AN ORDINANCE
AUTHORIZING THE CITY MANAGER TO EXECUTE -A CONTRACT WITH
RALPH BURKE ASSOCIATES FOR UPDATE OF THE AIRPORT MASTER
PLAN AND SUCH OTHER SERVICES AS ARE MORE FULLY DESCRIBED
AND SET FORTH IN THE ENGINEERING AGREEMENT, A SUBSTANTIAL
COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF,
MARKED EXHIBIT "A"; APPROPRIATING $94,600 OUT OF THE
NO. 245 AIRPORT BOND FUND FOR PAYMENT TO THE ENGINEER,
APPLICABLE TO PROJECT NO. 245-77-7, AIPORT MASTER PLAN
UPDATE; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That the City Manager be and he is hereby authorized
to execute a contract with Ralph Burke Associates for update of the Airport
Master Plan and such other services as are more fully described and set
forth in the engineering agreement, a substantial copy of which is attached
hereto and made a part hereof, marked Exhibit "A".
SECTION 2. That there is hereby appropriated the sum of $94,600
out of the No. 245 Airport Bond Fund for payment to the Engineer, applicable
to Project No. 245-77-7, Airport Master Plan Update.
SECTION 3. The necessity to authorize execution of the agreement
and to appropriate the sums necessary to effect the agreement at the earliest
practicable date creates a public emergency and an imperative public necessity
requiring the suspension of the Charter rule that no ordinance or resolution
shall be passed finally on the date of its introduction but that such ordinance
or resolution shall be read at three several meetings of the City Council,
and the Mayor having declared such emergency and necessity exist, and having
requested the suspension of the Charter rule and that this ordinance be passed
finally on the date of its introduction and take effect and be in full force
and effect from and after its passage, IT I5 ACCORDINGLY SO ORDAINED. this

CONTRACT FOR CONSULTANT SERVICES
THE STATE OF TEXAS
COUNTY OF NUECES x
WHEREAS the City of Corpus Christi is contemplating a number of
improvements to the Corpus Christi International Airport including terminal
area parking lot, airport access roadway, airline apron, aviation ramp, rental
car ready and return lots, service courts and terminal building expansions; and
WHEREAS the City has selected the engineering firm of Lockwood,
Andrews & Newnam and the architectural firm of Cotten & Landreth to prepare
the plans and specifications for the various improvements; and
WHEREAS the engineering and architectural firms are in the process
of preparing their preliminary plans and recommendations; and
WHEREAS before any physical improvements take place it is necessary
that these improvements are compatible with the present and projected needs of
the Airport and its users; and
WHEREAS the present Air -port Master Plan needs to be updated to take
into consideration the changes which have taken place in terms of air travel
and provide a comprehensive review of the needs for improvement to the Terminal
facilities, access, parking and other services.
NOW, THEREFORE, Ralph Burke Associates hereinafter called Consultant
and the City of Corpus Christi hereinafter called "City" agree on the following
services to be performed.
A. The Consultant agrees to provide all the services listed in the
proposal dated March 1, 1979 and made a part of this agreement.
B. For and in consideration of the services listed in the proposal
the City agrees to pay the Consultant a fee of $94,600.00 all in accordance with
the terms and provisions included in said proposal.
Assignability
The Consultant shall not assign, transfer or delegate any of his
obligations or duties in this contract to any other person without the prior
written consent of the City, except for routine duties delegated to personnel
of the engineer's staff. If the Consultant is a partnership, in the event of

the termination of the partnership, this contract shall inure to the individual
benefit of such partner or partners as the City may designate. No part of the
Consultant's fee may be assigned in advance of receipt by the Consultant
without written consent of the City.
Executed in duplicate, each of which shall be considered an original,
this day of , 1979.

In accordance with our discussions during our telephone conversation on
February 26th, we are pleased to submit our proposal to update the
Master Plan Study of Corpus Christi International Airport.
Our proposed Study would put special emphasis on the Terminal area,
specifically examining the limitations of Terminal Building expansion as
now contemplated by the City. We would identify the time period in
which the expanded Terminal Building would no longer meet the demand for
Terminal facilities. Thus, the development of an entirely new Terminal
area would become appropriate. Our forecast of growth in passenger
traffic and our establishment of increased Terminal Building require-
ments would enable us to determine whether the proposed expansion would
be economically feasible, i.e., provide a sufficient number of years of
Building use to justify the expansion.
We trust that the City will find our proposal to be both timely and
satisfactory. If authorized by letter of intent, we would immediately
take steps to review the proposed scope of work with the FAA and arrive
at any revisions that that agency would indicate to be desired. At the
same time, we would begin to prepare for the City materials to be used
in the City's application for an FAA Master Planning Grant for the Study.

