AN ORDINANCE
AMENDING THE COMPENSATION ORDINANCE, NO. 8127, AS AMENDED,
BY AMENDING SECTION 501 BY SUBSTITUTING THE ATTACHED
REVISED SCHEDULE FOR THE EXISTING PUBLIC SAFETY SALARY
SCHEDULE FOR POLICE, TO PROVIDE FOR A COST -OF- LIVING
INCREASE OF 6% EFFECTIVE AUGUST 1, 1978 AND AN ADDITIONAL
2% COST -OF- LIVING INCREASE ABOVE PREVIOUS SALARY LEVELS
EFFECTIVE FEBRUARY 1, 1979; AMENDING SECTION 510 BY
ADDING THE TITLE OF POLICE CAPTAIN TO THE ADMINISTRATIVE,
EXECUTIVE, PROFESSIONAL AND LABORERS CLASSIFICATION;
AMENDING SECTION 551.5 RATE OF PAY ON PROMOTION, TO
PROVIDE FOR A MINIMUM 4% INCREASE; AMENDING SECTION 552.2
TO PROVIDE A METHOD OF COMPUTING FIRST SALARY ADVANCES
AFTER APPOINTMENTS, PROMOTIONS, AND SUBSEQUENT ADVANCES;
AMENDING SECTION 552.6 TO PROVIDE FOR LONGEVITY PAY AND
FOR A METHOD OF CALCULATION OF LONGEVITY PAY STEPS;
AMENDING SECTION 552.10 BY ADDING THE PROVISION OF POLICE
CAPTAIN TO FIRE AND POLICE CLASSIFICATION COMPENSATED
UNDER THE GENERAL SALARY SCHEDULE; ADDING A NEW SECTION,
SECTION 555, TO PROVIDE THAT FOR TRANSITION PURPOSES
ONLY, THE CLASSIFICATION CHANGE OF POLICE CAPTAIN FROM
THE POLICE SALARY SCHEDULE TO THE GENERAL SALARY SCHEDULE
TO TAKE PRECEDENCE OVER SECTION 552. , S M RE F
SET FORTH HEREINAFTER; PROVIDING AN EFFECTIVE DATE;
PROVIDING A SEVERANCE CLAUSE; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. That the Compensation Ordinance for the City of Corpus
Christi, No. 8127, as amended, be and the same is hereby amended by amending
Section 501 by substituting the attached revised Schedule, Exhibit "A ",
for the existing Public Safety Salary Schedule for Police, reflecting a
6% cost -of- living increase effective August 1, 1978 and an additional 2%
cost -of- living increase above previous salary levels effective February 1,
1979.
SECTION 2. That Section 510 of said Ordinance No. 8127 be amended
by adding the following class code, title and grade:

SECTION 3. That Section 551.5 Rate of Pay on Promotion of
Ordinance No. 8127 be amended to hereafter read as follows:

11551.5 Rate of Pay on Promotion. In any case where an employee
is promoted to a position of class with a higher salary schedule, the entrance
salary rate shall be at the lowest step in the higher salary schedule that
will provide a minimum 4% increase over the salary received immediately
prior to such promotion. Subsequent advancement to higher steps in grade
will be on the same basis as described in paragraph 552."
SECTION 4. That Section 552.2 of Ordinance No. 8127 be amended
to hereafter read as follows:
"552.2 The first salary advance after appointment or promotion
to a position -shall be six months upon certification of satisfactory per-
formance by the division head. For each succeeding advance, longevity shall
be required as stipulated within the salary schedule for each step."
SECTION 5. That Section 552.6 of Ordinance No. 8127 be amended
to hereafter read as follows:
11552.6 Police and Fire Personnel shall receive longevity pay
in addition to the base salary rates as prescribed above for service in
either department or a combination of service in both departments in the
amount provided by state law for service up to and including twenty -five
(25) years of service and any other longevity pay as authorized by this ordi-
nance. AdJancement to the six, eighteen, thirty, and forty -two month
longevity pay steps for 'patrolman' and 'firefighter' shall be based on
uninterrupted continuous service except that the City Manager may recognize
prior service in the same division with the City."
SECTION 6. That Section 552.10 of Ordinance No. 8127 be amended
by adding the provision of Police Captain, said-Section 552.10 to hereafter
read as follows:
"552.10 Notwithstanding any other section of this ordinance,
advancement beyond the 'D' step for the position of Chief of Fire, Chief of
Police, Assistant Police Chief, Police Commander, Police Captain, First
Assistant Fire Chief, and Assistant Fire Chief, shall be only according
to the provisions of paragraph 552.7."
SECTION 7. Amending Ordinance No. 8127, as amended, by adding
a new section, 555, to hereafter read as follows:
"555 For transition purposes only, the classification change of
Police Captain from the Police Salary Schedule to the General Salary Schedule

shall take precedence over Section 552.10 as follows:
(1) All officers within the rank of Police Captain
effective August 1, 1978 shall be classified at
salary grade 30, step 'D'.
(2) All Captains transitioned to the General Salary
Schedule effective August 1, 1978 shall be eligible
for advancement to the 'E' step upon completion of
either a combination of six months service at the
six month step prior to transition and six months
service at the 'D' step or one year of service at the
'D' step after transition.
The provisions of Section 555 shall have no force or effect
beyond August 1, 1979."
SECTION 8. Except as otherwise may be provided herein, the
effective dates of the above changes shall be August 1, 1978.
SECTION 9. The necessity to maintain at all times an efficient
administration of City affairs creates a public emergency and an imperative
public necessity requiring the suspension of the Charter rule that no ordi-
nance or resolution shall be passed finally on the date of its introduction
but that such ordinance or resolution shall be read at three several meetings
of the City Council, and the Mayor having declared that such emergency and
necessity to exist, having requested the suspension of the Charter rule
and that this ordinance be passed finally on the date of its introduction
and take effect and be in full force and effect from and after its passage,
IT IS ACCORDINGLY SO ORDAINED, this the fp day of September, 1978.

For the reasons set forth in the emergency clause of the foregoing ordinance,
a public emergency and imperative necessity exist for the suspension of the
Charter rule or requirement that no ordinance or resolution shall be passed
finally on the date it is introduced, and that such ordinance or resolution
shall be read at three meetings of the City Council; I, therefore, request
that you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of the City
Council.
