A RESOLUTION
REQUESTING THE AREA DEVELOPMENT COMMITTEE TO
UNDERTAKE A PROGRAM OF ANALYZING THE FUNCTIONS
AND OPERATIONS OF CITY GOVERNMENT AND TO IMPLE-
MENT THE SAME BY EMPLOYMENT OF CONSULTANTS AND
TO MAKE RECOMMENDATIONS FOR IMPROVING EFFICIENCY
AND COST EFFECTIVENESS; AND DECLARING AN EMERGENCY.
WHEREAS, the spiraling cost of inflation has placed an almost
impossible burden on our citizens, especially the elderly and those on
fixed incomes; and
WHEREAS, this burden is most noticeable in the rising cost of
Government at all levels, as is reflected in the tax burdens placed upon
our citizens; and
WHEREAS, the Members of the City Council are most concerned
about the impact resulting from these rising costs upon our citizens:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. That we, the Members of the City Council, do request
of the Area Development Committee that they undertake a program of analyz-
ing the functions and operations of the City Government at all levels and
implement the same by employment of consultants, at their expense, to review
the programs carried out by this City in all areas and recommend their
findings on how to improve efficiency and cost effectiveness in the opera-
tion of Municipal Government, and make their findings available to the
citizens of our community.
SECTION 2. That the Area Development Committee is hereby requested
to meet at its convenience with the City Council to discuss this request
and to set forth its concepts for such a study and how it could be organized
and carried out.
SECTION 3. The public importance of making an analysis of the
functions and operations of the City Government and recommending methods of
improving efficiency and cost effectiveness in the operation of municipal
government creates a public emergency and an imperative public necessity

requiring the suspension of the Charter rule that no ordinance or resolution
shall be passed finally on the date of its introduction but that such ordi-
nance or resolution shall be read at three several meetings of the City
Council, and the Mayor, having declared such emergency and necessity to
exist, having requested the suspension of the Charter rule and that this
resolution be passed finally on the date of its introduction and take
effect and be in full force and effect from and after its passage, IT IS
ACCORDINGLY SO RESOLVED, this the 13th day of December, 1978.

For the reasons set forth in the emergency clause of the foregoing ordinance,
a public emergency and imperative necessity exist for the suspension of the
Charter rule or requirement that no ordinance or resolution shall be passed
finally on the date it is introduced, and that such ordinance or resolution
shall be read at three meetings of the City Council; I, therefore, request
that you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of the City
Council.