PROPOSAL TO UPDATE THE
MASTER PLAN STUDY OF CORPUS CHRISTI
INTERNATIONAL AIRPORT
CORPUS CHRISTI, TEXAS
We understand that the City of Corpus Christi (City) is contemplating an
early, significant expansion of the Terminal Building, public parking
lot and entrance road facilities at Corpus Christi International Airport
(Airport). In order to accomplish such an expansion in a manner that
would be responsive to the Airport's future aviation activities demand,
an updating of the Airport's 1970 Master Plan Study is thought to be
required. Ralph Burke Associates, hereinafter also called Consultant,
is pleased to submit this proposal to prepare the required updating
(Study).
The specific redevelopment projects presently contemplated include:
widening of the Airport entrance roadway from two lanes to four; expan-
sion of the Terminal area parking lot; expansion of Terminal Building
service court, air carrier apron and general aviation apron. No runway
development work is anticipated at the present time.
In view of the above development requirements, the proposed Master Plan
Study updating will have the following focus and limitations. Work will
be concentrated upon the establishment of Terminal area requirements.
The practical limit on Terminal Building expansion will be identified.
I£ pertinent, the timeperiod in which the development of an entirely
new Terminal area will be required will be forecast. The mode and
limitation of Terminal area parking lot expansion will be established.
If parking capacity proves to be the practical determinant of ultimate
inadequacy of the existing Terminal area, then this circumstance will be
weighed in forecasting the time period of required development of a new
Terminal area.
Inasmuch as runway development work (both new construction and extension)
is not presently foreseen, the proposed Master Plan Study updating will
not include the preparation of an environmental impact study, nor will
it include an aviation operations noise study. Should runway development
work prove to be required and should the City determine to undertake
such work, then the required environmental study and Environmental
Impact Assessment Report could be prepared as a later project. indepen-
dent of and separately funded from this Master Plan Study updating.
WORK STATEMENT
The following task statements are consistent with the work task descrip-
tions of FAA Advisory Circular 150/5070-6. All work under the proposed
Study will be accomplished in accordance with that circular.
STUDY DESIGN
Immediately upon receipt of notice of selection to update the Master
Plan Study for Corpus Christi International Airport, the Consultant will

establish with the City of Corpus Christi and the FAA a finalized scope
of work for the Study update. That scope of work will derive from the
tentative scope of work characterized by this Work Statement. It will
be the basis for the City's application for an FAA Airport Master Planning
Grant for the Study.
PHASE I AIRPORT REQUIREMENTS STUDIES
A. History of the Airport and the Necessity of a Modern Airport
A brief history of aviation activity at the Airport will be
prepared. The necessity to develop a modern airport to serve the aviation
needs of the Corpus Christi community will be discussed in detail.
B. Community Inventory
Airport planning will not proceed irrespective of the circum-
stances and influences of the community. Community constraints will be
identified and analyzed as the background against which the Master Plan
_Study's realistic planning will occur. These constraints will include,
but not necessarily be limited to, the following representative factors:
• Geographical Data - political subdivisions within
the Airport influence area
• -Socio-economic-political circumstances of the
community, including projections based on national
trends (Reliance will be placed upon existing docu-
mentation of the socio -economic -political circum-
stances of the community.)
• Comprehensive area development plans and their
relationship to the Airport
• Zoning ordinances and codes - Local powers in
regard to control of land uses in the Airport
environs
• Local and regional surface transportation systems
that serve or could serve the Airport (Existing
studies will comprise the data base for the con-
sideration of surface transportation systems.)
Close liaison will be maintained with the cognizant jurisdictional and
planning agencies to insure that all factors which bear upon the Airport
will be taken into account in the planning.
C. Aviation and Airport Inventory
A physical inventory will be taken to establish the present
configuration and facilities of the Airport and to serve as a point of

departure for the determination of Airport requirements. The specific
items of the inventory and the sources of information will include the
following and any others that would relate to the Airport.
• Prior Airport Planning Documents
• The National Airport System Plan
• State and local statutes governing aviation and the
development of airports and airport facilities
• Development projects currently in force, if any
• Airport land use
• Interfaces with other transportation modes
• Physical inventory of Airport facilities to estab-
lish the present Airport configuration and serve as
a basis for the determination of new development
requirements. -
• Existing and potential significant -obstructions as
will be delineated in the Airport Layout Plan
• -Description of airspace structure, locations .of
navigational aids, landing aids, etc.
• Meteorological data, as available from the Asheville,
North Carolina records center, to update wind rose,
if required.
• Sources of financing available to the Airport;
present indebtedness.
Available, pertinent reports will be reviewed and the valid data and
projections abstracted so as to minimize needless, redundant effort.
Existing facilities will be depicted on a base nap of the Airport area.
D. Initial Public Contact
An opportunity for the public to be made aware of the Study
and to express its opinions and suggestions will be provided at an
informal meeting to be held at the outset of the Study. This meeting
would be attended by City, FAA and other cognizant agencies (if any)
personnel. It will be held either before or during the time that
inventory and inspection of the Airport are being accomplished. The
purpose and scope of the Study will be outlined and the time schedule
delineated. Critical events as they would relate to the public, e.g.,
the subsequent public meetings and presentations on the Study, will be
illuminated.

