A RESOLUTION
URGING THE SCHOOL LAND BOARD TO PROHIBIT SURFACE DRILLING
IN THE GULF OF MEXICO WITHIN ONE MILE OF RECREATIONAL
BEACHES; AND DECLARING AN EMERGENCY.
WHEREAS, oil and gas drilling activity in the Gulf of Mexico within
one mile of Mustang Island and Padre Island has generated complaints about
noise, appearance, and apparent pollution; and
WHEREAS, the Bay Drilling Committee recommended on March 3, 1976,
that oil and gas production be regulated in the immediate offshore area, to
make sure that such development is not detrimental to recreation and tourism
on the islands; and
WHEREAS, the Planning Commission recommended on September 19,
1977, that the City of Corpus Christi annex the Gulf waters extending two
miles from the shoreline between the City of -Port Aransas and the Padre
Island National Seashore, so that drilling could be prohibited in the first
mile from the shoreline, and regulated as to safety and density of structures
in the second mile; and
WHEREAS, the School Land Board is considering the adoption of
Rule 135.18.04.008(b)(2) which would provide that in areas of recreational
beach use, surface drilling in the Gulf of Mexico within one mile of the
shoreline shall be avoided by using methods such as directional drilling:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the School Land Board's proposed Rule
135.18.04.008(b)(2) would satisfactorily resolve the major public concern
about drilling activities near recreational beaches.
SECTION 2. That the School Land Board is urged to adopt Rule
135.18.04.008(b)(2) as proposed in the Texas Register, Volume 4, Number 17,
March 2, 1979.
SECTION 3. That the City Secretary is directed to send a certified
copy of this resolution to Mike Hightower, Program Manager/Director for
Environmental Management, General Land Office, 1700 North Congress, Austin,
Texas.
SECTION 4. The urgent necessity to convey to the School Land Board
the public concern of the citizens of Corpus Christi and of the surrounding

area about drilling activities near recreational beaches creates a public
emergency and an imperative public necessity requiring the suspension of
the Charter rule that no ordinance or resolution shall be passed finally on
the date of its introduction but that such ordinance or resolution shall be
read at three several meetings of the City Council, and the Mayor having
declared such emergency and necessity to exist, and having requested the
suspension of the Charter rule and that this resolution be passed finally
on the date of its introduction and take effect and be in full force and effect
from and after its passage, IT IS ACCORDINGLY SO RESOLVED, this the 28th day
of March, 1979.

For the reasons set forth in the emergency clause of the foregoing ordinance,
a public emergency and imperative necessity exist for the suspension of the
Charter rule or requirement that no ordinance or resolution shall be passed
finally on the date it is introduced, and that such ordinance or resolution
shall be read at three meetings of the City Council; I, therefore, request
that you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of the City
Council.

Enclosed Is a certified copy of Resolution No. 14845, passed
and approved by, the City Council of the City of Corpus Christi
during the Regular Council Meeting of March 28, 1979.
This Resolution urges the School Land Board to prohibit surface
drilling In the Gulf of Mexico within one mile of recreational
beaches and expresses the approval of the City Council of the
-Board's proposed Rule 135.18.04.008(6)(2).
