AN ORDINANCE �«
AUTHORIZING THE CITY MANAGER TO EXECUTE A TITLE VI
COMPREHENSIVE EMPLOYMENT AND TRAINING ACT CONTRACT
MODIFICATION WHICH INCREASES THE CONTRACT AMOUNT BY
$204,487 WITH A SUPPLEMENTAL REQUEST TO THE DEPARTMENT
OF LABOR FOR $970,629 TO CONTINUE 600 PUBLIC SERVICE
EMPLOYMENT POSITIONS FOR OCTOBER 1, 1978 TO DECEMBER 31,
1978, ALL AS MORE FULLY SET FORTH IN THE CONTRACT MODI-
FICATION, A SUBSTANTIAL COPY OF WHICH IS ATTACHED HERETO
AND MADE A PART HEREOF MARKED EXHIBIT "A ", AUTHORIZING
THE CITY MANAGER TO EXECUTE ALL RELATED AND NECESSARY
DOCUMENTS TO MODIFY THE AFORESAID CONTRACT; AND DECLARING
AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager be and he is hereby authorized
to execute a Title VI Comprehensive Employment and Training Act contract
modification increasing the contract amount by $204,487 with a supplemental
request to the Department of Labor for $970,629 to continue 600 public
;service employment positions from October 1, 1978 to December 31, 1978, all
as more fully set forth in the contract modification, a substantial copy of
which is attached hereto and made a part hereof, marked Exhibit "A ".

SECTION 2. That the City Manager be and he is hereby authorized
to execute all related and necessary documents to modify the aforesaid
contract.
SECTION 3. The necessity to authorize execution of the aforesaid
contract modification and any and all related and necessary documents to
continue the project without delay or interruption creates a public emergency
and an imperative public necessity requiring the suspension of the Charter
rule that no ordinance or resolution shall be passed finally on the date of
its introduction but that such ordinance or resolution shall be read at
three several meetings of the City Council, and the Mayor having declared
such emergency and necessity to exist, and having requested the suspension
of the Charter rule and that this ordinance be passed finally on the date

For the reasons set forth in the emergency clause of the foregoing ordinance,
a public emergency and imperative necessity exist for the suspension of the
Charter rule or requirement that no ordinance or resolution shall be passed
finally on the date it is introduced, and that such ordinance or resolution
shall be read at three meetings of the City Council; I, therefore, request
that you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is.introduced, or at the present meeting of the City
Council.

This contract is entered into by the 'Administrative Unit of the Coastal Bena uonsorrium,
hereinafter referred to as a Prime Sponsor and the Cit -of Corpus Christi
hereinafter referred to as Contractor.
The Contractor agrees to operate a CETA Services Program in accordance with the provisions
of this agreement. This contract consists of 102 pages, including this page, and such other
provisions and documents as -are included herein.
The 'Contractor hereby agrees that he -has read this Contract and will abide by all terms -
specified herein and also certifies that the information in this - Contract is, correct -to the"_ _
best t -of his knowledge -and belief and this Contract has been fully authorized. Funds hereby, --
being-obligated are subject to the availability clause.

This Contract covers the period (date) from January 1, 1977 thru December 1, 19 I B
B. MODIFICATION _

December 31; 1978. The total number of authorized positions is reduced from 986 to 600.
The number of sustainment positions remain 201 and special project positions are reduced
from 785 to 399. A request is made to continue 84 of a previous 156 special projects.
Modification Request:
1. Continue the Title VI sustainment positions and special project positions reflected
on pages 11 to 16 of the Occupational Summary.
2. Continue the attached 84 special projects listed on pages 17 to 102 from October 1,
1978 through December 31, 1978.