The initial meeting will serve to involve the public and, it would be
hoped, forestall possible, later, adverse reaction to the Airport Master
Plan, based upon inadequate publicity. It will provide a means of
obtaining suggestions and inputs from the public that would influence
the Master Plan.
E. Airport Inspection and Condition Survey
An inspection will be made of the Airport facilities to deter-
mine their physical condition and adequacy to serve both present day and
future traffic. This inspection and survey will supplement the infor-
mation given for the Airport in FAA Form 5010. It will include, but not
be limited to, such items as Terminal Building, maintenance hangars,
storage hangars, runways, apron and taxiways, the parking lot, roadway
system, general aviation facilities, fixed based operator installations
and all other, related Airport facilities. The inspection and survey
will be accomplished at the same time as that of the Airport Inventory,
Work Task C above.
F. Operations Survey
Forms will be prepared for use in a seven day survey of opera-
tions of the Terminal Building and the external facilities of the Terminal
area. Those operations will include:
• For the Terminal Building
passenger flows
airline operations
• For the external facilities
parking lot occupancies
curb occupancies by private vehicles, taxicabs
and limousines
rental car ready and return areas occupancies
roadway vehicular counts
service court occupancies
employee parking lot occupancies
metered space occupancies
It is understood that Airport staff members and airline employees will
conduct the above survey in accordance with the above-mentioned forms
and instructions provided by Consultant. Consultant will analyze the
survey data to determine peak hour passenger flows and airline operations
and peak hour operations of the external facilities.
G. Operations Statistics
Existing statistical data concerning aviation operations at
the Airport will be compiled and analyzed. Such data will supplement
the data deriving from the operations survey of Work Task F above.

Included among the statistical data to be compiled and analyzed will be
data on: airline and aviation operations, types of aircraft, passenger
enplanements, aviation fuel sales. It is anticipated that the assistance
of the Airport staff will be provided in obtaining statistical data for
which the pertinent statistics might not normally be gathered.
The above analysis will result in the establishment, over a three year
period, of peaks and month -by -month trends in aviation operations,
passenger enplanements and air cargo moved. The trends will serve in
the forecasting of pertinent aviation factors under Work Task J of this
Phase I.
H. Origin and Destination of Airline Passengers
1. Top 25 Cities
A tabulation and analysis will be made of the origins and
destinations of airline passengers using the Airport, for the top 25
cities served by the airlines. CAB records will be relied upon for
historical data relative to past, certificated air carrier operations at
the Airport. Air commuter records, to the extent that they are complete
and available, will be analyzed for community of interest information
for a recent year of passenger service at the Airport.
2. Local Origin/Destination
Local origins will be inferred from a one or two day
survey of license plate numbers of cars entering the Terminal and general
aviation areas. The alpha -numeric license number system indicates the
County in which an automobile is registered and, presumably, therefore,
the County of residence of the owner/passenger. This means of establishing
the Airport air trade area would provide generalized information, suffi-
cient to confirm the area. -
I. Influence on Neighboring Airports
An assessment will be made of the probable impact that expansion
of the Airport will have on the existing air carrier and general aviation
airports within its influence area. The effect that possible future
abandonment of other air carrier and general aviation airports, or the
establishment of a new airport in the area, may have on the Airport will
be estimated.
J. Annual and Peak Hour Air Traffic Forecasts
The pertinent air traffic records compiled and analyzed under
Work Task G above will be studied, and forecasts will be made for the
twenty year period covered by the Master Plan Study updating (emphasizing
initial, 5th, 10th and 20th years). The forecasts will be based upon
past and present traffic and considered judgment, for the following
aviation factors, on an annual basis and on a monthly and/or peak hour
basis, as applicable:

1. Enplaned airline passengers or passenger movements
2. Scheduled air carrier movements
3. Passenger boardings per air carrier departure
4. Passenger seats available per air carrier scheduled
departure (for current schedule only)
5. Passenger index, i.e., the ratio of passengers
enplaned to the population of the air trade area
6. Air cargo handled (air mail, express and air freight)
7. Air commuter operations and passengers
8. General aviation operations - itinerant and local
9. General aviation enplaned passengers
10. Military operations - itinerant and local (if
applicable)
11. Total aircraft operations
12. Instrument approaches
13. Number of based aircraft
14. Stage lengths of departing aircraft
K. Technical Improvements in Aircraft
The possible utilization at the Airport of future versions of
corporate jets, helicopters, VTOL and STOL aircraft will be investigated.
Any resultant effect on aviation operations will be determined so as to
insure that proposed Airport facilities will be planned with future
trends in mind. This determination will minimize the chance that the
Airport becomes prematurely obsolete because of a failure to anticipate
improvements in aircraft technology and the impact of those improvements
on air carrier and general aviation operations.
L. Demand/Capacity Analysis
Runway/Taxiway capacity will be determined. For the initial
period covered by the Master Plan, use will be made of the methodology
documented in FAA Advisory Circular AC 150/50601A, "Airport Capacity
Criteria Used in Preparing the National Airport Plan". For the 20th
year period use will be made of the methodology documented in FAA
Advisory Circular AC 150/5060-3A, "Airport Capacity Criteria Used in
Long Range Planning".
Airspace, airside and access capacities will be evaluated judgmentally
and/or quantitatively, as appropriate.

