AN ORDINANCE
AMENDING THE COMPENSATION ORDINANCE NO. 8127, AS
AMENDED, BY AMENDING SECTION 501 BY SUBSTITUTING THE
ATTACHED REVISED SCHEDULE FOR THE EXISTING PUBLIC
SAFETY SALARY SCHEDULE FOR FIRE, TO PROVIDE FOR A
COST -OF- LIVING INCREASE OF 6% EFFECTIVE AUGUST 1,
1978 AND AN ADDITIONAL 2% COST -OF- LIVING INCREASE
ABOVE PREVIOUS SALARY LEVELS EFFECTIVE FEBRUARY 1,
1979; AMENDING SECTIONS 702.1 AND 702.2 SO AS TO
PROVIDE EDUCATIONAL INCENTIVE PAY FOR DEGREES IN
OCCUPATIONAL EDUCATION WITH SPECIALIZATION IN FIRE
SCIENCE AND TO PROVIDE ADDITIONAL INCENTIVE PAY FOR
FIREFIGHTERS HOLDING AN EMT CERTIFICATE; AMENDING
SECTIONS 704.1 AND 704.2 SO AS TO PROVIDE FOR 100%
REPLACEMENT OF CLOTHING ITEMS AND EQUIPMENT WHICH
ARE LOST OR DAMAGED, EXCLUDING SHOES, AND TO PROVIDE
FOR CLOTHING ALLOWANCE OF $15 PER MONTH TO EACH OFFICER
OF THE FIRE DEPARTMENT FOR THE PURPOSE OF UNIFORM AND
CLOTHING CLEANING AND MAINTENANCE; PROVIDING AN EFFECTIVE
DATE; PROVIDING A SEVERANCE CLAUSE; AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the Compensation Ordinance for the City of Corpus
Christi, No. 8127, as amended, be and °the same is hereby amended by amending
Section 501 by substituting the attached revised Schedule, Exhibit "A ",
for the existing Public Safety Salary Schedule for Fire, reflecting a
6% cost -of- living increase effective August 1, 1978 and an additional 2%
cost -of- living increase above previous salary levels effective February 1,
1979.
SECTION 2. That Sections 702.1 and 702.2 of said Ordinance No.
8127 be amended to hereafter read as follows:
"702.1 Firefighters shall be eligible for educational incentive
pay at the monthly rate of $30 per month for each academic semester hour
satisfactorily completed, provided that such hours are applicable toward
a degree in Fire Science when employed in the Fire Division. Approved
hours must include the core curriculum in Fire Science. No more than
$49.70 per month shall be paid without successful completion of the require-
ments and the receipt of the Associate of Applied Science Degree in Fire
Science as applicable. If the employee is attending a four -year college,
he may meet this requirement by filing a copy of his certified degree
plan with the Director of Personnel noting his expressed intent t tain

a Bachelor's Degree in Fire Science or Occupational Education with speciali-
zation in Fire Science. All approved hours above the Associate Degree in
Fire Science will be eligible for educational pay at this rate up to an
additional $34.30 per month or a combined total of $84.00 per month.
Successful completion of the requirements and receipt of a Bachelor's
Degree in Fire Science or Occupational Education with specialization in

Fire Science will qualify the employee for a maximum of $87.eQ per month.
In addition to educational incentive payments as provided above, all
Firefighters holding an EMT certificate shall be eligible to receive
educational incentive pay equal to four additional academic hours for
this special certification.
"702.2 Approved hours above the Bachelor's Degree applicable
towards a Master's Degree in Fire Science will be eligible for educational
incentive pay at the same rate up to an additional $14.00 per month.
Successful completion of the Master's Degree in Fire Science or Occupational
Education with specialization in Fire Science will qualify the employee
for an additional $11.20 per month for a maximum combined total of an
additional $25.20 per month on a Master's Degree."
SECTION 3. That Sections 704.1 and 704.2 of said Ordinance
No. 8127 be amended to hereafter read as follows:
"704.1 The City shall pay 100% of the cost to provide every
uniformed officer with all required initial clothing items and equipment,
excluding shoes., The City shall thereafter replace or repair all said
required clothing items and equipment which are lost or damaged on the
basis of 100% for Police officers and on the basis of 75% for Firefighters,
excluding shoes. The City shall replace all required clothing items and
equipment which are lost or damaged in the line of duty, excluding shoes,
without cost to the employee. The term 'line of duty' shall not include
secondary employment.
11704.2 A clothing allowance of $300 shall be paid to all
police officers who are required by order of the Chief of Police to wear
civilian clothing during their regular work assignment. For each year
thereafter, the City shall pay up to $300 for replacement costs for those
persons so authorized. A clothing allowance of $15.00 per month shall be
provided to each officer of the department for the purpose of uniform and
clothing cleaning and maintenance."

SECTION 4. Except as otherwise may be provided herein, the
effective dates of the above changes shall be August 1, 1978.
SECTION 5. If for any reason any section, paragraph, subdivision,
clause, phrase, word, or provision of this ordinance shall be held invalid
or unconstitutional by final judgment of a court of competent jurisdiction
it shall not affect any other section, paragraph, subdivision, clause,
phrase, word, or provision of this ordinance, for it is the definite
intent of this City Council that every section, paragraph, subdivision,
clause, phrase, word, or provision hereof be given full force and effect
for its purpose.
SECTION 6. The necessity to maintain at all times an efficient
administration of City affairs creates a public emergency and an impera-
tive public necessity requiring the suspension of the Charter rule that no
ordinance or resolution shall be passed finally on the date of its
introduction but that such ordinance or resolution shall be read at three
several meetings of the City Council, and the Mayor having declared such
emergency and necessity to exist, having requested the suspension oflhe
Charter rule and that this ordinance be passed finally on the date of
its introduction and take effect and be in full force and effect from
and after its passage, IT IS ACCORDINGLY SO ORDAINED, this theme_

For the reasons set forth in the emergency clause of the foregoing ordinance,
a public emergency and imperative necessity exist for the suspension of the
Charter rule or requirement that no ordinance or resolution shall be passed
finally on the date it is introduced, and that such ordinance or resolution
shall be read at three meetings of the City Council; I, therefore, request
that you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of the City
Council.
