HomeMy WebLinkAbout14471 RES - 08/23/1978JKH:hb:8 /23/78 A RESOLUTION ENDORSING THE CONCEPT OF A RECREATION CENTER FOR THE HANDICAPPED IN THE CITY OF CORPUS CHRISTI TO BE OPEN TO THE PUBLIC AND TO BE OPERATED ON A NONPROFIT BASIS AND OFFERING ASSISTANCE IN LOCATING A SUITABLE SITE FOR THE SAID RECREATION CENTER; AND DECLARING AN EMERGENCY. WHEREAS, the Park and Recreation Board met in regular session on May 16, 1978; and WHEREAS, the Board voted to recommend that a site be located for the Life Enrichment Center; and WHEREAS, the City recognizes the need to provide recreational facilities for all citizens of the City of Corpus Christi; and WHEREAS, there has been substantial public interest over a number of years concerning the need for a recreational facility for the handi- capped; and WHEREAS, the Board of the Johnny Rodriguez Life Enrichment Center voted unanimously to administrate and take full responsibility for the operation of the center after approval of the contracts written by the City Attorney; and WHEREAS, the Johnny Rodriguez Life Enrichment Center has been a very successful organization in Corpus Christi, with its goals being the enrichment of the lives of all handicapped persons in Corpus Christi and the Coastal Bend area; and WHEREAS, the City Council of the City of Corpus Christi has determined that a recreation center for the handicapped, open to the public and operated on a nonprofit basis, would be an asset for the City and that the utilization of publicly owned land as a site thereof would be compatible with the best interests of its citizens; and WHEREAS, the Greenwood Park located at Greenwood and Gollihar would be available as such site: NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Council hereby endorses the concept MICROFILMED'' JUL 0 81980 of a recreation center for the handicapped, open to the public and operated on a nonprofit basis, as a desirable addition to the City of Corpus Christi. SECTION 2. That at least 5 acres in Greenwood Park located at Greenwood and Gollihar in the City of Corpus Christi is hereby made available for the construction thereon of a recreation center for the handicapped and related activities, to be constructed without the use of public funds of the City of Corpus Christi, subject to the negotiation of a lease agreement between the City and a nonprofit corporation under which the nonprofit corporation will operate and maintain the center at no cost to the City. SECTION 3. That in the event the above described site is determined not to be completely suitable for such project, the City Manager of the City of Corpus Christi is instructed to attempt to identify as an alternate more suitable site, subject to the approval of the City Council. SECTION 4. The fact that construction and operation of a recreation center for the handicapped would be an asset to the City and the fact that the City Council, as representatives of the citizens of Corpus Christi, endorses the establishment and maintenance of such a recreation center at the earliest practicable date creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist and having requested the suspension of the Charter rule and that this resolution be passed finally on the date of its introduction and take effect and be in full force and effect from and aft its passage, IT IS ACCORDINGLY SO RESOLVED, this the .?3 day of 1978.
