HomeMy WebLinkAbout14622 RES - 11/15/1978A RESO[UTION REQUESTING THE DESIGNATION OF THE CORPUS CHRISTI METROPOLITAN PLANNING ORGANIZATION AS THE LEAD PLANNING AGENCY FOR THE NUECES COUNTY AREA, TO PREPARE A TRANSPORTATION CONTROL PLAN FOR INCOR- PORATION INTO THE REVISIONS OF THE STATE IMPLE- MENTATION PLAN FOR AIR QUALITY; AND DECLARING AN EMERGENCY. WHEREAS, Section 172 of the Federal Clean Air Act, as amended, provides for revision of the State Implementation Plan to achieve national ambient air quality standards; and WHEREAS, Section 174(a) states that the State and elected officials of local governments shall jointly determine which elements of the revised implementation plan will be implemented and by what governmental agency; and WHEREAS, pursuant to the completion of this joint determination required in Section 174(a), and organization of elected officials of local governments, designated by agreement of the local governments in the affected area and certified by the governor, shall prepare a Transportation Control Plan that, if approved by the Texas Air Control Board, shall become revisions to the State Implementation Plan; and WHEREAS, approximately $71,000 in Section 175 planning assistance funds from the Environmental Protection Agency will be allocated to the Corpus Christi area for development of a Transportation Control Plan over a two year period; NOW THEREFORE, BE IT RESOLVED: t- SECTION 1. That the City of Corpus Christi hereby requests that the Corpus Christi Metropolitan Planning Organization be designated as the lead agency for air quality planning, to prepare and complete an approvable Transportation Control Plan as a proposed revision to the State Implementation Plan as stipulated by the Federal Clean Air Act; SECTION 2. That the City of Corpus Christi be designated to review and adopt by ordinance such Transportation Control Plan before submission to the Texas Air Control Board; SECTION 3. That this resolution be transmitted to the Governor and to the Chairman of the Texas Air-Control Board; MI-C & ? bUL 0 81980 14G� SECTION 4. The necessity to immediately adopt the aforesaid Resolution creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution . shall be passed finally on the date of its introduction but that such ordi- nance or resolution shall be read at three several meetings of the City Council and the Mayor having declared that such emergency and necessity exist, and having requested the suspension of the Charter rule and that this resolution be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED, this the �� day of t m._L.211 , 1978. k ATTEST: -� S Secretary APPROVED: /rDAY OF NOVEMBER, 1978: J.
