A RESOLUTION
•
WHEREAS, 1979 marks the 20th anniversary of the United National
Declaration of the rights of Children and in commemoration of this special
anniversary the General Assembly of the United Nations has declared 1979
to be the International Year of the Child; and
WHEREAS, it is hoped through this year of worldwide recognition
there will be a heightened awareness of the special needs of children among
decision -makers and the public; and
WHEREAS, it is in the national interest to assist in such a
noble effort at local levels; and
WHEREAS, the Mayor of Corpus Christi, Texas, the Honorable Gabe
Lozano, Sr., on December 20, 1978, proclaimed 1979 as the International Year
of the Child in Corpus Christi; and
WHEREAS, the City of Corpus Christi acknowledges its greatest
single resource to be the people of this City and the perpetual continuation
of this great resource is dependent upon an increased quality of life for
their children and their children's children; and
WHEREAS, the City of Corpus Christi contains many organizations
which are dedicated to providing for an increased quality of life for children;
and
WHEREAS, the coordinated efforts of these many organizations
will heighten the awareness of the special needs of children, in the area
of health, education, social environment, physical and emotional development,
and legal rights; and
WHEREAS, the community would greatly benefit from such a coordi-
nated effort;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the various agencies now serving the needs
of the children within the City are hereby respectfully requested to recognize
the importance of this the Year of the Child, as proclaimed by the United
Nations and the City of Corpus Christi, giving special emphasis to their
children"s programs during this year and coordinate their efforts in developing

a unifying theme for their programs.
SECTION 2. That the City Council of the City of Corpus Christi
urges Mayor Gabe Lozano, Sr., to establish a committee of concerned citizens,,
representing the various agencies in the community which serve the needs of
children, and to further encourage these agencies to coordinate their efforts
during 1979 Year of the Child.
SECTION 3. That the necessity to mark the 20th anniversary of
the United National Declaration of the rights of Children with special
commemoration by the City Council creates a public emergency and an imperative
public necessity requiring the suspension of the Charter rule that no ordinance
or resolution shall be passed finally on the date of its introduction but
that such ordinance or resolution shall be read at three several meetings of
the City Council, and the Mayor having declared such emergency and necessity
to exist, and having requested the suspension of the Charter rule and that
this resolution be passed finally on the date of its introduction and take
effect and be in full force and effect from and after its passage, IT IS
ACCORDINGLY SO RESOLVED, this the 10th day of January, 1979.

For the reasons set forth in the emergency clause of the foregoing ordinance,
a public emergency and imperative necessity exist for the suspension of the
Charter rule or requirement that no ordinance or resolution shall be passed
finally on the date it is introduced, and that such ordinance or resolution
shall be read at three meetings of the City Council; I, therefore, request
that you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of the City
Council.
