HomeMy WebLinkAbout14434 ORD - 08/09/1978- i A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLI- CATION TO THE URBAN MASS TRANSPORTATION ADMINIS- TRATION FOR A GRANT OF $50,000 FOR ASSISTANCE IN TRANSIT PLANNING WITH A MATCHING SHARE OF $12,500 TO BE PROVIDED BY IN -KIND SERVICES BY THE CITY OF CORPUS CHRISTI, ALL AS MORE FULLY OUTLINED IN THE APPLICATION, IN SUBSTANTIALLY THE FORM ATTACHED HERETO AND MADE A PART HEREOF, MARKED EXHIBIT "A ", AND AUTHORIZING THE CITY MANAGER TO SIGN CONTRACTS AND ALL RELATED DOCUMENTS NECESSARY TO IMPLEMENT THE GRANT WHEN APPROVED; AND DECLARING AN EMERGENCY. WHEREAS, the Secretary of Transportation is authorized to i make grants for mass transportation projects; WHEREAS, the contract for financial assistance will impose certain obligations upon the applicant, including the provision by it of the local share of project costs; WHEREAS, it is required by the U.S. Department of Transpor- tation in accord with the provisions of Title VI of the Civil Rights Act of 1964, that in connection with the filing of an application for assist- ance under the Urban Mass Transportation Act of 1964, as Amended, the applicant give an assurance that it will comply with Title VI of the Civil Rights Act of 1964 and the U. S. Department of Transportation requirements i thereunder; and THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL,OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Manager be and he is hereby authorized to submit an application to the Urban Mass Transportation Administration - for a grant of $50,000 for assistance in transit planning with a matching I share of $12,500 to be provided by in -kind services by the City of Corpus Christi, all as more fully outlined in the application, in substantially the form attached hereto and made a part hereof, marked Exhibit "A ", and SECTION 2. That the City Manager is authorized to execute and file with such application an assurance or any other document required by I the U. S. Department of Transportation effectuating the purposes of Title I VI of the Civil Rights Act of 1964. SECTION 3. That the City Manager is authorized to furnish such additional information as the U. That the City Manager is authorized to set forth and execute affirmative minority business policies in connection with the project's procurement needs. SECTION 5. That the City Manager be authorized to sign contracts and all related documents necessary to implement the grant when approved. # SECTION 6.• That the necessity to submit an application as outlined and to execute ail necessary and related documents in order to implement the grant when approved, all as aforesaid, creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such emergency and necessity exist, and having requested the suspension of the Charter rule and that this resolution•be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED, this the 4? day of August, 1978. BUDGET BY AGENCY PARTICIPATION . . . . . . . . . . . . . . . . . 34 UWP INTRODUCTION The Unified Planning Work Program is a catalog of all transportation planning and related planning activities anticipated in the Corpus Christi metropolitan area over the next fiscal year (September 1, 1978 thru August 31, 1979). It is designed to be used by the Metropolitan Planning Organization to assure coordination of various modal planning _ activities and as a basis for federal funding. A description of the planning process and the framework within which the unified work program planning tasks are identified and carried out will be found in a separate document, the Prospectus for Transportation Planning, also published by the Corpus Christi Metropolitan Planning Organization. The work program is divided into six major tasks. Each task has a brief description, funding requirement, and funding sources. Contained within each task are a number of work elements, with a more detailed description of objective, previous work, procedures, staffing, and agency responsibility. Participating agencies are identified by the following abbreviations: Local: CC — City of Corpus Christi CCMPO — Corpus Christi Metropolitan Planning Organization CP — City of Portland NC — Nueces County SPC — San Patricio County Regional: CBCOG — Coastal Bend Council of Governments State: SDH &PT — State Department of Highways and Public Transportation Federal: FHWA — Federal Highway Administration UMTA — Urban Mass Transportation Administration CD — Community Development Block Grant For purposes of funding sources, monies utilized by the Corpus Christi Metropolitan Planning Organization will be designated as FHWA (PL) funds. 1 TASK (1.0) ADMINISTRATION AND MANAGEMENT Description: The administration and management task covers the staff and citizen work needed to support a coordinated multi -modal transportation planning process for the Corpus Christi area, as described in the Prospectus for Transportation Planning. Work elements include the development and coordination of transportation planning activities, review and comment upon applications for funding, and maintaining active citizen participation in the planning process. Funding Requirements: - $59,438 Funding Sources: FRWA (PL) - $40,000 SDH &PT - $15,438 CBCOG - $ 4,000 2 UWP Element (1.1) Administration and Coordination Objective To maintain a unified multi -modal transportation planning process and to coordinate all transportation planning activities in the Corpus Christi urbanized area. Previous Work: Corpus Christi Urban Transportation Study, 1964; Corpus Christi Transportation Study, Level II Revision, 1975; Corpus Christi Unified Work Programs for fiscal years 1975 thru 1978; Corpus Christi Urbanized Area Prospectus for Transportation Planning, 1976, 1977, 1978. Procedures: An organizational structure formalized in the Corpus Christi Urban Transportation Study Agreement ( CCUTS) between the City of Corpus Christi, the City of Portland, Nueces County, San Patricio County, and the State Department of Highways and Public Transportation established the policy for transportation planning in the metropolitan area. A Policy Advisory Committee, comprising representatives from each participant to the agreement, reaffirms the agreement annually and meets to review rec- ommendations from the Steering Committee and approve annual reports, the Unified Work Program, and