M. Determination of Airport Requirements for
the Initial, Fifth, Tenth and Twentieth
Years of the Twenty Year Master Plan Period
All aviation and non -aviation tenants of the Airport will be
contacted in person and by means of survey questionnaires to determine
the tenants' own estimates of future needs. These estimates and the
previously determined present Airport status and forecast aviation
demand will be correlated to serve as the basis for establishment of
Airport requirements for the initial, 5th, 10th and 20th year time
periods of the Master Plan period. In particular, requirements will be
established, as appropriate, for the following Airport facilities and
any other facilities that the Study may reveal to be pertinent.

Space requirements will be established for the following
Terminal Building facilities, based upon the critical opera-
tional factors established under Work Task J above.

• Airline operations area
• Outbound baggage
• Baggage claim area and equipment corridor
• Airline storage
• Waiting room area
• Hold rooms
• Concourse
• Number of gates
• Security area(s)
• - Air freight facilities
• Airport management operations offices and facilities
• Conference room
• Car rental/limousine/taxi counters
• Concessions (gift shop, insurance, advertising space,
amusement area, TV lounge, etc.)
• Restaurant, restaurant facilities and cocktail lounge
• Public toilets
• Janitorial area
• Equipment, utility, storage areas
• Corridors, stairs, elevators, vestibules
The time -phased space requirements of the above facilities
will be compared to the areas now taken by those facilities,
and time -phased expansion requirements will be determined
through the 20 year planning period. If, at some point during

this planning period, the present Terminal area and facilities
become inadequate to permit the required expansion, then a
recommendation will be made for the time period in which
development of a new Terminal area will be appropriate.

N. Review with City and FAA
The findings and recommendations of the Airport Requirements
Phase will be reviewed with City representatives and Airport staff.
Personnel of the FAA and other cognizant agencies, if any, would'par-
ticipate in the review as appropriate. A separate review with the
latter agencies is not contemplated. The concurrence of the cognizant
persons in the characteristics desired for the Airport will be obtained.
The review meeting will be open to the public, but it will not be adver-
tised. The meeting is not intended to be a forum for public input.
That input will have been obtained in the public presentation (Work Task
D) given earlier in Phase I. Comments by the public on the Airport
Requirements determined in Phase I will be received during the public
presentation proposed for Phase III.
PHASE II - SITE SELECTION (DELETED)
It is presumed that the present Airport site is adequate to,
meet the needs of the 20 year planning period. Therefore, the selection.
of a new site will not be required, and this phase of a Master Plan
Study will not be applicable. However, the adequacy of the existing
site will be confirmed by means of a Site Adequacy Study to be accom-
plished under Phase III of the Master Plan Study updating.

PHASE III - MASTER PLAN DEVELOPMENT
Phase I of the Study will have established the requirements
and characteristics of continuing Airport development, as imposed by the
served market. In order to confirm the adequacy of the present site
against those requirements and characteristics, the following factors
will be evaluated: airspace structure and interference, community
present status and future growth, access and convenience -to modes of
ground transportation, availability of utilities, land costs and develop-
ment costs.
Confirmation of the present site will take into account relevant Airport
System Plans and pertinent local and regional comprehensive plans. In
this respect close liaison will be maintained with the federal, state,
regional and local agencies having jurisdiction over the Airport.
The Site Evaluation Tasks outlined below are designed to yield all the
information necessary to hold an informal public meeting on the Airport
Master Plan. In anticipation of this meeting, Phase III will produce a
Preliminary Airport Development Plan (PADP). This Plan, amended in
response to the outcome of the public meeting, will be the basis of
preparation of the Airport Layout Plan (ALP), which preparation will be
accomplished during Phase V of the Study.
It is imperative that III be of such scope and depth as to insure
that the PADP deriving from it will be an acceptable basis for the
preparation of the final Airport Layout Plan (ALP). As such, it is
presumed that the PADP will not require extensive modification when
rendered as the ALP. The PADP will be presented to the community at the
public meeting on the Master Plan to be held during this Phase III.
A. Preliminary Airport Development Concepts
A Preliminary Airport Development Plan (PADP), showing land
uses, configuration of runways and taxiways, terminal and general
aviation areas, hangar areas, access and internal roadways, parking
facilities, approach and transition zones, provisions for air naviga-
tional aids, etc., will be prepared. A sufficient number of trial
configurations will be considered to insure that the Airport require-
ments determined in Phase I of the Study will be accommodated in an
efficient manner, making optimum use of existing facilities and pres-
ently owned land, minimizing, thereby, expenditures for future Airport
development.
The PADP will consist of a single plan sheet prepared in accordance with
the pertinent standards and Advisory Circulars promulgated by the FAA
and in effect on the date that this proposal is submitted. The stan-
dards and AC's that would govern the PADP will be those appropriate to
the size and class that the Airport will have been determined to be as
its development continues under the updated Master Plan. The PADP will
be reviewed with the City, and it will then be submitted to the FAA and
other cognizant agencies for reviews and preliminary airspace approval.

