AN ORDINANCE
AMENDING ORDINANCE NO. 14683, PASSED AND APPROVED BY THE
CITY COUNCIL ON DECEMBER 20, 1978, AND PARTICULARLY AS
AMENDED BY ORDINANCE NO. 14725, ON JANUARY 17, 1979,
WHICH ORDINANCES DELINEATED CITY VOTING PRECINCTS, DESIG-
NATED POLLING PLACE LOCATIONS, DESIGNATED ELECTION JUDGES
AND ALTERNATES, AND A SPECIAL CANVASSING BOARD FOR ABSENTEE
BALLOTING FOR ALL MUNICIPAL ELECTIONS FOR THE YEAR 1979, BY
AMENDING SECTION 1 OF SAID ORDINANCE BY CHANGING THE ELEC-
TION JUDGES AND ALTERNATES IN VARIOUS PRECINCTS; KEEPING
IN EFFECT ALL OTHER PROVISIONS OF THE ORDINANCE; PROVIDING
FOR SEVERABILITY; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:

SECTION 1. That Ordinance No. 14683, passed and approved by the
City Council on December 20, 1978, as amended by Ordinance No. 14725, on
January 17, 1979, be and the same is hereby amended by amending Section 1
of said Ordinance No. 14683 so as to provide for changes in the list of
election judges and alternates for all municipal elections for the year 1979,
said changes to be reflected as delineated on the list, which reads as follows:

SECTION 2. Except as herein and hereby amended, the terms and
conditions of Ordinance No. 14683 shall be and remain in full force and
effect.
SECTION 3. If for any reason any section, paragraph, subdivision,
clause, phrase, word or provision of this ordinance shall be held invalid or
unconstitutional by final judgment of a court of competent jurisdiction it
shall not affect any other section, paragraph, subdivision, clause, phrase,
word or provision of this ordinance, for it is the definite intent of this
City Council that every section, paragraph, subdivision, clause, phrase, word
or provision hereof be given full force and effect for its purpose.
SECTION 4. The necessity to make the changes hereinabove set forth
prior to the date of the election creates a public emergency and an impera-
tive public necessity requiring the suspension of the Charter rule that no
ordinance or resolution shall be passed finally on the date of its introduction
but that such ordinance or resolution shall be read at three several meetings
of the City Council and the Mayor having declared such emergency and necessity
to exist, having requested the suspension of the Charter rule and that this
ordinance be passed finally on the date of its introduction and take effect
and be in full force and effect from and after its passage, IT IS ACCORDINGLY
SO ORDAINED, this the 4 day of April, 1979.

For the reasons set forth in the emergency clause of the foregoing ordinance,
a public emergency and imperative necessity exist for the suspension of the
Charter rule or requirement that no ordinance or resolution shall be passed
finally on the date it is introduced, and that such ordinance or resolution
shall be read at three meetings of the City Council; I, therefore, request
that you suspend said Charter rule or requirement and pass this ordinance
finally on the date it is introduced, or at the present meeting of the City
Council.