other planning documents. In addition to the CCUTS agreement, the Corpus Christi Metropolitan Planning Organization entered into an agreement on February 2, 1978, with the Coastal Bend Council of Governments establishing a policy to coordinate planning activities, share planning resources, and whenever possible, use a common data base in developing forecasts. This agreement also provides for the joint A -95 review of applications for federal assistance for projects that would have an impact on the transportation system in the urbanized area. The Corpus Christi Metropolitan Planning Organization in cooperation with the State Department of Highways and Public Transportation provides the staff direction necessary to insure a continuous, coordinated, and compre- hensive transportation planning process. Staffing: CCMPO, SDH &PT Agency Responsibility: CC, CP, NC, SPC, CCMPO, CBCOG, SDH &PT Product: A continuous, coordinated and comprehensive transportation planning process for the Corpus Christi metropolitan area. Funding Sources: FHWA (PL) SDH &PT CC UWP Element (1.2) Regional Review of Transportation Funding Applications Objective: To satisfy requirements, outlined in Office of Management and Budget Circular A -95, calling for evaluation, review and coordina- tion of all applications requesting federal and state assistance for transportation projects in the region. Previous Work: Previous review of applications for transportation - related capital, operating and planning assistance. Procedures: The "A -95 review process" will continue, with the Coastal Bend Council of Governments serving as the regional "clearinghouse" for reviewing and commenting upon all applications for federal and state funding from throughout the region. The Corpus Christi Metro- politan Planning Organization will participate in the A -95 review of applications from the urbanized area for federal assistance for projects that will have an impact on transportation systems. This joint A -95 review process was established as policy in an agreement between the MPO and COG executed on February 2, 1978. The State Department of Highways and Public Transportation will evaluate and comment upon appli- cations pertaining to Federal Highway Administration, Section 147 and Urban Mass Transportation Administration, Section 16(b)2 programs, as well as all requests for state public transportation funds. Staffing: CBCOG, CCMPO, SDH &PT Agency Responsibility: CBCOG, CCMPO, SDH &PT Product: Review of and comment upon all applications for federal and state transportation assistance. Funding Sources: CBCOG MA (PL) SDH &PT 4 UWP Element (1.3) Citizen Participation Objective: To maintain active citizen involvement in the transpor- tation planning process. Previous Work: Public hearings held prior to adoption of the Corpus Christi Urban Transportation Plan. Public meetings of the Traffic Safety Advisory Board and the Transit Study Board. Procedures: Public meetings will be held by the Policy Advisory Committee and the Steering Committee to report on transportation plan developments. Public hearings will be held as necessary to allow for citizen input on transportation plans and proposals. The annual report and other documents will be prepared for public distri- bution. The Traffic Safety Advisory Board meets regularly to make recommendations to the City Council on proposed traffic control pro- jects.' All transportation improvements are presented to the various governing bodies of affected participating agencies prior to their implementation. Staffing: CCMPO, SDH &PT Agency Responsibility: CCMPO, SDH &PT Product: Broad -based community involvement in the transportation planning process. Funding Sources: FHWA (PL) SDH &PT 5 ` UWP Element (1.4) Monitoring of Transportation System Management Programs Objective: To incorporate the concept and the objectives of transpor- tation system management into the areawide transportation planning process. Previous Work: Transportation System Management Element of the Trans- portation Plan for the Corpus Christi Urbanized Area, June 1977. Procedures: A committee will meet quarterly to discuss the programs outlined in the Transportation System Management Element and determine the progress made and the effectiveness of each program.(TSME). It will include persons representing transit planning and management, traffic engineering, highway planning, urban street planning, onstreet and offstreet parking, and bicycle and pedestrian facilities. From these discussions a seftes of interim TSM progress reports will be written. Prior to the start of the next fiscal year, the TSME will be updated, showing accomplishment and setting goals for the succeeding year. The data will be used to identify areas which contain high concentrations of low- income groups, minority pop- ulation, or significant evidence of blighting influence. A recently completed draft of the Housing Assistance Plan and Physical Determinants of Land Use Report will be utilized in neighborhood plan developments. The selection of neighborhoods for initial plan development is based upon whether a particular neighborhood has high concentrations of minorities and low- income families and a significant degree of deterior- ating and blighting conditions. Neighborhood plans will be developed in conjunction with transportation plan revisions and will be used to identify immediate and long -range transportation improvements. The development of neighborhood plans will include holding public hearings for the purpose of obtaining citizen input and direction. The neighborhood planning work activity is primarily directed at meeting the Title VI requirements of the Department of Housing and Urban Devel- opment and the U.S. Department of Transportation. The adequacy of the transportation systems evaluated will be projected with respect to projected traffic volumes and travel patterns. Transportation corridors will also be identified with emphasis being placed on resolution of existing corridor capacity problems at major intersections. Service area covered by each route will be determined and analyzed as to adequacy for the area served. Alternative route plans will be developed and evaluated in terms of length, speed, vehicles required, estimated increase in riders, etc. Schedules will be developed allowing buses to depart the ends