In addition to the aviation requirements input and the relevant layout
constraints, the PADP will be governed by the following inputs to be
developed.
1. Land Use Plans on Airport
A land use plan for Airport facilities will be developed.
This on -Airport land use plan will provide for the following facilities,
if and as applicable:
• Airfield facilities, e.g., runways, taxiways,
navaids
• Terminal area including aprons, Terminal
Building, parking facilities and roadways
• Aircraft storage hangars
• Fixed base operator facilities.. including
hangars, apron and parking facilities
• Air freight (cargo) facilities
• Aviation fueling facilities
• Aviation school(s)
• Aviation services (survey, patrol, photo, etc.)
• Electric sub -stations
• Crash, fire, rescue facility
• Entrance, circulation and perimeter roadways
• Power transmission lines
--•. Non -electric utilities
• Industrial park
• Military facilities, if appropriate
2. Airport Access
A generalized study will be made of the roadways and
ground traffic between the Airport and: the Corpus Christi Central
Business District; points of connection with existing and planned
arterial highways; other airports. In particular, the time -phased needs
of Terminal area access to abutting primary highway systems wi1L be
determined. Any discrepancies or inadequacies will be reported so that
they can be transmitted to the appropriate agencies for consideration.
3. Schematic Plans for Terminal and
General Aviation Areas
The requirements determined in Phase I for development of
the Terminal and general aviation areas of the Airport, will be inter-
preted in schematic plans describing, in plan form, the configuration
and layout of: expanded Terminal Building; Terminal area and facilities,
e.g., parking and car rental, entrance, exit and circulation roadways,
etc.; general aviation area and facilities, including aprons, hangars,
fuel storage facilities, FBO area, circulation and internal access
roadway, parking facilities, etc. The schematic plans will show general
layout of the facilities, floor areas required, etc. They will serve as
a point of departure for later, detailed design development of the
facilities by consultants subsequently to be chosen.

B. FAA Review of Preliminary Airport Development Plan
The PADP will be submitted to the FAA and, if applicable,
other cognizant agencies for review and preliminary airspace studies.
If this process should occupy a lengthy interval of time there could
result a delay in Study preparation. All available means will be
employed to expedite the process.
C. Site Evaluation
The Airport site will be evaluated in a generalized manner, on
the basis of the PADP and the technical circumstances of its location.
The evaluation, while minimal, will insure that any attacks on the site,
as may possibly arise in the public meetings on the Master Plan, will be
answerable.
The foregoing work tasks of the Study, along with such soil borings data
as may be available, will provide information necessary to make a deter-
mination of the adequacy of the Airport to meet the requirements of the
twenty year Master Plan period. The technical feasibility of development
of the Airport to meet the forecast requirements will be evaluated in
this task in terms of such criteria as, e.g., airspace requirements,
long range airfield requirements, Terminal area requirements, access
requirements.
D. Public Presentation
In anticipation of the final public presentation on the Airport
Master Plan, to be held at completion of the Study (Phase V), a public
meeting will be held upon completion of the PADP. The community will be
provided with sufficient information on Airport requirements and the
responsive development program to make known its reactions and opinions.
Work remaining on the Study will be discussed with a view toward accommo-
dating the reasonable and practicable goals for and limitations on
Airport development that the community would be seen to favor.
The further work on the Master Plan Study would be facilitated by the
awareness of community attitude that the public meeting would provide.
By responding appropriately to the community input, the Plan to be pre-
sented at the later, final public presentation would have the highest
probability of acceptance and the minimum of conflict with the commu-
nity's perception of Airport acceptability.
E. Master Plan Development
Development of the Master Plan will proceed in accordance with
the Airport requirements determined in Phase I and the PADP prepared in
this Phase III. Account will be taken of the community response made
known as a result of the public meeting characterized under Work Task D
immediately above.

1. Master Plan Drawing
A Master Plan drawing, showing the Airport in its ultimate
state of development in the 20 year planning period, will be prepared.
This drawing will be based upon the Preliminary Airport Development
Plan, amended as a result of the public meeting and presentation held as
Work Task D of this phase of the Study.
2. Recommended Development Program
The total development requirements of the 20 year develop-
ment program will be tabulated and described in narrative form.
3. Stage Development
Based upon the Master Plan drawing, a program of staged
development will be recommended and graphically depicted. The graphic
depiction will indicate the extent of the facilities required in logical
increments through the 20 year period. Staging will be accomplished by
focusing upon the initial time period and the ensuing, intermediate
(fifth and tenth year) and long range (twentieth year) time periods of
the development program.
4. Land Acquisition and Easements
The land acquisition and easement recommendations of the
Consultant's 1970 Master Plan Study for Corpus Christi International
Airport will be reviewed, and note will be taken of the City's program
to implement those recommendations. The recommendations will be re-
considered in terms of the findings of the proposed Master Plan Study
updating, and they will be confirmed or modified as appropriate.
F. Zoning Recommendations
Recommendations will be made regarding appropriate zoning
controls in the Airport environs. The recommended zoning will take
account (qualitatively) of aviation operations noise, and it will protect
the Airport from undesirable encroachment. Any circumstances peculiar
to the existing site will be revealed, and the appropriate specific
recommendations made. The recommendations will be reviewed with the
cognizant planning and zoning agencies to obtain their comments and
concurrences.
G. Review with City and FAA
The Airport Master Plan and the staged development program, as
developed in this phase, and the considerations of zoning control, land
acquisition and easements will be reviewed with City officials and
Airport staff. Personnel of the State and the FAA and other cognizant
agencies, if any, would participate in the review as appropriate. A
separate review with the latter agencies is not contemplated.

