HomeMy WebLinkAbout14839 RES - 03/14/1979vp:3/14/79:lst A RESOLUTION WHEREAS, the Coastal States Crude Gathering Company has applied to the U. S. Army Corps of Engineers for a permit to construct pipelines under the water crossings of Redfish Bay between Harbor Island and the mainland near Aransas Pass, Texas, including the Gulf Intracoastal Waterway; and across Nueces Bay at the entrance to Corpus Christi Bay; and under the Tule Lake Channel; and, WHEREAS, the pipelines to be constructed are related and necessary to the multipurpose deep draft inshore port at Harbor Island proposed by the Nueces County Navigation District No. 1; and WHEREAS, the City Council adopted Resolution No. 11539 on June 30, 1973, supporting the construction of the multipurpose deep draft inshore port at Harbor Island; Resolution No. 14019 on November 9, 1977, reaffirming its support of the project; and Resolution No. 14502 on September 13, 1978, concurring with the findings of the draft environmental impact statement, again reaffirming support of the project, and urging the U. S. Army Corps of Engineers to issue a permit to allow construction of the project without further delay; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the City Council again reaffirms its support of the plan for development of a multipurpose deep draft inshore port at Harbor Island, Texas, by the Nueces County Navigation District No. 1, including the related and necessary pipeline construction proposed by the Coastal States Crude Gathering Company permit application number 13198 to the U. S. Army Corps of Engineers. SECTION 2. That the City Council urges the U. S. Army Corps of Engineers to promptly issue a permit to allow construction of said pipelines. SECTION 3. The necessity for the City of Corpus Christi to express, through the City Council, its support of the plan for development of a multi- purpose deep draft inshore port at Harbor Island, Texas, by the Nueces County MICROFILMED JUL 0 81980 14839 • Navigation District No. 1 creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction but that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared such emergency and necessity to exist, having requested the suspension of the Charter rule and that this resolution take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO RESOLVED, this the I day of March, 1979.
