A RESOLUTION
EXPRESSING SUPPORT OF THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI OF THE PASSAGE OF AMENDMENT #3,
WHICH PROVIDES FOR TAX INCREMENT FINANCING AS AN
INCENTIVE TO IMPROVING PRIVATE PROPERTY IN BLIGHTED
AREAS, TO BE PRESENTED IN THE NOVEMBER, 1978 GENERAL
ELECTION; AND DECLARING AN EMERGENCY.
WHEREAS, the City Council of the City of Corpus Christi has
previously supported the passage of legislation providing incentives to
promote new construction and property improvements in blighted areas; and
WHEREAS, the City has supported the efforts of the Texas Munici-
pal League to pass SB 635 in the 1977 Session of the State Legislature,
which provides for tax increment financing as an incentive to improving
private property in blighted areas; and
WHEREAS, SB 635 passed by the 1977 Texas Legislature requires
the passage of a constitutional amendment to allow its enactment; and
WHEREAS, the passage of Amendment #3 in the November,1978
general election will provide authority for enactment of SB 635 and thus
grant Texas cities the constitutional authority to issue bonds to finance
public improvements in designated blighted areas with such bonds to be
paid back solely from the increase in taxes from improvements on adjoining
private property; and
WHEREAS, such bonds, if sold, will be paid only from such tax
increment and will not become the obligation of the City and its taxpayers:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Council of the City of Corpus Christi
supports the passage of Amendment #3 in the November, 1978 general election.
SECTION 2. The fact that the City Council desires to go on record
as supporting the aforesaid Amendment #3 in the November, 1978 general
election creates a public emergency and an imperative public necessity
requiring the suspension of the Charter rule that no ordinance or resolution
shall be passed finally on the date of its introduction but that such

ordinance or resolution shall be read at three several meetings of the
City Council, and the Mayor, having declared that such emergency and
necessity exist, and having requested the suspension of the Charter rule
and that this resolution be passed finally on the date of its introduction
and take effect and be in full force and effect from and after its passage,

For the reasons set forth in the emergency clause of the foregoing ordinance,
a public emergency and imperative necessity exist for the suspension of the
Charter rule or requirement that no ordinance or resolution shall be passed
finally on the date it is introduced, and that such ordinance or resolution
shall be read at three meetings of the City Council; I, therefore, request
that you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of the City
Council.