PHASE IV - FINANCIAL CONSIDERATIONS
A. Estimates of Development Cost
A detailed estimate of the cost of construction of each major
stage of Airport development will be prepared. This estimate will
include all items, such as: land acquisition and easements (the City
will furnish estimated land acquisition costs), clearing and grading of
land and demolition of such structures as may be present; construction
of runways, taxiways and aprons; underground utilities; Terminal Building
and facilities; fixed base operator installations; maintenance and
safety buildings; hangars; fueling facilities; entrance and circulation
roads; parking areas; industrial park facilities (if appropriate);
necessary civil features. The estimate will also include allowances for
engineering, architectural, legal and appraisal fees, and an allowance
for unforeseen contingencies.
B. Lease Review
All existing leases with the airlines, fixed base operators,
concessionaires and other aviation and non -aviation tenants of the
Airport will be reviewed. If appropriate, recommendations will be made
for revisions in terms or rates, such as would bring -those terms and
rates into alignment with the terms and rates currently in effect at
other airports comparable to Corpus Christi International.
C. Estimates of Income and Operational
and Maintenance Expenses
To determine the economic self-sufficiency of Airport develop-
ment, estimates will be prepared of operational and maintenance expenses
and expected income from all sources, including aviation facilities
revenue, non -aviation tenants revenue and local, state and federal
financial assistance programs. These estimates will be prepared for the
initial time period and the ensuing 5th, 10th and 20th year time periods.
If pertinent, these estimates of income and expenses will be presented
in a format which will allow comparison of the costs and revenues of the
various cost and revenue centers of the Airport. Such a format will be
possible, however, only if the Airport's past records of revenues and
expenses have been kept in that format.
D. Financial Feasibility
The foregoing estimates of development cost, operational and
maintenance expenses and income will be analyzed to determine the economic
feasibility of implementing the recommended Airport development program
in the development periods of interest.
E. Financing Program
Various methods of financing the recommended Airport expansion
will be discussed, and a specific financing program will be presented.

The various sources of development funds, such as Federal and State
Grants -in -Aid, revenue bonds, general obligation bonds, accumulated
surpluses, revenue sharing funds, possible EDA funds and other non -
Airport revenue sources, will be indicated.
Recommendations will be made regarding the methods which would be
appropriate for the City to utilize.
F. Review with City and FAA
The findings of this Phase IV of the Master Plan Study will be
reviewed with City officials and Airport staff. Personnel of the FAA
and other cognizant agencies, if any, would participate in the review as
appropriate. A separate review with the latter agencies is not contemplated.
PHASE V - FINAL ALP, REPORTS AND PRESENTATIONS
A. Final Airport Layout Plan
The Preliminary Airport Development Plan (PADP), presented to
the public during Phase III of the Study, will be amended in accordance
with the outcome of that presentation. Following concurrence by the
City and the cognizant agencies, the amended PADP will_be drawn up in
final form as the final Airport Layout Plan (ALP). The final ALP will
be prepared in accordance with FAA Advisory Circular 150/5300-4B, dated
June 24, 1975. It will, comprise the following sheets:
• Cover sheet indicating approvals
• Layout plan drawing showing prominent Airport facil-
ities, dimensional and azimuthal data, boundaries,
approach and clear zone outlines, ground contours
taken from existing topographic maps supplemented,
as necessary, by contour and obstruction maps that
the Consultant will obtain in the runway clear
zones.
• Land Use Plan for areas within the Airport boundary
• Approach and clear zone layout drawing portraying,
in plan view, the FAR Part 77 Imaginary Surfaces and
the areas under them.
• Drawing showing terrain profiles along FAR Part 77
approaches to the Airport runways and the locations
of objects along the approaches that penetrate an
imaginary glide slope of half the steepness of the
actual glide slope appropriate to the Airport.
The clear zone plan view and the approach profiles
will be drawn to a scale 1" 200'. Obstructions
will be shown in both views, numbered to correspond.

