AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT
WITH SHUR-FLO, INC. AND JOHN G. HOLLAND CONSTRUCTION
COMPANY, A JOINT VENTURE, DOING BUSINESS AS SLIPLINERS,
FOR THE SLIP LINING OF McARDLE ROAD SANITARY SEWER
TRUNK MAIN, SUBJECT TO APPROVAL FROM THE ENVIRONMENTAL
PROTECTION AGENCY; APPROPRIATING $1,030,000 OUT OF THE
N0. 250 SANITARY SEWER BOND FUND, OF WHICH $998,998 IS
FOR THE CONSTRUCTION CONTRACT, $17,837.22 IS FOR RESI-
DENT INSP CTION SERVICES TO BE PERFORMED BY THE CONSULT-
ING ENGINE AND $13,164.78 IS FOR RELATED EXPENSES,
APPLICABLE TOROJECTNO. 250-77-7, McARDLE ROAD MAIN
LINING; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager be and he is hereby authorized
to execute a contract with Shur -Flo, Inc. and John G. Holland Construction
Company, a joint venture, doing business as Slipliners, for the slip lining
of McArdle Road Sanitary Sewer Trunk Main, subject to approval from the
Environmental Protection Agency, all as more fully described in the plans
and specifications and contract documents on file in the office of the
City Secretary, all of which are made a part hereof by reference and accord-
ing to the bid of Shur -Flo, Inc. and John G. Holland Construction Company,
a joint venture, doing business as Slipliners, opened on February 21, 1979,
said bid being the lowest and most advantageous to the City of Corpus Christi.
SECTION 2. That there is hereby appropriated out of the No. 250
Sanitary Sewer Bond Fund the sum of $1,030,OOO,of which amount $998,998 is
for the construction contract, $17,837.22 is for resident inspection
service to be performed by the consulting engineer, and $13,164.78 is
for related expenses applicable to Project No. 250-77-7, McArdle Road Main
Lining.
SECTION 3. That the necessity to execute the aforesaid contract
and to appropriate the sums hereinabove set forth in order that construction
of the aforesaid sanitary sewer improvements may be commenced at the earliest
practicable date, subject to approval of the Environmental Protection Agency,
creates a public emergency and an imperative public necessity requiring
the suspension of the Charter rule that no ordinance or resolution shall be
passed finally on the date of its introduction but that such ordinance or

resolution shall be read at three several meetings of the City Council, and
the Mayor, having declared such emergency and necessity to exist, having
requested the suspension of the Charter rule and that this ordinance be
passed finally on the date of its introduction and take effect and be in
full force and effect from and after its passage, IT IS ACCORDINGLY SO

For the reasons set forth in the emergency clause of the foregoing ordinance,
a public emergency and imperative necessity exist for the suspension of the
Charter rule or requirement that no ordinance or resolution shall be passed
finally on the date it is introduced, and that such ordinance or resolution
shall be read at three meetings of the City Council; I, therefore, request
that you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of the City
Council.
