TROTTIER TO THE OFFICE OF LIBRARY DIRECTOR BY THE CITY MANAGER, PURSUANT TO CITY CHARTER ARTICLE III, SECTION 3; AND DECLAR- ING AN EMERGENCY. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That Donald H. Trottier, appointed to the Office of Library Director by the City Manager, pursuant to City Charter Article III, Section 3, is hereby confirmed. SECTION 2. The necessity for confirming the appoint- ment of Donald H. Trottier as promptly as possible creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its intro- duction and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity exist, having requested the Charter rule be suspended and that this resolu- tion be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED, this the day of September, 1978.
