AN 1ORDINANCE AUTHORIZING THE CITY MANAGER TO EXECUTE A LIMITED POWER OF ATTORNEY WITH THE AMERICAN NATIONAL BANK OF AUSTIN, TEXAS, AUTHORIZING THE BANK TO RECEIVE THE CITY OF CORPUS CHRISTI SALES TAX WARRANT FROM THE STATE COMPTROLLER FOR COLLECTION AND DEPOSIT TO THE CITY'S ACCOUNT WITH THE CORPUS CHRISTI NATIONAL BANK, SAID LIMITED POWER OF ATTORNEY TO BE FOR ONE YEAR; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Manager be and he is hereby authorized to execute a limited Power of Attorney with the American National Bank of Austin, Texas, authorizing the said bank to receive the City of Corpus Christi Sales Tax Warrant from the State Comptroller for collection and deposit to the City's account with the Corpus Christi National Bank, a substantial copy of said Power of Attorney being attached hereto, marked Exhibit "A ", and made a part hereof. The said limited Power of Attorney shall be for a period of one year. SECTION 2. The necessity to authorize execution of the aforesaid power of attorney for the purposes outlined above creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, and having requested the suspension of the Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the day of August, 1978. MARVIN TOWNSEND, City Manager of the City of Corpus Christi, acting in such capacity and having been so authorized by Ordinance No. , have this day made, constituted and appointed, and by these presents do make, constitute and appoint the American National Bank of Austin, Texas, the true and lawful attorney to receive the City of Corpus Christi allowance warrant for the period beginning September 14, 1978 and ending September 14, 1979. This limited power is given solely for the purpose of receiving the Comptroller's sales tax warrant payable to the City of Corpus Christi, and for depositing same in the account of the Corpus Christi National Bank, Corpus Christi, Texas, said account being maintained in the American National Bank of Austin, Texas. This limited power of attorney and the authority granted hereunder shall terminate on the 14th day of September, 1979.
