AN ORDINANCE
AUTHORIZING SUBMISSION OF A GRANT APPLICATION FOR
A PAVEMENT MARKING DEMONSTRATION PROJECT TO THE STATE
DEPARTMENT OF HIGHWAYS AND PUBLIC TRANSPORTATION FOR
THE INSTALLATION OF SEMI PERMANENT ROADWAY MARKING
MATERIALS ON FIFTEEN CITY STREETS, ALL AS MORE FULLY
SET FORTH IN THE GRANT APPLICATION, A SUBSTANTIAL
COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HERE-
OF, MARKED EXHIBIT "A "; AUTHORIZING THE CITY MANAGER
TO EXECUTE ALL NECESSARY AGREEMENTS WITH THE STATE
DEPARTMENT OF HIGHWAYS AND PUBLIC TRANSPORTATION PRO -
VIDING FOR THE DEVELOPMENT AND COMPLETION OF SAID s
PROJECT; AND DECLARING AN EMERGENCY.
WHEREAS, the State Department of Highways and Public Transportation
has determined that there is a need to develop a demonstration program in the
State in the area of pavement marking for traffic safety and control; and
WHEREAS, the City of Corpus Christi agrees with the State Department
of Highways and Public Transportation that development and implementation of a
Pavement Marking Demonstration Program in Corpus Christi would be an improve-
ment to traffic safety; and
WHEREAS, the Federal Government has made funds available through the
Federal Highway Administration to finance 100% of the costs for developing and
implementing pavement marking projects; and
WHEREAS, the State Department of Highways and Public Transportation
agrees to undertake a Pavement Marking Demonstration Program for Corpus Christi
using Federal Highway funds;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the City of Corpus Christi submit a grant applica-
tion to the State Department of Highways and Public Transportation for assist-
ance in developing and implementing a Pavement Marking Demonstration Program
involving fifteen city streets.
SECTION 2. That the City Manager be and he is hereby authorized
to execute agreements with the State Department of Highways and Public Trans-
portation providing for development and completion of the aforesaid project.
SECTION 3. The necessity to develop and implement a pavement
marking demonstration program in Corpus Christi to improve traffic control
and safety on fifteen city streets creates a public emergency and an imperative

public necessity requiring the suspension of the Charter rule that no ordinance
or resolution shall be passed finally on the date of its introduction but
that such ordinance or resolution shall be read at three several meetings
of the City Council, and the Mayor having declared such emergency and necessity
to exist, and having requested the suspension of the Charter rule and that
this ordinance be passed finally on the date of its introduction and take
effect and be in full force and effect from and after its passage, IT IS
ACCORDINGLY SO ORDAINED, this the day of August, 1978.

PROJECT PROPOSAL
PAVEMENT MARKING DEMONSTRATION
TO DEMONSTRATE THE VALUE OF PAVEMENT MARKINGS IN PROVIDING
GREATER VEHICLE AND PEDESTRIAN SAFETY, THE CITY OF CORPUS CHRISTI,
TEXAS, REQUESTS APPLICATION. AND ASSISTANCE TO IMPLEMENT A PAVEMENT
MARKING DEMONSTRATION PROGRAM ON ITS CITY STREETS UNDER THE GUIDE-
LINES OF TITLE 23, CODE OF FEDERAL REGULATIONS, SUBCHAPTER V,
PART 920.
THE PROJECT PROPOSAL INCLUDES FIFTEEN OF'CORPUS CHRISTI'S
ARTERIAL STREETS. AS A CRITERIA FOR SELECTING THE PROPOSED ROADWAY
SECTIONS, CALCULATIONS WERE PERFORMED TO DETERMINE A ROADWAYS ROUTE
SECTION ACCIDENT RATE PER HUNDRED MILLION VEHICLE MILES (HMVM). THOSE
ROUTE SECTIONS HAVING AN ACCIDENT RATE WHICH EXCEEDED (DURING THE 1977
CALENDAR YEAR) NATIONAL AVERAGE ROUTE SECTION ACCIDENT RATES ON SPECIFIC
TYPE CLASSIFICATION OF HIGHWAYS WERE CHOSEN AS APPLICANTS FOR IMPROVED
ROADWAY MARKINGS. EMPHASIS WAS PLACED ON THOSE ARTERIALS WHICH HAD A
HIGH INCIDENCE OF ACCIDENTS EXHIBITING TRENDS OF SIDE -SWIPE COLLISIONS
OF MOVING AND PARKED VEHICLES AND INCORRECT LANE USAGE FOR TURNING
MANEUVERS. THE FIFTEEN ROUTE SECTIONS CHOSEN CURRENTLY HAVE GLASS-BEAD
REFLECTORIZED PAINTED ROADWAY MARKINGS WHICH MUST BE RENEWED ON A SEMI-
ANNUAL TO ANNUAL TIME BASIS. AT EACH ROUTE SECTION, IT IS PROPOSED
THAT HEAT- APPLIED REFLECTIVE THERMOPLASTIC BE USED TO REPLACE EXISTING
PAINTED LANE MARKINGS, CENTERLINE MARKINGS, AND CENTER DOUBLE LEFT TURN
LANE MARKINGS. IN CERTAIN APPLICABLE CASES, THERMOPLASTIC MATERIAL IS
ALSO PROPOSED FOR USE TO EDGELINE THE ROADWAY SECTIONS AT LOCATIONS
WHERE NO EDGELINING CURRENTLY EXISTS, AND WOULD ALSO BE USED TO OUTLINE
CURRENTLY UNMARKED PARKING LANES. IN EACH OF THE ABOVE CASES, RAISED,

