AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH
CACTUS U ILITY COMPANY FOR THE INSTALLATION OF SEWER
EXTENSIO S IN THE NUECES ACRES SUBDIVISION AREA; APPRO-
PRIATING $300,000 OUT OF THE NO. 162 FEDERAL/STATES GRANT
FUND, ACTIVITY 4741, CODE 502, FOURTH YEAR COMMUNITY
DEVELOPMENT BLOCK GRANT, OF WHICH $257,378 IS FOR THE
CONSTRUCION CONTRACT, $17,000 IS FOR ADDITIONAL ENGINEER-
ING AND 525,622 IS FOR INCIDENTAL AND RELATED EXPENSES,
APPLICABLE TO PROJECT NO. 162-4741-502, NUECES ACRES
SANITARYSEWER IMPROVEMENTS; AND DECLARING AN EMERGENCY.

SECTION . That the necessity to authorize execution of the afore-
said contract and to provide the necessary funds in order to accomplish the
aforesaid improvements creates a public emergency and an imperative public
necessity requiring the suspension of the Charter rule that no ordinance or
resolution shall be passed finally on the date of its introduction but that
such ordinance or resolution shall be read at three several meetings of the
City Council, and the Mayor having declared such emergency and necessity
exist, and having requested the suspension of the Charter rule and that this

ordinance be passed finally on the date of its introduction and take effect
and be in full force and effect from and after its passage, IT IS ACCORDINGLY

For the reasons set forth in the emergency clause of the foregoing ordinance,
a public emergency and imperative necessity exist for the suspension of the
Charter rule or requirement that no ordinance or resolution shall be passed
finally on the date it is introduced, and that such ordinance or resolution
shall be read at three meetings of the City Council; I, therefore, request
that you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of the City
Council.