of a route in accordance with clockface schedules. Procedures: The transit planning staff will measure the customer knowledge and use of elderly and handicapped services through the use of on -board survey, home and senior citizen center interviews, telephone surveys, or self- identification techniques. The oper- ation of elderly and handicapped services will be analyzed for efficiency and effectiveness. Recommendations will be made for equipment and service modifications. Dissemination of Information The Transportation Improvement Program for the Corpus Christi area is discussed and adopted each year by the Policy Advisory Committee for the Corpus Christi Urban Transportation Study. This is done at a public hearing, covered by the local news media, where citizens are invited to attend and to speak. The transit staff encourages coverage by the local news media. During the past year, the transit General Manager has been interviewed by the newspapers, and by each of the local television stations. News releases on service changes, as well as general news releases on transit services and on programs for special segments of the population, are sent to all local newspapers and radio and television stations. The City Council is the policy- making body for the transit system. The Council, at open meetings, discusses and approves all grant requests, major equipment purchases, and major changes in service. These stations are sent all news releases on transit, as are the non - minority stations. The general manager of KORO was one of two news media representatives interviewed during the specialized research phase of a recent transit marketing study. During recent years, no large transit projects or major service changes requiring extensive public participation have been undertaken in Corpus Christi. b. Mechanisms for Citizen Impact on Planning Decisions The transportation planning process provides for public discussion and adoption of the Unified Work Program, Transportation Improvement Program, Transportation Plan, and other planning documents by the Policy Advisory Committee of the Urban Transportation Study. This committee meets at least once each year in a public meeting. c. Representation on Boards Other than the Policy Advisory Committee, which is composed of elected officials representing various governments in the area, and its Steering Committee, there are no nonelected public boards, advisory councils or committees that meet on a regular basis and contribute to the planning and programming process for urban transit. 4 TITLE Vr DOCUMENTATION IDENTIFICATION AND CONSIDERATION OF TRANSIT NEEDS IN THE PLANNING PROCESS a. Opinion Survey Techniques Whenever special studies, opinion surveys, and other transit research is conducted, it is structured to include adequate representation of minority population groups. Because such research often concentrates on transit riders, and minorities make up a greater proportion of transit riders than they do of the population as a whole, the research often tends to focus on the needs of minorities. During the past year, a special transit marketing study was undertaken by a consultant for the City of Corpus Christi. The research phase of this study included both an in -home survey of transit attitudes and opinions, and smaller focus groups made up of transit riders. The following table compares the in -home interview sample with the urbanized area population. In addition to the in -home survey, the transit marketing study research included small focus groups of bus riders, where several techniques were used to elicit opinions and attitudes regarding the transit system. The precise ethnic makeup of these focus groups was not reported on. The groups were selected to be generally representative of the population. Because they consisted of bus riders, they actually provided a somewhat greater representation of minorities than does the population as a whole. b. Needs Analysis The transit marketing study included some analysis of transit needs as expressed by various segments of the population, as reported in the Corpus Christi Final Marketing Report. When broken down into Anglo and non - Anglo, the minority group (non - Anglo) bus riders expressed a priority for transit improvements in the areas of comfort, waiting areas, and frequency. The focus group respondents, while not broken down into minority and non - minority persons, generally mentioned as areas in need of improvement hours of operation, routing, frequency of service and waiting comfort. The area planning documents (Transportation Plan, TSM Plan, TIP) address the transportation needs of all persons in the area. These planning documents do not specifically isolate minority population groups. No Alternative Analyses are being undertaken. Non - discrimination is not specifically addressed in area TSM plans since planners have not encountered evidence or charges of discrimination in the planning or implementation of transportation projects. The Unified Work Program assesses minority transit needs as a part of the Neighborhood Planning work, which is concentrated in minority and low- income areas of the City. 6 ` TITLE VI DOCUMENTATION c. Use of Identified Needs Needs identified included improvements in comfort, waiting areas, routing, frequency of service and hours of operation. Some improvement in riding comfort will be provided by the replacement of older buses with new advanced design buses. This bus replacement program is specified in the Transportation Improvement Program. Also addressed in the TIP is the need for improvements in waiting areas. A multi -year program of installing new bus shelters is underway, with about 15 shelters being installed per year. Because these shelters are installed at high - patronage bus stops, they will especially benefit minority groups. Transportation System Management (TSM) planning will attempt to meet some of the needs identified for improvements in routing. Without an increase in overall bus service, however, it will not be possible to meet the needs for increased frequency, a more extensive route system,or longer hours of operation. The City Council, which is the policy making body for the transit system, reduced transit service in the 1977 -78 budget, and is expected to provide little or no budget increase for 1978 -79. d.