REFLECTIVE LANE MARKERS WOULD BE USED TO SUPPLEMENT THE THERMOPLASTIC
MATERIAL FOR IMPROVED NIGHTTIME VISION. FINALLY, PREFORMED THERMO-
PLASTIC IS PROPOSED TO MARK STOP BARS AND CROSSWALKS AT INTERSECTIONS
AND MIDBLOCK LOCATIONS WHERE NO SUCH MARKINGS CURRENTLY EXIST, BUT
WHERE NEED OF SUCH HAS DEFINITELY BEEN DETERMINED, AND TO MARK PAVEMENT
MESSAGES TO DtNOTE'PERMISSIBLE TURNING MANEUVERS IN ADVANCE OF INTER-
SECTIONS. TYPICAL ILLUSTRATIONS ARE PROVIDED AT THE END OF THIS NARRATI
SHOWING EACH TYPE MARKED PROPOSED FOR USE AND IN WHAT TYPE APPLICATION.
IN NO CASE, ARE PAVEMENT MARKINGS PROPOSED TO RENEW EXISTING SAME TYPE
MARKINGS. ALL EXISTING AND NEW PROPOSED MARKINGS CONFORM TO THE
STANDARDS SET FORTH IN THE M.U.T.C.D.
THE INTENDED PURPOSE OF PROVIDING THE HIGHER TYPE OF PAVEMENT
MARKING IS TO PROVIDE A HIGHER DEGREE OF SAFETY TO MOTORISTS AND
PEDESTRIAN TRAFFIC. DUE TO THE LONGER LIFETIME -OF THE PROPOSED
IMPROVEMENTS, SAFETY BENEFITS WILL BE DERIVED THROUGH IMPROVED PRO-
LONGED VISIBILITY, BOTH DURING THE DAYTIME AND NIGHTTIME.- IN ADDITION,
THE ELEVATED CHARACTERISTIC OBTAINED THROUGH THE USE 'OF RAISED REFLEC-
TIVE MARKERS WILL INCREASE THE VISIBILITY OF THE TRAVELED LANES DURING
DARKENED WET WEATHER CONDITIONS. INCREASED SAFETY TO MAINTENANCE CREWS
AND CONVENIENCE TO THE DRIVING PUBLIC WILL ALSO BE DERIVED SINCE THE
CREWS WILL.NOT HAVE TO MAINTAIN THE MARKINGS ON A FREQUENT BASIS AS
IS NOW ENCOUNTERED 'IN RESTRIPING PAINTED MARKINGS. LOCATIONS NOT .
CURRENTLY HAVING EDGELINING, WHERE SUCH MARKINGS WILL BE IMPLEMENTED,
WILL ALSO OBTAIN SAFER DRIVING CONDITIONS BY CLEARLY OUTLINING THE
TRAVEABLE PATHS AND DELINEATING SHARP DROPOFFS. FOLLOWING IMPLEMENTA-
TION OF THE PROPOSED IMPROVEMENTS, DATA COLLECTION, ANALYSIS AND
EVALUATION ACTIVITIES WILL BE MADE TO DOCUMENT THE ANTICIPATED
REDUCTION IN ACCIDENTS.

a public emergency and imperative necessity exist for the suspension of the
Charter rule or requirement that no ordinance or resolution shall be passed
finally on the date it is introduced, and that such ordinance or resolution