C. Final Master Plan Report
The final Master Plan Report will be prepared and processed in
accordance with the following procedure.
A draft Master Plan Report will first be prepared. Twenty copies of
this draft will be provided to the City for review and distribution
among the cognizant federal and local agencies. Comments received from
the City and those agencies will be reflected in an amended draft. That
draft will be published as the Technical Report of the Master Plan for
Corpus Christi International Airport.
D. Final Public Presentation
A formal, public presentation of the Master Plan Study updating
will be made at the time of publication of the Master Plan report. The
presentation will substantiate that the Study will have responded to the
reasonable comments expressed at the public meeting held during Phase III.
E. Quarterly Status Reports and Interim Reporting
In accordance with FAA requirements for a quarterly status
report, brief such reports will be submitted to the City for concurrence
and transmittal to the FAA. The data, analyses, text and exhibits
deriving from each Study phase will be assembled and transmitted to the
City as the phase interim report.
F. Study Documentation
The documentation to be furnished during and at conclusion of
the Study will comprise the following items:
• Quarterly Status Reports 6 copies
• Initial Draft Final Report 20 copies
• Master Plan Technical Report 150 copies*
• Preliminary Airport Develop- 10 copies

FEE
We propose to prepare the Master Plan Study for Corpus Christi Inter-
national Airport, in accordance with the preceding Work Statement, for a
lump sum fee of Ninety Four Thousand Six Hundred Dollars ($94,600),
inclusive of all costs of labor and all reimbursable expenses.
Time Limitation on Fee Quotation
The above fee has been quoted on the basis of costs expected to be
applicable during the anticipated period of Study preparation. The
quotation will remain in effect until September 30, 1979. Should formal
authorization to proceed be granted after this date, we reserve the
right to review and possibly adjust the fee quoted above to reflect cost
escalations that may take place during the time intervening between
submittal of this proposal and receipt of Notice to Proceed.
Mode of Payment
It is agreed that interim billing, in proportion to the amount of work
accomplished, will be allowable during the course of the Study. Payment
will be due upon receipt of invoice for services rendered to date of
billing. It is further agreed that the final 10% of fee will not be due
until the Master Plan report has been delivered in published form.
GENERAL PROVISIONS
Responsibility of the City of Corpus Christi
We understood that the City will appoint an official to be our point of
contact for the Study, to act in all matters of information and data
exchange, coordination, direction, reviews and approvals. The City will
provide, at no cost to us, the following items of data and information:
1. All past statistics regarding the Airport, such as passenger
movements, based aircraft and aviation operations.
2. Past records of airport revenues, operational and maintenance
expenses, debt service and other, similar fiscal items, with
revenues detailed as to source, and expenses, if available,
allocated by item for the regularly established fiscal periods.
3. List of present tenants of the Airport and lease terms.
4. Copies of inquiries received from desirable tenants during the
past 24 months who could not be accommodated due to lack of
facilities.
5. Previous studies, reports and plans relating to the Airport.
6. Aerial photographs of the Airport.
7. Copies of comprehensive area planning reports.

8. Identification of all cognizant planning agencies.
9. Copies of relevant statutes, ordinances, codes, etc.
10. Passenger records of the air commuter(s) serving the Airport
11. If any land or easements are required, valuations are to be
furnished by local real estate appraisers. Any necessary
meetings with appraisers to establish the land --takings will be
held in order to inform them of the aeronautical factors and
requirements so that they may take those items into account
when setting their valuations.
12. Existing soil borings data and pavement evaluations.
13. Reproducible copy of existing Airport Layout Plan.
14. Assistance in gathering routine information required to
prepare the Study.
15. During the course of the Study, copies of the minutes of
meetings of the Airport Advisory Committee and, as they
pertain to the Airport, minutes of meetings -of the City
Council.
Coordination
It is agreed that the Consultant will coordinate the Airport Master Plan
Study updating with appropriate local, regional and state planning
agencies as the City would direct.
Schedule
It is anticipated that progress on the Study will conform to the following
schedule, provided that authorization to proceed is timely, that unusual
delays are not encountered in obtaining the necessary data from the City
and Airport tenants and that the comments and approvals of the City and
the cognizant agencies are not unduly delayed.

Termination
It is understood that the City may, at its discretion, terminate the
Study at the completion of any phase or at any time within a phase. In
the event the City exercises this prerogative, we are to be paid for all
work accomplished to date of termination a fee to be determined on the
per diem basis described below.
Since the work required to prepare the total Study is somewhat iterative,
the various Study phases are accomplished somewhat concurrently. Thus,
it is impossible to identify for reimbursement in the event of early
termination, a specific fee increment with a specific work phase already
completed. That is, the completion of a phase will have involved work
nominally identified with a later phase. Therefore, the appropriate
compensation for all work performed to a given termination point can
best be determined on the per diem basis, which takes into account only
the applied effort but includes all of it.
Per Diem Fee Computation
Per diem fees will be computed by multiplying the payroll costs of
personnel who would be engaged in the provision of authorized services
by a factor two and one-half (2.5), adding, without markup, reimbursement
of the amounts of such out-of-pocket expenses (e.g., travel, subsistence,
long distance telephone, sub -consultant costs, printing) as would be
incurred in provision of the services.
Additional Services
In the event a political controversy or other problem beyond the control
of the Consultant develops over execution and/or approval of the proposed
Master Plan Study updating (for example, a formal Public Hearing should
prove to be required, acquisition of property interests for airport
expansion becomes a controversial local issue, etc.), which results in
the necessity of Consultant's furnishing services not contemplated by
the Work Statement of this proposal, it is understood that compensation
is to be paid for such Additional Services on the per diem basis described
above.

