AN ORDINANCE
AMENDING ORDINANCE NO. 14778 AND ORDINANCE NO. 14779,
PASSED AND APPROVED BY THE CITY COUNCIL ON FEBRUARY 21,
1979, BY AMENDING SECTION 4 OF ORDINANCE NO. 14778 AND
BY AMENDING SECTION 1 OF ORDINANCE NO. 14779 SO AS TO
CHANGE THE POLLING PLACE LOCATIONS IN PRECINCTS 39, 42
AND 61 FOR THE HOLDING OF THE ELECTION FOR MAYOR AND SIX
COUNCIL MEMBERS IN THE CITY OF CORPUS CHRISTI, TEXAS,
TO BE HELD ON APRIL 7, 1979; KEEPING IN EFFECT ALL OTHER
PROVISIONS OF THE SAID ORDINANCES; PROVIDING FOR SEVERA-
BILITY; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. That Ordinance No. 14778 and Ordinance No. 14779,
passed and approved by the City Council on February 21, 1979, be and the same
are hereby amended by amending Section4 of said Ordinance No. 14778 and by
amending Section 1 of Ordinance No. 14779 so as to change the polling
place locations in Precincts 39, 42 and 61 for the holding of the election
for Mayor and six Council members in the City of Corpus Christi, Texas, to be
held on April 7, 1979, the said voting precincts and -polling places being
as follows:

SECTION 2. Except as herein and hereby amended, the terms and
conditions of Ordinance Nos. 14778 and 14779 shall be and remain in full
force and effect.
SECTION 3. If for any reason any section, paragraph, subdivision,
clause, phrase, word or provision of this ordinance shall be held invalid or
unconstitutional by final judgment of a court of competent jurisdiction it
shall not affect any other section, paragraph, subdivision, clause, phrase,
word or provision of this ordinance, for it is the definite intent of this
City. Council that every section, paragraph, subdivision, clause, phrase,
word or provision hereof .be given full force and effect for its purpose.
SECTION 4. The necessity to make the changes hereinabove set forth
prior to the date of the election creates a public emergency and an imperative
public necessity requiring the suspension of the Charter rule that no ordi-
nance or resolution shall be passed finally on the date of its introduction
but that such ordinance or resolution shall be read at three several meetings
of the City Council and the Mayor having declared such emergency and necessity
to exist, having requested the suspension of the Charter rule and that this
ordinance be passed finally on the date of its introduction and take effect
and be in full force and effect from and after its passage, IT IS ACCORDINGLY
SO ORDAINED, this -the 4al day of April, 1979.

For the reasons set forth in the emergency clause of the foregoing ordinance,
a public emergency and imperative necessity exist for the suspension of the
Charter rule or requirement that no ordinance or resolution shall be passed
finally on the date it is introduced, and that such ordinance or resolution
shall be read at three meetings of the City Council; I, therefore, request
that you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of the City
Council.
