City'Council
and the Mayor having declared such emergency and necessity to exist, and having
.requested the suspension of the Charter rule and that this ordinance be passed
finally on the date of its introduction and take effect and be in full force
and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the

Application
The Corpus Christi Area Camp Fire Girls, Inc. of Corpus Christi, Texas,
in order to sponsor The Old Town Jamboree on July 4, 1978, hereby makes application,
acting by and through Mrs. Sandra Pettit to the City of Corpus Christi, acting by
and through R. Marvin Townsend, its duly authorized representative for the closing
to vehicular traffic of the 1500 through 1700 blocks of N. Chaparral, the 300 and
400 blocks of Hughes Street and the'300 block and the east 150 feet of the 400
block of Resaca Street, from 8:00 a.m. Monday, July 3, 1978, to 10:00 a.m.
Wednesday, July 5, 1978. In consideration of the closing of said streets, the
sponsoring organization hereby agrees:
1. To allow emergency vehicles to use such'areas as may be required in
said areas.
2. To furnish liability insurance in the amounts of at least $100,000/
300,000/50,000, a certificate of which is attached hereto.
3. To restore any damaged City property promptly after the close of
the event. Such restoration liability shall not exceed $500.
4. To obtain the approval of the Director of Engineering and Physical
Development for any work which requires holes or other changes in the pavement,
curbs or sidewalks.
5. To obtain the appropriate beer and food permits.
6. To construct all displays in accordance with the appropriate City
Codes and furnish adequate portable restrooms.
7. To provide certain detour signs and barricades in accordance with
a barricade plan approved by the Director of the Department of Traffic and Transit.
8. To not obliterate or deface any pavement markings heretofore existing
for the guidance of motor vehicles.
9. To clean the area and restore it for use for vehicular traffic by
10:00 a.m., July 5, 1978. Sponsor agrees to pay the City half the cost of the
City crew cleanup, ie., hosing down, pushbrooming sidewalks and streets and running
street sweeper, not to exceed $50, with the understanding that there will be
no such cleanup charge if the sponsor has removed all loose debris from the
permit area.

In consideration of the foregoing representation and commitments,
-the City of Corpus Christi agrees:
1. To close to vehicular traffic the 1500 through 1700 blocks of
N. Chaparral Street, the 300 and 400 blocks of Hughes Street and the 300 block
and the east 150 feet of the 400 block of Resaca Street from 8:00 am, Monday
July 3, 1978 to 10:00 am, Wednesday, July 5, 1978.
2. To permit the use of the streets for a celebration as described
in the application for Permit submitted by the Corpus Christi Area•Camp Fire
Girls, Inc. of Corpus Christi, Texas, and in accordance with the terms and
'conditions of City Ordinace No. as adopted by the City
Council on the day of June, 1978.

For the reasons set forth in the emergency clause of the foregoing ordinance,
a public emergency and imperative necessity exist for the suspension of the
Charter rule or requirement that no ordinance or resolution shall be passed
finally on the date it is introduced, and that such ordinance or resolution
shall be read at three meetings of the City Council; I, therefore, request
that you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of the City
Council.
