HomeMy WebLinkAbout14502 RES - 09/13/1978A RESOLUTION CONCURRING WITH THE FINDINGS OF THE DRAFT ENVIRONMENTAL IMPACT STATEMENT ON THE CONSTRUCTION OF A DEEP DRAFT INSHORE PORT AT HARBOR ISLAND, TEXAS BY THE NUECES COUNTY NAVIGATION DISTRICT NO. 1, AGAIN REAFFIRMING SUPPORT OF THE NAVIGATION DISTRICT'S PLAN FOR DEVELOPMENT OF A DEEP DRAFT INSHORE PORT AT HARBOR ISLAND AND URGING THE U. S. ARMY.CORPS OF ENGINEERS TO ISSUE A PERMIT TO ALLOW CON- STRUCTION OF THE PORT WITHOUT FURTHER DELAY�AND DECLARING AN EMERGENCY. WHEREAS, the Nueces County Navigation District No. 1 proposes to develop a multi — purpose deep draft inshore port at Harbor Island, Texas and has applied to the U. S. Army Corps of Engineers for a permit to allow construction of the port; and WHEREAS, in accordance with the National Environmental Policy Act of 1969, a draft environmental impact statement has been prepared on the project; and WHEREAS, the City Council adopted Resolution No. 11539 on June 20, 1973 supporting the construction of the deep draft inshore port by the Nueces County Navigation District No. 1; and WHEREAS, on No 9, 1977, the City Council passed Resolution No. 14019 reaffirming its support of the project; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. The City Council concurs with the findings of the draft Environmental Impact Statement on construction of a deep draft inshore port at Harbor Island, Texas by the Nueces County Navigation District No. I. SECTION 2. The City Council again reaffirms its support of the Navigation District's plan for development of a deep draft inshore port at Harbor Island and urges the U. S. Army Corps of Engineers to issue a permit to allow construction of the deep draft inshore port without further delay. SECTION 3. The necessity to again reaffirm support of this vital project which will benefit the people of Texas and the citizens of this City creates a public emergency and an imperative public necessity requiring the ,C 0a4zo J. t , 14502'1 $194 suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, and having requested the suspension of the Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED, this the /3 day of September, 1978.
