AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT
WITH THE GOVERNOR'S COMMITTEE ON AGING FOR A GRANT
OF $4,212.53 TO SUPPLEMENT THE EXISTING RETIRED
SENIOR VOLUNTEER PROGRAM GRANT, AS MORE FULLY SET
FORTH IN THE CONTRACT, A SUBSTANTIAL COPY OF WHICH
IS ATTACHED HERETO, MARKED EXHIBIT "A ", AND MADE A
PART HEREOF; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager be and he is hereby authorized
to execute a contract with the Governor's Committee on Aging for a grant of
$4,212.53 to supplement the existing Retired Senior Volunteer Program grant,
as more fully set forth in the contract, a substantial copy of which is
attached hereto, marked Exhibit "A", and made a part hereof.
SECTION 2. The urgent necessity to authorize execution of the
aforesaid contract in order that the Retired Senior Volunteer Program may
be continued creates a public emergency and an imperative public necessity
requiring the suspension of the Charter rule that no ordinance or resolution
shall be passed finally on the date of its introduction but that such ordinance
or resolution shall be read at three,several meetings of the City Council, and
the Mayor having declared such emergency and necessity to exist, and having
requested the suspension of the Charter rule and that this ordinance be
passed finally on the date of its introduction and take effect and be in
full force and effect from and after its passage, IT IS ACCORDINGLY SO
ORDAINED, this the 6 day of September, 1978.

R.S.V.P. COOPERATION CONTRACT
COUNTY OF TRAVIS X
THIS CONTRACT AND AGREEMENT is entered into by and between the Governor's Committee
on Aging, Office of the Governor and -City of Corpus Christi
for the use of State funds appropriated under Senate Bill No. 843 of the f_th Legislature to earn
Federal funds through ACTION grants under authority of Public Law 93 -113 applicable to Retired
Senior Volunteer Programs.
I. STATEMENT OF SERVICES TO BE PERFORMED: All funds spent under this contract
are subject to the terms and conditions of any and all ACTION grants under the afore-
mentioned authority for the period beginning September 1, 1978 and ending August 31,
1979.
IL BASIS FOR CALCULATING REIMBURSABLE COSTS: A grant of $ 4,212.53
is requested to be used in accordance with the
terms and. conditions of ACTION Grant No. 440- 6546/1 and any
subsequent grants entered into between ACTION and CitV of Corpus Christi
during fiscal year 1979.
III. CONTRACT AMOUNT: The total amount of this Contract shall not exceed 4 , 212. 53
IV. PAYMENT FOR SERVICES: Payments for service performed shall be billed quarterly.
V. TERMS OF CONTRACT: This Contract is to begin September 1,1978 • and shall ter-
minate August 31• 1979.

The undersigned parties do bind themselves to the faithful performance of this Contract. It is
mutually understood that this contract shall not become effective until signed by both parties
and that no payments under the terms of this Contract will be made until one (1) signed copy
is returned to the Governor's Committee on Aging.

For the reasons set forth in the emergency clause of the foregoing ordinance,
a public emergency and imperative necessity exist for the suspension of the
Charter rule or requirement that no ordinance or resolution shall be passed
finally on the date it is introduced, and that such ordinance or resolution
shall be read at three meetings of the City Council; I, therefore, request
that you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of the City
Council.
