HomeMy WebLinkAbout14782 RES - 02/21/1979• 1 A RESOLUTION WHEREAS, boaters and fishermen from throughout Texas and the nation come to Corpus Christi to enjoy the Laguna Madre and adjoining bodies of water; and WHEREAS, the John F. Kennedy Causeway is the most popular launch point for these tourists, especially at the Gulf Intracoastal Waterway crossing where two Texas Parks and Wildlife Department public boat ramps are heavily used; and WHEREAS, the land on and adjacent to the John F. Kennedy Causeway, where bait supplies, food service, public restrooms, and vehicle parking facilities must be located to serve the large numbers of visiting boaters and fishermen, is under the jurisdiction of the State Department of Highways and Public Transportation and the School Land Board; and WHEREAS, these tourists should not continue to be exposed to the substandard and unsanitary conditions which have existed in the past; and WHEREAS, the City of Corpus Christi recognizes the unique physical features of the causeway and the importance of wetland maintenance, traffic safety and flood plain management concerns of both State agencies; and WHEREAS, restrooms previously operated by the Department of Highways and Public Transportation have been abandoned and are closed; and WHEREAS, there are no facilities to provide for orderly parking, to dispose of waste and debris, or to provide water and other minimum necessities: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the State Department of Highways and Public Transportation and the School Land Board are hereby urged to grant the City of Corpus Christi the maximum term of approval, such as 25-30 years, to use lands on and adjacent to the John F. Kennedy Causeway so that adequate improvements can be constructed thereon to serve boaters and fisher- men from throughtout Texas and the nation. SECTION 2. That the State Department of Highways and Public Transportation and the School Land Board are hereby urged to resolve any conflicting regulations and to provide the City with the maximum feasible discretion so that the City can be in a position to make and authorize permanent improvements. That the City of Corpus Christi is prepared to proceed with the issuance of voter approved bonds for the construction of sanitary sewer lift station, force main and gravity lines, public restrooms, and parking improvements upon receipt of such approval from the State Department of Highways and Public Transportation and the School Land Board. SECTION 4. The necessity to provide safe, clean facilities, adequate parking and other minimum necessities in order to encourage boaters, fishermen and tourists as well as local citizens to use the facilities along the John F. Kennedy Causeway, the Laguna Madre and adjoining bodies of water creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, and having requested the suspension of the Charter rule and that this resolution be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED, this the -2/ day of February, 1979.