Should other services be requested by the City that are not contemplated
in the scope established by the above Work Statement, those services,
also, will be provided on the per diem basis. Further, inasmuch as the
proposed Study is structured for maximum efficiency of performance, the
later re -scheduling forward of work elements and meetings could result
in additional travel and/or additional man hours of required effort.
Thus, if after the Study has commenced, the City should request changes
in the order of work element preparation or, especially, the Consultant's
participation in meetings that are untimely from the point of view of
basic schedule and readiness, such significant alterations in the work
schedule will require compensation for the additional effort involved.
Again, such compensation will be determined on the above per diem basis.
In the event any services are requested that are either beyond the scope
of the established Work Statement or are untimely, we will notify the
City that such services will require additional compensation, and we
will await the City's specific authorization before rendering the services.
FAA Special Conditions
1. All financial records pertaining to the Planning project
shall be made available to authorized representatives of
the FAA and the Comptroller General of the United States
in Conformity to the Regulations.
2. All published material such as reports, maps, and other
documents prepared in connection with the Planning Project
and planning work activities shall contain a standard
notice that the material was prepared under an Airport
Master Planning Grant provided by FAA. The City shall
make these documents available for examination by the
public.
In addition, no material prepared in connection with the
Planning Project and planning work activities shall be
subject to copyright in the United States or in any other
country. The FAA shall have unrestricted authority to
publish, disclose, distribute, and otherwise use, in
whole or in part, any reports, data, or other materials
prepared with Airport Planning Grant funds.
3. The Consultant agrees to conduct the Planning Project in
compliance with all the requirements imposed by or pur-
suant to Title VI of the Civil Rights Act of 1964 and by
Part 21 of the Regulations of the Office of the Secretary
of Transportation, as amended.
Other Provisions
1. All work done under this contract in the performance of
an Airport Master Planning Project under the Federal

Aviation Administration's Planning Grant Program will be
in accordance with the Airport and Airway Development Act
of 1970, as amended, the Federal Aviation Regulations
issued thereunder, and the Master Planning Grant Agreement.
2. The Consultant agrees to provide, upon request of the
City, names and resumes of project leaders and their
assistants and periods of employment with the Consultant.
Also the Consultant agrees to furnish, upon request, the
education, experience, and specific accomplishments of
these persons, also, the specific assignments within the
project group and percent of total time each would be
available for these assignments.
3. The Consultant agrees that no subcontractors will be -
allowed to perform any of the work under this contract
unless the Consultant has made prior request to the City
to use any proposed subcontractors, including a detailed
description of the work they will perform; has provided
any requested information regarding the professional
qualifications of principals and staff of the proposed
subcontractors; and has received approval from the City
for the use of such subcontractors.

It is believed that the present proposal complies with all the require-
ments of the City of Corpus Christi and the FAA in regard to the aero-
nautical development of Corpus Christi International Airport. If any
questions arise, the undersigned will be pleased to answer them. If
revisions are required, they will be made to suit the pleasure of the
City.
Should the City desire to engage Ralph Burke Associates for the Master
Plan Study updating, a Letter of Intent may be provided, stating that
the Consultant will be retained to prepare the Study at such time as an
FAA Master Planning Grant will have been received and accepted. Such a
letter would be issued before the City's impending moratorium on agree-
ments for goods and services. On the basis of the letter, the Consultant
will be enabled to negotiate with the FAA any revisions in scope of work
that the FAA would indicate to be appropriate.
For convenience, a sample format of the Letter of Intent is appended to
this proposal. Immediately upon receipt of the City's Letter of Intent,
the Consultant will take steps to assist the City in the preparation of
its application for the Master Planning Grant.

City of Corpus Christi to update the Master Plan Study of Corpus Christi
International Airport. Your selection and authorization to proceed are
contingent upon the reception and acceptance by the City of a federal
Master Planning Grant for the updating. Upon the City's acceptance of
the Planning Grant, the appropriate official(s) will sign your proposal
of March 2, 1979, thereby making it the Agreement between the City and
your firm for the Master Plan Study updating. That signature will
authorizeyouto proceed with the updating.
We agree that we will pay to your firm for services rendered in the
Master Plan Study a lump sum fee in the amount Ninety Four Thousand Six
Hundred Dollars ($94,600). This fee amount is consistent with the scope
of services that has been established as a result of negotiations between
your firm and the City. Should the scope of services be significantly
revised as a result of later negotiations with the FAA, then an agreed-

We understand that your firm accepts the following commitments and
responsibilities, to be executed in a timely manner prior to formal
Authorization to Proceed.
• Review the proposed scope of work with the cognizant
personnel of the FAA, making any necessary revisions to
insure that the Master Plan Study would be updated in
accordance with the requirements of the FAA Planning
Grant Program.
• Assist the City in the preparation of its application for
a Planning Grant.
Should it happen that the City does not receive a Planning Grant after
having executed a complete application, no reimbursement of the expenses
that your firm will have incurred in preparation of the application will
be required or made. But, if the City should receive but not accept an
offer of a federal grant for the Master Plan Study, thereby not proceeding
with the Study, the City agrees that it will reimburse your firm for all
services rendered in connection with preparation of the grant application,
an amount to be determined on the following per diem basis.
